About this file

This document is a Combined Certifications for Contracting form issued by the City of Little Rock, Arkansas Finance Procurement department. The certification form establishes mandatory compliance requirements for all vendors and contractors seeking to conduct business with the City of Little Rock. The form requires contractors to certify compliance with three distinct Arkansas state laws regarding boycott restrictions and employment practices. The Israel Boycott Restriction applies to all contracts valued at $1,000 or greater and requires written certification that the contractor is not engaged in a boycott of Israel. The Illegal Immigrant Restriction applies to contracts valued at $25,000 or greater and mandates that contractors certify they do not knowingly employ or contract with illegal immigrants. The Energy, Fossil Fuel, Firearms, and Ammunition Industries Boycott Restriction applies to contracts valued at $75,000 or greater and requires certification that the contractor is not engaged in and will not engage in boycotts of these specified industries during the contract term.

Contractors must execute the certification by signing and dating the form, which serves as a binding agreement for the duration of the contract. The thresholds for each certification requirement are tiered based on contract value, ensuring that compliance obligations scale with the scope and financial significance of the procurement. By signing the form, contractors acknowledge and certify their adherence to all applicable restrictions relevant to their contract value. The vendor or contractor must provide their business name and CLR Supplier/Vendor Number on the form to establish their official record with the City of Little Rock.
