About this file

This is a Cost Proposal Form (Appendix D) for RFP #27-790-1000-0001 issued by the State of New Mexico's Department of Public Safety to procure Independent Public Accountant (IPA) services for financial audit services. The RFP seeks sealed proposals from qualified IPAs in good standing with the New Mexico Office of the State Auditor to perform annual audits of the Department's financial statements for four consecutive fiscal year-ends: June 30, 2027; June 30, 2028; June 30, 2029; and June 30, 2030. All responsive offerors must be listed on the New Mexico Office of the State Auditor's approved audit firm list and authorized to perform audits for public entities within New Mexico. The audit services must be conducted in accordance with Generally Accepted Governmental Auditing Standards (GAGAS/Yellow Book), Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) Statements, CFR 2 Part 200, and state regulatory requirements.

The cost proposal form requires offerors to provide itemized costs for five audit service deliverables: Financial Statement Audit, Federal Single Audit, Financial Statement Preparation, Other Non-Audit Services, and Other services (such as Foundations or component units), with separate hour and cost entries for each of the four contract years. All deliverable costs must include labor, materials, equipment, travel, training, transportation, configuration, installation, and profit. The total project cost (excluding New Mexico Gross Receipts Tax, which is calculated separately) will be used to calculate RFP cost points during the evaluation process. The cost proposal must be submitted as a completely separate upload into the Bonfire procurement system.
