Additional deliverables include two team rooms with eight-person capacity and televisions, two or more fixed-position cameras for recording training sessions with immediate availability to EOD for debriefing, all necessary safety equipment and protective gear, and a comprehensive safety and emergency action plan. The contractor must possess a California State License to operate a VWT and valid insurance covering VWT operations. Performance standards require 100% compliance for all requirements except team rooms (95% compliance). The contract period runs from June 1, 2026, through May 31, 2027 (base year), with two optional 12-month renewal periods through May 31, 2029.

PERFORMANCE WORK STATEMENT

EXPLOSIVE ORDNANCE DISPOSAL TRAINING & EVALUATION UNIT ONE (EODTEU-1)

VERTICAL WIND TUNNEL FACILITY SERVICES

1. BACKGROUND

Explosive Ordnance disposal (EOD) Group Commanders provide forces in support of Fleet Commanders and Navy Component Commanders, Carrier Strike Groups (CSG), Expeditionary Strike Groups (ESG), Mine Countermeasures (MCM) Task Forces/Groups, Naval Special Warfare (NSW) Squadrons, Army Special Operations Forces (SOF), Military Sealift Command (MSC), Unified Theatre Commanders, Navy Regional Commanders, and other contingency operations. In preparation, EOD personnel are required to maintain their skill proficiency through the various USN programs. One of the required proficiencies is parachute proficiency and qualification. Sustainment of this proficiency requires use of a Vertical Wind Tunnel (VWT).

Naval EOD forces stationed in the San Diego area utilize VWT as Military Free Fall (MFF) simulators to perform body flight stabilization training for MFF and non-MFF qualified personnel, which will enhance proficiency for MFF qualified personnel, enhance the safety during refresher/remedial training jumps, and decrease attrition of students attending a basic MFF course of instruction. The VWT facility services are required, as the US Naval Base located in San Diego County, CA, does not possess organic capability to provide the sustainment training required (i.e. U.S. Naval Base does not have a VWT).

2. OBJECTIVE/SCOPE

2.1 EODGRU1 seeks a contractor to provide use of its VWT facility to deliver EOD personnel

VWT sustainment training to maintain parachute proficiency and qualification, ensuring stable levels of qualified personnel for EOD Group missions. The Contractor shall also provide qualified VWT operator/instructors, supplies, equipment, and safety gear required for training for both government and contractor personnel.

2.2 NON-PERSONAL SERVICES AND INHERENTLY GOVERNMENTAL FUNCTIONS

2.2.1 Services rendered under this contract shall be non-personal in accordance with Federal

Acquisition Regulation (FAR) 37.104. Contracted personnel are not subject, either by the contract’s terms or by manner or its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

Contractor personnel rendering services under this contract shall be under the direct supervision and control of the contractor.

2.2.2 The contractor shall not perform inherently governmental functions as prescribed under

FAR Subpart 7.5. Any performance objectives or other terms and conditions under this contract shall not be interpreted or implemented in any manner that may result in contractor personnel creating or modifying Federal policies, obligating funds of the government, or overseeing work of government employees or other contractor personnel.

3. PERFORMANCE REQUIREMENTS

The Contractor shall provide, at a minimum, all VWT facilities, equipment, and support services in accordance with the following:

3.1 One (1) VWT with a minimum chamber diameter of fourteen (14) feet, capable of supporting a total weight of four hundred (400) pounds of personnel and equipment (i.e., tunnel rig, combat equipment, night vision goggles).

3.2 Schedules: A total of sixty (60) hours use of VWT facility during each 12-month period of performance. The VWT will be scheduled at a minimum of fifteen (15) days prior to the training event. A maximum of four (4) consecutive training days may be scheduled with an average class size of twelve (12) students. The training times and dates may be cancelled, adjusted, or shifted at the Government’s convenience due to emergency or evolving mission requirements at no additional cost to the Government.

3.2.1 The Contractor must be willing to enter into a written agreement that the training dates listed in Section 7.0. will be made available for the Government’s use.

3.3 Personnel: Two (2) qualified VWT Operators/Instructors who shall operate the VWT and act as a safety observer during the training. Refer to PWS Section 8.1.

3.3.1 Safety observers shall serve as safety and support professionals responsible for monitoring the wind tunnel, assisting the flight instructor as needed, and ensuring all safety protocols are followed. They shall be trained in emergency procedures to manage any potential issues, including power failures, and maintain communication with the control room and other staff to ensure a safe and controlled environment for the flyer.

3.4 Personnel: Two (2) or more Level 2 International Bodyflight Association (IBA) Coaches to instruct body flight skills inside the VWT.

3.5 All necessary VWT equipment and safety gear (i.e. personnel protective equipment) during all the training sessions for all personnel present (i.e. government and contractor personnel).

3.6 Two (2) available team rooms, each with a minimum capacity of eight (8) individuals, that will be used for debriefing VWT training and equipment storage. Team rooms shall each store at a minimum, one (1) television, which will be used for safety briefs and de-briefs following training periods, only during active training periods.

3.7 Two (2) or more fixed-position cameras that will record every training flight/period. Cameras shall be positioned so that different recording angles of VWT training are captured with good lighting for a clear visual. All video recordings shall be made available to EOD immediately after the end of a training period, so that training debriefs can occur.

3.8 Safety: The Contractor shall establish, maintain, and follow a comprehensive safety and emergency action plan consistent with all local facility Standard Operating Procedures (SOPs).

This plan must ensure personnel are prepared to respond appropriately to all emergencies— including injured participants, fires, or unresponsive staff—and includes procedures for immediately contacting emergency medical services (EMS).

6. QUALITY CONTROL

6.1 The Contractor is responsible for implementing and maintaining a Quality Control Plan (QCP) to ensure that the services performed meets or exceeds contract requirements and results in the correction of potential and actual problems. The QCP shall be implemented on the first day of contract performance. In addition to the Contractor’s QCP, the Government will provide the Contractor with a copy of the Government’s Quality Assurance Surveillance Program (QASP). Notwithstanding the Government’s QASP, the Contractor is not relieved from having their own QCP program to address quality issues during the contract award period.

6.2 The Government’s QASP will address what deliverables are identified for surveillance and the method and surveillance periodicity to ensure the quality of deliverables as outlined in this PWS. The QASP addresses what will be reviewed and will outline actions to be taken by the Contractor, should review(s) and/or inspections identify areas requiring remedial action.

Of special interest to the Government are performance standards or metrics that address productivity, completion times, customer satisfaction, and handling/safeguarding Privacy Act data.

7. PLACE & PERIOD OF PERFORMANCE AND NORMAL HOURS OF OPERATION

7.1 Period of Performance: The Contractor shall provide services for a 12-month base period and two (2) 12-month option periods:

Base Year: 01 June 2026 – 31 May 2027

Option Year 1: 01 June 2027 – 31 May 2028 Option Year 2: 01 June 2028 – 31 May 2029

7.2 Place of Performance: The place of performance shall take place at the Contractor’s facility, located within a thirty (30)-mile radius of Explosive Ordnance Disposal (EOD) Training and Evaluation Unit ONE (TEU-1) San Diego, CA 92147.

7.3 Support Hours: The Contractor shall provide VWT facility access and services from 08:00 AM (0800 hours) to 10:00 PM (2200 hours), Monday through Fridays, not including Federal holidays.

7.3.1 Observed Federal Holidays: If the Federal holiday falls on a Saturday, the holiday is observed on the preceding Friday. If the Federal holiday falls on a Sunday, the holiday is observed on the following Monday.

8. CONTRACTOR QUALIFICATIONS/REQUIREMENTS

The Contractor, at a minimum, shall meet the following qualifications:

8.1 The VWT Operator/Instructor shall possess a minimum qualification of Level I Tunnel Instructor Certification from IBA. Refer to PWS Section 3.3.

8.2 Body flight coaches shall each possess an IBA Flight Skill Level 2 qualification. Refer to

PWS Section 3.4.

8.3 Possess a California State License to operate a VWT.

8.4 Possess valid insurance coverage to include VWT operation.

9. GOVERNMENT FURNISHED PROPERTY AND SERVICES

9.1 The Government will provide qualified instructors to conduct the training events.

10. CONTRACTING OFFICER’S REPRESENTATIVE (COR)

10.1 The COR is an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. These functions include providing clarification or technical guidance within the scope of the contract, monitoring the progress and performance of the Contractor, and providing evaluation feedback to the Contracting Officer.

10.2 The COR for this contract will be appointed at the time of award via separate designation letter.
