About this file

This Addendum #2 is issued by the Port Authority of New York and New Jersey's Procurement Department in response to RFP #6000003024 for the design and construction of solar photovoltaic systems at Port Jersey Port Authority Marine Terminal and Port Newark. The solicitation seeks developers to design, construct, finance, own, operate, and maintain solar systems across multiple sites: approximately 4 MW across five locations at Port Jersey (including carport and rooftop installations at the Cape Liberty Cruise Terminal and Tear Drop Memorial Parking Lot) and approximately 300 kW across three rooftop locations at Port Newark. The Port Authority may select one developer per facility or a single developer for both locations. The pre-proposal meeting was held on December 12, 2025, with a mandatory site visit scheduled for December 17, 2025, at 8:00 a.m. at 260 Kellogg Street in Newark, New Jersey, requiring participants to provide their own transportation between Port Newark and Port Jersey sites and bring appropriate safety equipment. Proposals are due January 23, 2026, by 2:00 p.m. ET via the Bonfire platform, with contract execution anticipated by August 2026. The project timeline emphasizes achieving Federal Investment Tax Credit safe harbor status prior to July 4, 2026.

Developers must submit pricing using the standardized Appendix B Cost Structure Spreadsheet, providing separate pricing for Port Jersey's community solar/remote net metering options (quoted in $/kWh for 15-, 20-, and 25-year terms with flat or 2% annual escalators) and Port Newark's behind-the-meter PPA or turnkey purchase options (similarly structured). The Port Authority has established diversity participation goals requiring 20% Minority Business Enterprise participation, 10% Women-owned Business Enterprise participation, and 3% Service-disabled Veteran-owned Business Enterprise participation. Bidders unable to provide fully firm pricing may use a PPA price modifier provided all assumptions are fully documented and transparent. Minimum qualifications include having developed at least 10 solar projects with a minimum of 15 MW of solar capacity and providing three customer references. Evaluation criteria emphasize best value, including technical quality, schedule, pricing, risk management, and experience. Addendum #2 responds to bidder questions regarding attendance lists and presentation materials from the December 12 pre-proposal meeting, with subsequent questions to be addressed through additional addenda. Inquiries concerning this addendum should be directed to Cooper Zablocki, Senior Buyer, at czablocki@panynj.gov or (212) 435-4639.
