The project aims to restore wet-meadow habitat and reduce erosion to benefit the largest sage grouse lek in northeastern Utah and other wildlife. The structures will be constructed across approximately 300 linear stream feet, with an estimated 8 headcut locations requiring Zuni bowl construction. The project is scheduled for completion before the end of November 2026, with work limited to one-half hour before sunrise to one-half hour after sunset. Potential bidders are strongly encouraged to conduct a pre-proposal site visit; the project site is located approximately 60 miles north of Vernal, Utah, at GPS coordinates 40.9703969, -109.2837321, accessible via a remote four-wheel-drive road. No specific bid due date or award date is provided in this scope of work document.
The contract is structured as a lump-sum award with a maximum budget of $77,000 and will be bid on two items: Design and Implementation. The vendor must furnish all materials, labor, equipment, and mobilization costs, including approximately 30 tons of rock sourced off-site, with no fuel surcharges to be negotiated. All equipment and personal protective equipment must be vendor-supplied, and emergency transportation must be provided by the vendor at all times. Vendors must demonstrate a minimum of three years of experience in river restoration projects and provide three professional references completed within the past three years. The State of Utah retains the right to request additional reference information and to verify qualifications independently. Payment will be made in one lump sum upon project completion and final inspection approval. Environmental compliance requirements include equipment power-washing before site entry, prohibition of refueling and maintenance within 200 feet of water bodies, and mandatory reporting of any spills to the Contracting Officer Representative.

The project is located on Goslin Creek in Daggett County, Utah. Utah Division of Wildlife Resources (UDWR) is seeking a full-service design and implementation vendor to install up to 60 Zeedyk-style in-stream structures to support the restoration of a wet-meadow area on Goslin Mountain.
The vendor will be hired based on their experience in designing, implementing and constructing Zeedyk-Structure (The vendor who provides the most complete request for statement of qualifications (RFSQ) may be the potential awarded vendor.)
● Maximum Budget: $77,000.00 (Do not provide any cost currently.)
● Project Period: Fall 2026
Access to the Site
Goslin Creek is located approximately 60 miles north of Vernal, Utah.
Directions: Head north from Vernal on Highway 191 to Greendale Junction. Stay on Highway 191 for 17.5 miles, then turn right onto Browns Park Road. Continue for 5 miles and turn right onto E Frd Road. Continue for 1.5 miles and slightly left onto Goslin Mountain Road. Continue for 3 miles to the destination.
GPS Coordinates: 40.9703969, -109.2837321
GENERAL PROVISIONS
Introduction
The elevation of the project location ranges from 7,400 feet to 7,500 feet. This area is home to the largest sage grouse lek in the northeastern region of Utah. This site was selected for improvement for its potential to benefit the local sage grouse population, along with the large amount of wildlife using the area. Utilizing in-stream structures to benefit the mesic habitat is expected to increase the amount of habitat available for sage grouse and other wildlife.
Consistent erosion along Goslin Creek has resulted in several head cuts that are decreasing the amount of wet-meadow habitat and reducing water persistence throughout the year. As head cuts progress along the stream, the channel becomes more defined, resulting in less habitat for wildlife. Installing Zeedyk-style structures in the channel is expected to increase mesic habitat and reduce erosion, providing more water for wildlife and livestock.
In June 2026, a fence was installed around the most sensitive section of the stream to act as a barrier to livestock, allowing the stream to recover faster when structures are installed. An estimated 60 structures are anticipated to be installed in the project area using rock sourced from off-site.
SECTION I – CONTRACT REQUIREMENTS
Site Specifics
Camping near the worksite on the Wildlife Management Area (WMA) is allowed while working on the project. No power or water hookups are available at the worksite or camping area. Cell phone service is not guaranteed at the project location.
Due to the remote location (60 miles north of Vernal), traveling to and from Vernal daily may not be cost-effective. The project location is on BLM-managed land, and a four-wheel-drive (4WD) vehicle is recommended for access.
Specific Tasks
The vendor will be responsible for the final design and implementation of approximately 60 Zeedyk-style in-stream structures on Goslin Creek. As such, the vendor must prove expertise or experience installing similar structures. The vendor will provide all materials and labor related to this project.
Material requirements for each structure will vary based on channel width. Additional types of in-stream structures can be considered subject to approval by the project manager.
There are approximately 8 head cuts of notes within the project location. Zuni bowls are expected to be constructed in these locations to minimize future impacts.
Work Limits: The area shown on the project map indicates where structures are to be constructed. The vendor will design final placement with input from the project manager. A cumulative total of 300 linear stream feet or less will be impacted.
Construction of Zeedyk Structures
Angular rock large enough to avoid being washed away will be used (estimated 8-inch or larger medium-to-large rock). Approximately 300 feet of the project location has a relatively narrow stream channel (4 feet wide), while 400 feet of the location is wider, with an Ordinary High- Water Mark of approximately 10 feet wide.
Vendor-Furnished Property and Services
● Emergency Transportation & Safety: Emergency transportation will be always provided by the Vendor. Crew members shall not be allowed to work alone.
● Design Responsibilities: The vendor will use previous experience in wet-meadow restoration to design optimal placement for structures. A GIS-based design is acceptable, but a site visit with the Project Manager is recommended.
● Materials & Delivery: Materials will be sourced by the vendor (approx. 30 tons or more of rock required). The final 4 miles to the site consist of a bumpy dirt road limiting large side-dump delivery; a secondary vehicle may be needed to transport smaller loads.
● Equipment & PPE: All equipment (shovels, picks, 4WD vehicles) and safety gear (gloves, hard hats, ear/eye protection, waterproof steel-toe boots) shall be provided by the vendor.
Government-Furnished Property
UDWR personnel will be available to assist the crew as needed, unless other arrangements are made to continue work independently.
Security of Equipment and Property
The Vendor may leave equipment at the work site; however, the Vendor shall be solely responsible for the protection of equipment if lost, stolen, or damaged.
Equipment and Workmanship
All equipment and materials shall be of the most suitable grade for the purpose intended. Work shall be performed in a skillful and workmanlike manner.
Environmental Considerations
● Refuse & Roads: Project sites shall be cleaned and refuse removed. Roads damaged by the vendor shall be restored at the vendor's expense.
● Equipment Washing: All equipment must be cleaned and power-washed off-site to prevent the introduction and spread of noxious weeds before entering the project area.
● Wet Soil Conditions: Construction shall be halted when road rutting exceeds 3 inches or when soil is saturated to prevent undue damage.
● Hazardous Materials & Spills: Compliance with all State and Federal regulations regarding hazardous materials and Safety Data Sheets (SDS) is required. Spill containment kits are required for refueling operations. Reportable spills must be reported to the Contracting Officer Representative (COR) immediately. Refueling and maintenance are prohibited within 200 feet of water bodies.
Crew Supervision
The Vendor shall designate one English-literate supervisor on-site during operational hours.
Supervisors will effectively direct the crew by conducting periodic inspections, advising on work methods, and providing corrective instructions.
Work Camps
Work camps may be established only in locations authorized in advance by the Project Manager. Sanitation facilities (portable toilets, wash stations) may be required for extended stays.
Work Hours & Schedule
Work hours are limited to between one-half hour before sunrise to one-half hour after sunset.
Weekend or holiday work must be mutually agreed upon with the Project Manager. A work schedule must be submitted at the pre-work conference.
Delays & Contract Time
Project performance completion is expected before the end of November 2026. Timely contract performance is the sole responsibility of the vendor.
Inspection & Acceptance
The Government will inspect structures during progress and perform a final inspection prior to completion. Deficiencies must be corrected by the vendor prior to final payment acceptance.
Payment
One lump-sum final payment will be made upon project completion and passing final inspection.
