About this file

This is an Organizational Reference Questionnaire appendix for a Request for Proposal (RFP) issued by the State of New Mexico Department of Public Safety (DPS) for Financial Audit Services. The RFP solicits proposals from Independent Public Accountants (IPAs) to perform annual audits of the DPS financial statements for four fiscal years ending June 30, 2027, 2028, 2029, and 2030. Qualified IPAs must be listed on the New Mexico Office of the State Auditor's approved audit firm list and in good standing. The audits must comply with Generally Accepted Governmental Auditing Standards (GAGAS/Yellow Book), Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) Statements, CFR 2 Part 200, and Requirements for Contracting and Conducting Audits of Agencies (2.2.2 NMAC). Offerors are required to submit a minimum of three organizational references as part of their proposals, with reference questionnaires due to DPS by November 12, 2026, at 3:00 PM MST/MDT. Reference organizations must submit completed questionnaires directly to Jimmy N. Rodriguez at dps-contracts@dps.nm.gov and must not provide them to the requesting offeror. Offerors are responsible for notifying their references of the submission deadline and the potential adverse scoring impact of non-submission.

The Organizational Reference Questionnaire evaluates vendor performance across multiple criteria, including knowledge and expertise, flexibility regarding scope and timeline changes, quality of materials and documentation, personnel dynamics, satisfaction with principal representatives, overall service quality, and likelihood of future engagement. References are scored on a scale of 0 to 3 (Unacceptable to Excellent) or N/A, with respondents required to provide detailed comments supporting their ratings. The questionnaire responses become part of the offeror's submitted proposal and may be subject to validation by the State. The RFP Procurement Manager can be contacted at 505-479-2736 or dps-contracts@dps.nm.gov for questions regarding the reference submission process.
