About this file

This is a Scope of Work document for a contract between the Utah Division of Air Quality (UDAQ) and Eastern Research Group (ERG) to supply and chemically analyze volatile organic compound (VOC) canister samples collected during a field campaign in the Salt Lake Valley. The project aims to monitor VOCs, including hazardous air pollutants, in communities near large point sources using atypical sampling durations of 8-hour, 16-hour, and standard 24-hour samples collected every six days. Approximately 275 samples, including field samples, blanks, and duplicates, will be collected at 15 different locations from mid-July through mid-September 2026. UDAQ will collect samples according to a schedule shared with ERG, while ERG will analyze the samples and provide monthly data validation and reporting. Pre-cleaned canisters and flow controllers will be shipped weekly by ERG to UDAQ before scheduled sample collection begins.

ERG will perform chemical analysis using EPA compendium method TO-15 with gas chromatography/mass spectrometry (GC/MS), employing the same instrumentation and QA/QC protocols used for the National Air Toxics Trends Station (NATTS) network to ensure comparability with historic sampling data since 2003. The project is funded by a competitive EPA grant received by UDAQ in 2024, with a total project budget of $155,975, which includes canister cleaning, handling and shipping costs, rental costs for inlets, restrictors and timers, and data validation and reporting expenses. The contractor will be responsible for supplying pre-cleaned canisters, flow controllers, chemical analysis of samples, and monthly data reports that include VOC concentrations, method detection limits, and any applicable data flags. This contract represents a transition from an initially planned mobile laboratory approach using near real-time sampling instrumentation, which proved unreliable despite manufacturer specifications.

Attachment: B Scope of Work

Introduction This contract with Eastern Research Group, ERG, is to supply and chemically analyze canister samples (with associated inlets, filters, and timers) that will be collected during an upcoming field campaign study. The study seeks to monitor VOCs, including hazardous air pollutants, in communities proximate to large point sources in the Salt Lake Valley (SLV). The sampling campaign includes atypical sample durations (8-hour and 16-hour) as well as standard 24-hour samples collected once every six days. The hope is that the diurnal wind patterns of the SLV will allow for source identification. Sampling will begin in late July/early August and continue for ~ 8 weeks. Results from the sampling effort will be used to assess health risk and evaluate possible gaps in the existing monitoring network. We anticipate seeing variability from sampling locations, sample groups, and nighttime vs daytime samples.

Background The Utah Division of Air Quality (UDAQ) received a competitive grant from the EPA in 2024 to measure VOC concentrations in target neighborhoods using a near real-time sampling approach and mobile laboratory. The instrument selected for this project was found to be unreliable for a mobile sampling approach despite published specifications of the instrument suggesting otherwise. After many failed attempts to improve the instrument performance (including two attempted fixes by the manufacturer), EPA suggested we re-write the grant to use a different sampling strategy. With about half of the initial budget, we determined canister sampling was the approach most likely to yield results that could differentiate between different sampling regions. Canisters will be compared to GC instruments within UDAQ’s regular network, and the 1:6 canisters collected at the Bountiful Viewmont station as part of the NATTS network. ERG is responsible for analyzing the NATTS samples, and it is critical for the canisters to be comparable to the long-term NATTS network.

Scope of Work Canister samples, outfitted with flow controllers and timers, will be collected at 15 different locations every sixth day during summer and early fall of 2026. Collected samples will then be shipped to ERG to chemically analyze for VOCs using EPA compendium method TO-15. 275 samples are expected to be collected. These include field samples, blank samples and duplicates. ERG will analyze the samples using the same instrumentation and following the same QA/QC protocols that they use for the NATTS network VOC samples so the campaign samples will be comparable to historic (since ~2003) NATTS sampling.

Requirements The project will include the following tasks:

• Canister pre-cleaning, handling and shipping Canisters should be shipped by the laboratory to UDAQ on a weekly basis before scheduled sample collection. UDAQ will share with ERG the sample collection schedule

•Toxics sample analysis for VOCs using TO-15 with a GC/MS
•Monthly data validation and reporting
•Supply of flow controllers with timers for a variety of durations during sample collection period

Compliance The contractor will need to provide data reports summarizing the results and data validation. Concentrations and method detection limits should be reported. Any data flags should also be reported.

Project Deliverables The following project deliverables are required:

•Canister samples and flow controllers
•Chemical analysis of canister samples
•Data reports

Project Timeline Project sampling will occur from mid-July through mid-September of 2026. Pre-cleaned canisters and flow controllers should be shipped to UDAQ before scheduled sample collection. Chemical analysis of the canisters for VOCs will be conducted following the EPA-approved TO-15 method. Data validation and reporting will be shared on a monthly basis.

Project Budget The project budget is estimated at $155,975. This includes canister cleaning, handling, and shipping. It also includes the rental costs for inlets, restrictors, and timers required for each sample. Costs for data validation and reporting are also included.
