About this file
This is a business license requirements document issued by the City of Little Rock, Arkansas, outlining mandatory licensing regulations for businesses operating within the city's jurisdiction. The requirements establish that businesses with physical locations in Little Rock must obtain a business license for each location, while businesses based in other Arkansas cities may have their home city's license honored if comparable in classification to their proposed work in Little Rock. Out-of-state businesses without Arkansas physical locations must obtain a Little Rock business license unless they hold a valid license from another Arkansas city. Notably, out-of-state companies need not obtain a license solely to bid on City of Little Rock purchasing proposals; however, if selected as a contract award winner, they must secure a City of Little Rock business license for the duration of their engagement. Non-profit organizations are exempt from business licensing requirements.
The document specifies that all business licenses provided must be for a classification comparable to the type of work being conducted in Little Rock. These requirements apply to the RFP 230016 for Police Vehicles & Equipment Financing, which seeks qualified businesses authorized in the State of Arkansas. Prospective bidders should contact the Treasury Division of the City of Little Rock for additional information, with Scott Massanelli serving as the Treasury Manager. More details are available through the City of Little Rock's Finance Department website at https://www.littlerock.gov/city-administration/city-departments/finance/divisions/treasury/.

City of Little Rock Business Licenses Requirements
1. If a business has a physical location in Little Rock, they are required to have a business license for each location.
2. If a business is based in another city in Arkansas, that city has jurisdiction over the business.
If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.
3. If the business is an out of state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas, in which case we will honor that license.
4. Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.
5. An out of state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out of state company wins a bid from the City of Little Rock, then they are required to obtain a City of Little Rock business license for the duration of the engagement.
6. A Non-Profit Organization is exempt from having to obtain a business license.
