About this file

This is a seed bid solicitation spreadsheet issued by the State of Utah Division of Wildlife Resources (UDWR) for the provision of various seeds to support wildfire recovery and habitat restoration efforts. The solicitation requests an extensive range of native grasses, forbs (herbaceous plants), and shrub seeds across multiple species and varieties, with requested quantities ranging from 50 pounds to 250,000 pounds per line item. The bid includes 182 total line items, with most deliveries requested within 10 days of award; however, 2026 harvest shrub items and select other materials have a later delivery date of February 18, 2027, with the stipulation that these items should not be delivered before January 4, 2027. The bid solicitation includes specifications for seed certification classes (Certified, Non-certified, Selected, Source Identified, and Variety Not Stated) and Seed Transfer Zone requirements. No specific response deadline, bidders' conference date, or award date is stated in the provided document.

Awards will be made on a multiple purchase order basis using a lowest pure live seed (PLS) price per pound methodology, with PLS pricing carried to three decimal places and rounded to the nearest three decimals for bid ranking. Bid prices must include delivery to the Great Basin Research Center Seed Warehouse in Ephraim, Utah, with all seed delivered on pallets not exceeding 2,500 pounds, and vendors are responsible for transit damage. The solicitation specifies that certain species—including Rabbitbrush, Kochia Forage, and multiple Sagebrush varieties—require high confidence sampling and testing from approved seed laboratories (official state seed laboratories or designated private laboratories). Past performance, including failure to supply awarded seed, late delivery, and failure to meet specifications, may be considered in award decisions. Vendor pricing must be guaranteed through delivery, and preference may be given to items meeting the specified delivery timeline, though later deliveries will be considered based on the state's needs.

Bid Solicitation Sheet (Solicitation Tab): Fill in only the yellow columns. Do not change any other column information. Delete (do not hide) items/rows with no offer. Fill out yellow column information fully. Failure to fill out all information may preclude the offer from consideration.
Please use the following denoting Certification Classes: C = Certified (Certified, Registered, or Foundation), NC = Non-certified, S = Selected, SID = Source Identified, VNS = Variety not stated.
Seed Transfer Zone (STZ) Definitions: PSTZ = Provisional Seed Transfer Zone for all species, ESTZ = Empirical Seed Transfer Zone for line item species.WWETAC Seed Zone Applications
There is less certainty with this solicitation than normal due to volatile wildfire demands and budgets. All listed quantities are high end estimates and awards may be much lower than requested. A number of alternate species are also listed in the solicitation and are indicated by †. Alternate species may be awarded if preferred species are not available. All requested quantities are estimates and actual awarded quantity may vary drastically.
Preference may be given for certified seed and/or variety or source requested, although a bidder may offer a variety or source other than the variety or source requested if not listed in another line item. If the original source material of a developed SID, S, or C germplasm/cultivar comes from within a requested Seed Zone, that material may be offered under the requested seed zone if not specifically requested by source/variety name or certification in another line item.
Two Delivery Date Request:
Most deliveries are requested within 10 days of award, but 2026 harvest shrubs and some items are a later delivery date (February 18, 2027) and listed at the bottom of the sheet. Later delivery dates may be offered, but will be considered on a per item basis.
Later delivery items (February 18) should not be delivered before January 4, 2027.
Species that require High Confidence Sampling and Testing for this solicitation are:
· Rabbitbrush, Low (Chrysothamnis viscidiflorus)
· Rabbitbrush, Whitestem Rubber (Chrysothamnis nauseosus)
· Kochia, Forage (Kochia prostrata)
· Sagebrush, Black (Artemisia nova)
· Sagebrush, Basin big (Artemisia tridentata tridentata)
· Sagebrush, Mountain big (Artemisia tridentata vaseyana)
· Sagebrush, Wyoming big (Artemisia tridentata wyomingensis)
