This is a Request for Statements of Qualifications (RFSQ) issued by Granite School District's Department of Purchasing on behalf of the Planning and Boundaries Department for K-12 demographic consulting services. The District seeks a qualified consulting firm to provide comprehensive demographic analysis, community and educator engagement, boundary recommendations, and school closure timelines for the large inter-mountain west school district comprising over 80 schools. The primary deliverables include in-person and video conferencing community engagement, facilitation of community presentations and school board reports, maps and storyboards, electronic copies of all collected data, re-boundary and school closure recommendations for the next 10 years, enrollment projections for all district schools for 10 years, and demographic analysis for all district schools for 10 years. The RFSQ was released on May 4, 2026, with questions due by May 15, 2026, and proposals due on May 25, 2026. The evaluation period begins May 26, 2026, with anticipated contract award by the Board of Education on July 7, 2026, and contract finalization in July 2026. The contract length is to be determined following award and cost negotiations.

Pricing will not be requested during the initial proposal phase but will be directly negotiated with the highest-ranked offeror following evaluation. All pricing must be guaranteed for the contract length, and any change orders require prior approval. Proposals will be evaluated on a weighted scale: detailed narrative (30%), examples of past work demonstrating qualifications (30%), resumes of assigned project personnel (15%), references from work with large districts over 50 schools (15%), and other relevant experience or qualifications (10%). Offerors must provide at least three but no more than five references, maintain Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and carry Professional Liability insurance with $1,000,000 per occurrence limits. The District reserves the right to refuse excessive exceptions to its Standard Terms and Conditions and will enter into direct negotiations with the highest-ranked vendor; if negotiations fail, the District will proceed to the second-ranked vendor in sequence.

REQUEST FOR STATEMENTS OF QUALIFICATION

K-12 Demographic Consulting Services Solicitation # DB26-004

PURPOSE OF REQUEST FOR STATEMENTS OF QUALIFICATION (RFSQ)

The purpose of this Request for Statements of Qualification is to obtain proposals from qualified firms to provide comprehensive K-12 Demographic, community engagement, educator engagement, and school closure timelines to the Granite School District, hereafter referred to as “District”. It is anticipated that this RFSQ may result in a contract award to a single agency.

This RFSQ is designed to provide interested firms, hereafter referred to as “Agency”, with sufficient basic information to submit proposals meeting minimum requirements but is not intended to limit a proposal's content or exclude any relevant or essential data. Offerors are at liberty and are encouraged to expand upon the specifications to evidence service capability under any agreement.

Granite School District will not be liable for any cost’s agencies may incur in the preparation or presentation of this proposal.

ISSUING OFFICE AND RFSQ REFERENCE NUMBER

Granite School District’s Department of Purchasing is the issuing office for this document and all subsequent addenda relating to it, on behalf of The Planning and Boundaries Department. The reference number for the transaction is Solicitation #DB26-004. This number must be referred to on all proposals, correspondence, and documentation relating to the RFSQ.

BACKGROUND

Granite is a large school district in the inter-mountain west with over 80 schools. The Planning & Boundaries Department of GSD is seeking a ‘K-12 demographic consulting’ firm to assist in making well-informed, data-based decisions that will support educational best practices while also being fiscally responsible to our patrons. In general, we are seeking a potentially full-range of master planning consultation services, up to and including school boundary changes as well as possible closure recommendations. GSD is unique among school districts in the Inter-mountain west in that we currently have a Planning & Boundaries Department, which includes one GIS staff member. We also have a fully complete Facility Condition Index (FCI) report that we expect the consultant to use in their proposal. We believe we can provide many of the required data sets upon request. We are seeking an independent, third-party analysis of our boundaries with potential emphasis on school closure options. The consultant will also need to engage with the community and employees in the information gathering process. The consultant will need to create a timeline for proposed closures as well as demonstrate the cost effect of maintaining small schools including but not limited to maintenance costs, administrative costs, etc. After award, the District will meet with the awarded vendor to ensure that the entire vision and needs of this consultation project are captured and understood. The District will also require, after award and cost negotiations, a project timeline to present that timeline to the Board of Education.
