TOTAL EVALUATED PRICE $

Submission Requirements:

At a minimum, the Quoter shall:

1. The Quoter shall complete and submit the unit price and total extended price of contract line item number(s) (CLINS) 0001, 1001, and 2001 in the table above.

2. The Quoter shall submit a current, valid vendor quote demonstrating the capability of providing and performing all the required services, as listed above and within the PWS. Please read the PWS in its entirety and take special note of the following contractor performance requirements:

a. The Contractor facility shall be within a thirty (30)-mile radius of Explosive Ordnance Disposal (EOD) Training and Evaluation Unit ONE (TEU-1) San Diego, CA 92147. (PWS Section 7.2).

3. Include any additional discounts available to the Government.

Responsibility Determination: Quoters must be registered in the SAM database and Quoter Representation & Certifications shall be current to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov.

Quoters are responsible for ensuring timely submissions are received by the POC identified in the solicitation.

The Government is not responsible for late or lost submissions.

By submission of a quote, the contractor is affirmatively stating they take no exceptions to the Performance Work Statement (PWS) or any of the terms of the solicitation.

Basis of Award: The Government will award a purchase order resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government. Quotes will be evaluated to determine technical acceptability and price fair and reasonableness.

Quoters are advised that the quotation meeting the solicitation requirements with the lowest price may not be selected for award if award to a higher priced Quoter is determined to be more advantageous to the Government.

However, the perceived benefits of the higher priced quotation must merit the additional price.

When evaluating quotes, the Contracting Officer will review Quoter past performance using a variety of available resources (e.g. CPARS, SPRS, FAPIIS, SAM) as part of a responsibility determination. Quoters shall not be determined responsible or non-responsible solely based on a lack of relevant performance history.

Evaluation: To be deemed technically acceptable, the Quoter shall meet the solicitation requirements and demonstrate a good probability of success in meeting the performance requirements as stated within the PWS. A quotation is technically unacceptable if it fails to address the solicitation requirements or demonstrates a low probability of success in meeting the performance requirements as stated within the PWS.

The Quoter’s submission will be reviewed for mathematical correctness, making sure that all prices are summarized correctly to ensure completeness and accuracy.
