About this file
This document is a Veteran Heroes United in Business (VetHUB) Subcontracting Plan Policy and instructions issued by The University of Texas at Austin in accordance with Texas Government Code and Administrative Code requirements for state procurement and contracting. The University of Texas at Austin requires all respondents to formal solicitations to submit a completed VetHUB Subcontracting Plan (HSP) as a material specification of the request for qualifications. Respondents must indicate whether they will perform the entire contract with their own resources or subcontract portions of the work to VetHUB vendors, non-VetHUB vendors, or both. If subcontracting is planned, respondents must identify specific subcontracting opportunities, estimate the percentage of contract value to be awarded to VetHUB and non-VetHUB vendors, and provide documentation of good faith efforts to solicit service-disabled veteran business participation.
The VetHUB program requires prime contractors to demonstrate good faith effort by dividing contract work into reasonable lots, notifying a minimum of two VetHUB centers and three or more state-certified VetHUBs of subcontracting opportunities with at least seven working days notice, and utilizing the State's Centralized Master Bidders List and VetHUB Directory when identifying qualified subcontractors. Contractors selecting non-VetHUB subcontractors must provide written justification and encourage non-certified vendors to pursue VetHUB certification. Once awarded, the HSP becomes part of the contract, and any modifications require written approval from UT Austin's VetHUB/SB Program Office prior to work commencing. Prime contractors must submit a State of Texas Prime Contractor Progress Assessment Report with each payment application, documenting all first, second, and third-tier subcontractor payments as a condition of payment. Violations to the approved HSP may be deemed a breach of contract.

POLICY ON UTILIZATION OF
Veteran Heroes United in Business (VetHUB)
Introduction The Veteran Heroes United in Business (VetHUB) program is a state of Texas initiative to increase the opportunities available to businesses owned by service-disabled veterans (SDV) in the area of state procurement and contracting.
Accordingly, The University of Texas at Austin is fully committed to the Good Faith Effort to:
• enhance the opportunity of VetHUBs to compete for contracts and purchases
• increase the number of contracts awarded to VetHUB firms
• create a fair and open competitive market
• improve community awareness regarding VetHUBs
A state of Texas Veteran Heroes United in Business (VetHUB) Certification requires at least 51 percent of the business be owned, managed, and operated by owner(s) who meet the qualified requirement as a service-disabled veteran (SDV) (with at least a 20 percent service disability as identified by the federal military department). The business must be primarily based in Texas. The business must also meet the Small Business Administration (SBA) size standards set forth in the business categories of 13 CFR, section 121.201.
The university has designated a staff member to serve as the Veteran Heroes United in Business (VetHUB) coordinator for the agency. The VetHUB coordinator assists the university with the development of the agency's procurement specifications, VetHUB subcontracting plans, and evaluation of contracts for compliance. The VetHUB coordinator also assists state agencies and the state comptroller with VetHUB compliance, facilitating compliance with the agency's good-faith effort criteria, VetHUB reporting, contract administration and marketing and outreach efforts for VetHUB participation.
B. State of Texas Regulations Governing the Veteran Hereos United in Business Program (VetHUB)

Historically Underutilized Businesses, Subchapter A, state agencies, including institutions of higher education, must make a good-faith effort to use VetHUBs in state contracts, including contracts for construction, services, and commodities.
In accordance with the Texas Administrative Code, Title 34, Part 1, Chapter 20, Subchapter B, Rule §20.284, Statewide Annual VetHUB Utilization Goals, each state agency must make a good-faith effort to use VETHUBs in purchase contracts for construction, services (including professional and consulting services), and commodities.
UT Austin Administration Veteran Hereos United in Business Subcontracting Plans (HSP)
