About this file

This is a Scope of Work document prepared by the State of Utah Department of Health and Human Services (DHHS) for a five-year contract to plan, coordinate, and host annual peer support specialist (PSS) conferences. The contractor shall organize each conference to accommodate a minimum of 250 PSS participants in a hybrid format consisting of one half-day and one full-day session. Each conference must include breakout sessions lasting at minimum 45 minutes covering suicide prevention, ethics, mental health, substance use disorder, and family peer support services. The contractor is required to establish a planning committee meeting monthly during the six months preceding each conference, with mandatory participation from at least one DHHS staff member, PSS representatives from at least two peer-run agencies outside the contracting agency, one individual with conference planning experience, and one subject matter expert. The contractor must submit event planning timelines, marketing materials, conference agendas, and evaluation forms to DHHS for approval at specified intervals prior to each conference, and maintain quarterly meetings with DHHS program staff to review data and address operational needs.

The contract is funded at $150,000 total over the five-year term ($30,000 annually) through DHHS's Mental Health Block Grant, which carries federal restrictions on allowable expenditures. The contractor may pursue limited fundraising with DHHS permission to cover conference expenses ineligible under the federal grant. DHHS reserves the right to identify and add alternative funding sources during the contract term, with any increases above the initial $150,000 requiring approval from the State of Utah's Chief Procurement Officer and a formal contract amendment. The contractor must track participant data including registration numbers by certification type, virtual attendance, participant work locations, and post-survey outcomes, and submit a final report within 60 working days after each conference with outcome measurements demonstrating that at least 70 percent of participants report increased confidence and competency, positive likelihood of implementing skills learned, and overall satisfaction with the conference. All invoicing must be submitted through the State of Utah's electronic billing system with required supporting documentation, and payments will be processed through the Electronic Funds Transfer system.
