About this file

This is a Letter of Transmittal Form for RFP #27-790-1000-0001, issued by the State of New Mexico Department of Public Safety (DPS) to procure financial audit services. The RFP seeks to establish a contract with an Independent Public Accountant (IPA) to perform annual audits of DPS financial statements for four consecutive fiscal years ending June 30, 2027, 2028, 2029, and 2030. Only qualified IPAs in good standing with the New Mexico Office of the State Auditor and listed on the state's approved audit firm list are eligible to submit proposals. The audit services must comply with Generally Accepted Governmental Auditing Standards (GAGAS/Yellow Book), Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) Statements, CFR 2 Part 200, and Requirements for Contracting and Conducting Audits of Agencies (2.2.2 NMAC).

The Letter of Transmittal Form requires offerors to provide detailed organizational information, identify authorized representatives for contractual obligations, negotiation, and query response, and disclose any subcontractors or other entities to be used in contract performance. Submission of the completed form is mandatory, with failure to sign and submit resulting in proposal disqualification. Offerors must attest to the accuracy of provided information and acknowledge acceptance of the procurement conditions, evaluation factors, and any RFP amendments. The form serves as the primary mechanism for certifying offeror eligibility and commitment to the procurement process requirements established by the State of New Mexico.
