About this file
This document outlines the business license requirements established by the City of Little Rock, Arkansas, applicable to vendors seeking to conduct business within the city's jurisdiction. The requirements differentiate among in-state businesses with physical locations in Little Rock, Arkansas-based businesses from other municipalities, out-of-state businesses, and non-profit organizations. Businesses with physical locations in Little Rock must obtain a business license for each location. Arkansas-based businesses from municipalities that do not require licenses, such as Conway, must obtain a Little Rock license unless they have already secured one from another Arkansas city, in which case that license will be honored. Out-of-state businesses without physical locations in Arkansas must obtain a Little Rock business license unless they hold a valid license from another Arkansas municipality. Critical to the bidding process, out-of-state companies are exempt from obtaining a Little Rock business license when merely submitting bids on city purchasing proposals; however, if such a company is awarded a contract, it must obtain a City of Little Rock business license for the duration of the engagement. All licenses must correspond to a classification comparable to the type of work to be performed in Little Rock.
Non-profit organizations are fully exempt from business license requirements. For businesses seeking clarification on these requirements in connection with the City of Little Rock Public Works Department's HVAC equipment procurement for the Parks Department, inquiries should be directed to the Treasury Division, with Scott Massanelli, Treasury Manager, serving as the primary contact through the City of Little Rock's Finance Department website.

City of Little Rock Business Licenses Requirements
1. If a business has a physical location in Little Rock, they are required to have a business license for each location.
2. If a business is based in another city in Arkansas, that city has jurisdiction over the business.
If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.
3. If the business is an out of state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas, in which case we will honor that license.
4. Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.
5. An out of state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out of state company wins a bid from the City of Little Rock, then they are required to obtain a City of Little Rock business license for the duration of the engagement.
6. A Non-Profit Organization is exempt from having to obtain a business license.
