About this file

This is a Business License Requirements Form issued by the City of Little Rock Treasury Management Division that outlines licensing obligations for businesses operating within Little Rock's jurisdiction. The document establishes that businesses with physical locations in Little Rock must obtain a business license for each location. Businesses based in other Arkansas cities are subject to jurisdiction of their home cities; if that city requires a license, Little Rock will honor it, but if the home city does not require one (such as Conway), the business must obtain a Little Rock license unless already licensed elsewhere in Arkansas. Out-of-state businesses without physical locations in Arkansas must obtain a Little Rock business license unless they hold a comparable license from another Arkansas city. However, out-of-state businesses bidding on Little Rock purchasing proposals are exempt from licensing requirements solely for the bidding process. Non-profit organizations are entirely exempt from business licensing requirements.

Out-of-state companies that win City of Little Rock bids are required to obtain a business license only if they establish a permanent location within Little Rock city limits for the project duration. The Treasury Management Division, under Scott Massanelli as Treasury Manager, holds authority to determine the validity of all business licenses and ensure that provided licenses match the classification of work to be conducted in Little Rock. This requirement applies to the RFP for Waste Disposal Vehicle Equipment Financing, which is issued to businesses authorized in the State of Arkansas and qualified to provide the specified services outlined in the bid document.

City of Little Rock Business Licenses Requirements

The City of Little Rock Treasury Management Division will determine validity of all business licenses.

If a business has a physical location in Little Rock, they are required to have a business license for each location.

If a business is based in another city in Arkansas, that city has jurisdiction over the business. If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.

If the business is an out-of-state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another city in Arkansas, in which case we will honor that license.

Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.

An out-of-state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out-of-state company wins a bid from the city, they would only be required to obtain a business license if they set up a permanent location in the city limits of Little Rock for the duration of the project.

A Non-Profit Organization is exempt from having to obtain a business license.
