About this file

This is a Minimum Standards for Responsiveness exhibit for Salt Lake County's construction project PAR127551, addressing the removal and replacement of the entire roof waterproofing system at Fairmont Aquatics Center. The project will be coordinated with a separate RTU replacement project occurring concurrently at the facility. Proposers must affirmatively answer all eight responsiveness questions to avoid having their bids deemed non-responsive and non-responsible. The qualification requirements address the contractor's experience over the past three to five years, including successful completion of roofing projects without surety involvement, default claims, or liquidated damages assessments; experience with projects of similar size and scope; completion of commercial or government projects; ability to provide a minimum of three references; willingness to support third-party inspectors and material testing firms; and successful experience constructing projects in occupied adjacent areas.

The document establishes contractor eligibility criteria rather than pricing terms, set-asides, or funding information. All responses must be included in the bid package as required forms for submittal, and Salt Lake County reserves the right to investigate further any responses provided. The scope of work encompasses multiple technical specifications including selective demolition, joint sealants, plumbing and mechanical systems work, HVAC requirements, hydronic piping, metal ducts, and custom natatorium air-handling units, with all work subject to project management and coordination requirements, photographic documentation, submittal procedures, quality requirements, temporary facilities controls, and closeout procedures as outlined in the associated project specifications.
