About this file
This Scope of Work document outlines the technical and operational requirements for a Point of Interaction credit card machine contract issued by the State of Utah Division of Purchasing, conducted through the Utah State Tax Commission, with an anticipated single contract award over a five-year term. The requested solution must provide end-to-end encryption compatible with JP Morgan Chase Commerce Solutions' Safetech Enterprise Point solution or PCI P2PE certification, integrate with the purchasing entity's existing ERP and point-of-sale systems through semi-integration protocols, and support EMV, swipe, and contactless payment methods including mobile wallets (Apple Pay, Android Pay, Samsung Pay). The contractor must provide multi-media credit card terminals with hardware/software partnerships, handle key injection and encryption protocols, and deliver configurable key-in and SRED devices as needed. The solution must be provided by a single contractor and include both lease and sale options for hardware.
Project management and ongoing support requirements include post-sales implementation coordination, engineering and product support, hardware warranty, and application/software licenses covering patches and upgrades. The contractor must provide hardware maintenance with defined replacement turnaround times and cost structures for repair or upgrades on leased machines, maintain annual PCI compliance documentation including PA-DSS, PTS, and P2PE certifications, and provide guidance on reducing PCI scope for purchasing entities. Optional offerings include remote terminal management tools that maintain PCI compliance and tokenization capabilities for card storage. The vendor must guarantee pricing for the first year of the contract.
