About this file

This is a Scope of Work document for the State of Utah's Division of Purchasing, specifically for contract AM26-63, which seeks to procure a fully integrated Unmanned Aerial System (UAS) designed for aerial ignition during wildfire management and prescribed burns. The procurement requires a complete, turnkey solution consisting of the IGNIS Aerial Ignition System, an Amplified Alta X drone, proprietary DA-Flight control software, and associated field accessories. The IGNIS payload must be approved by the National Interagency Aviation Committee (NIAC), utilize standard Dragon Eggs and full-strength antifreeze, hold up to 400 ignition spheres with a variable drop rate of up to 120 spheres per minute, and be reloadable in 2-5 minutes by a single operator. The system must be capable of covering 700 to 4,500 acres per hour depending on ignition sphere density and must include onboard obstruction detection, temperature tracking, fault-tolerant subsystems, and remote emergency release capabilities. The Amplified Alta X drone requires customizations including electronics integration with thermal cameras and ADS-B receivers, a Herelink Blue controller with custom tablet holder, and custom landing gear and payload rails. The DA-Flight control software must provide full drone and payload control with live video feed, autonomous ignition planning via waypoints, geofencing to prevent drops outside designated areas, offline satellite imagery and elevation map support, and automated flight path and drop location logging.

The procurement is structured as a sole-source award without engaging in a standard competitive procurement process, as Drone Amplified is identified as the sole developer, manufacturer, and exclusive provider of the IGNIS system, DA-Flight software, and customized Amplified Alta X in the United States. The scope of work explicitly prohibits sourcing subsystems from multiple vendors, citing operational risk, validation concerns, and safety interlock compromises. The vendor must provide manufacturer-approved training for the IGNIS system and deliver the hardware, software, and aircraft as a single, unified, manufacturer-supported configuration with full system integration and testing completed prior to delivery. Associated deliverables include modified transport cases for the drone, cameras, and field kits, as well as custom cases for batteries, chargers, and spare parts.

Attachment B Scope of Work:

AM26-63 Procurement of Integrated Aerial Ignition System

1. Background and Objective The objective of this procurement is to acquire a fully integrated Unmanned Aerial System UAS specifically designed and validated for aerial ignition during wildfire management and prescribed burns. The system must enhance operator safety by enabling remote firefighting operations away from hazardous conditions.

2. Scope of Overview The vendor shall provide a complete, turnkey aerial ignition solution consisting of the IGNIS Aerial Ignition System, the Amplified Alta X drone, the proprietary DAFlight control software, and all associated field accessories. Furthermore, the vendor shall provide fully integrated system support and manufacturer-approved training.

3. Equipment Deliverables and Specifications

Deliverable 3.1 IGNIS Aerial Ignition Payload The vendor must supply the IGNIS system, possessing the following required features and specifications:

Feature Specification

Approval Must be approved for fuels and wildfire management by the National Interagency Aviation Committee (NIAC).

Consumables Compatibility Must utilize standard Dragon Eggs and full-strength antifreeze.

Capacity & Drop Rate Must hold up to 400 ignition spheres with a variable drop rate capable of up to 120 spheres per minute.

Operational Efficiency Must allow for system reloading in 2-5 minutes by a single operator.

Physical Specs Must be lightweight and durable (not exceeding 1.88 kg empty and 4 kg fully loaded) and delivered in a custom robust transport case.

Safety & Sensors Must include onboard obstruction detection, resistance monitoring, temperature tracking, fault-tolerant subsystems, and a remote emergency release system.

Area Coverage Must be capable of igniting up to:

- 700 acres per hour (at 1 sphere/acre)

- 2,200 acres per hour (at 4 spheres/acre)

- 4,500 acres per hour (at 8 spheres/acre)

Deliverable 3.2: Amplified Alta X UAS The vendor must supply a highly customized version of the Freefly Alta X drone, uniquely modified for wildfire operations. Customizations must include:

● Electronics Integration: Compatibility with gimbals, thermal cameras, ADS-B receivers, and the Herelink Blue controller.

● Camera Systems: Integrated gimbaled thermal camera (e.g., Wiris Pro) featuring geo-tagging, gimbal control, and in-flight parameter adjustments.

● Hardware Modifications: Custom landing gear and payload rails specifically built to accommodate the IGNIS payload and camera systems.

● Situational Awareness: Integrated ADS-B receiver to detect nearby manned aircraft.

● Controller: Herelink Blue Controller equipped with a custom tablet holder for streamlined, single-point operation of all systems.

● Maintenance: Witness-marked screws to reduce user error during field maintenance.

Deliverable 3.3: DA-Flight Control Software The vendor must provide the Android-based DA-Flight application to serve as the unified control interface. Required capabilities include:

● Full control of both the drone and the IGNIS payload, complete with a live video feed.

● Autonomous ignition planning utilizing waypoints.

● Geofencing capabilities to strictly prevent ignition drops outside of designated operation areas.

● Support for offline satellite imagery and elevation maps for remote environments without internet access.

● Built-in diagnostic and calibration tools.

● Automated logging of flight paths and drop locations, exportable to spreadsheets.

Deliverable 3.4: Accessories and Field Kits The following accessories and field kits must be provided:

● Modified transport cases for the Alta X drone, cameras, and field kits.

● Custom cases for field organization of batteries, chargers, and spare parts.

4. Services, Training, and Support

● Training: The vendor must provide official, manufacturer-approved training for the

IGNIS system.

● System Integration: The hardware, software, and aircraft must be designed, integrated, and tested by the vendor as a single, unified solution prior to delivery.

5. System Constraints and Sole Source Requirements Due to the critical nature of safety, reliability, and operational tempo in wildfire environments, the system must be delivered as a tightly coupled, manufacturer-supported configuration.

● No Third-Party Integration: Sourcing subsystems from multiple vendors is strictly prohibited, as it introduces operational risk, voids system validation, and compromises safety interlocks (e.g., ignition timing and drop accuracy).

● Sole Provider: Drone Amplified is the sole developer, manufacturer, and exclusive provider of the IGNIS system, the DA-Flight software, and the customized Amplified Alta X in the United States. Only configurations provided directly by Drone Amplified are approved for this procurement.
