About this file
This document is a Scope of Work for the Utah Weights and Measures Program, seeking a software contract for tracking and recording inspector activities related to weighing and measuring devices. The contract, designated as NC26-38, aims to replace the current Win Wam software system that expires on July 1, 2026. The required software must record and calculate inspection results for weighing, measuring, packaging, and price verification activities, aligning with National Institute of Standards and Technology (NIST) Handbooks 44, 130, and 133. The system must generate comprehensive reports including daily, monthly, and yearly inspector activities, establishment inspection reports, and device tracking. Installation and training are mandated to be completed by July 1, 2026.
The procurement approach indicates the Utah Division of Purchasing is considering awarding the contract without standard competitive procurement, potentially due to limited vendor options. The software must sync with other Weights and Measures officials and enable data downloads to the Utah Department of Agriculture and Food Regulatory Services. Additionally, the contractor must provide a helpline for user support and maintain specific cloud security compliance, including enrollment in the GovRAMP Progressing Snapshot Program and achieving a verified GovRAMP Core status within 12 months of contract execution. Failure to meet these security requirements could result in liquidated damages or potential contract termination.

NC26-38
Weight & Measurement and Bedding Software Contract
In compliance with the Utah terms and conditions, where the product does not already have a FedRAMP or verified GovRAMP status, the following provisions apply:
· At the time of contract execution, the product must be enrolled in the GovRAMP Progressing Snapshot Program and remain in the program until a verified status is achieved.
· The product must achieve a verified status of GovRAMP Core no later than 12 months after the date of contract execution and maintain that status.
· If the Contractor fails to maintain or achieve the security requirements outlined above, the Contractor may be subject to liquidated damages and/or the State of Utah may reevaluate the terms of the contract and determine whether the failure to comply justifies contract termination.
Introduction: The Weights and Measures Program needs a software program that will be a recording and tracking system to accurately maintain inspectors' activities with establishments and weighing and measuring devices.
Background: Currently, the Weights and Measures program has a contract with Win Wam, a software provider that our team of inspectors uses for their day-to-day inspections. The contract expires July 1, 2026. We need to renew it or find another software that provides the needed services.

The results shall coordinate with the specifications and formulas published in the National Institute of Standards and Technology (NIST) Handbooks 44, 130, and 133.
Requirements: The following reports will be required:
Inspectors' daily, monthly, and yearly activities Establishment inspection reports Establishment type (e.g., fuel station, grocery store, ranch).
Active devices categorized by type and last inspection date.
Must be installed and training completed by July 1, 2026.
Compliance: The software shall sync with other Weights and Measures officials and a host that can download all data to the Utah Department of Agriculture and Food Regulatory Services for establishment registration. The contractor shall provide a helpline for issues that may arise due to user questions, updates, and new inspectors.
