About this file
This is a Proposal Guarantee (Bid Bond) document issued by the Iowa Department of Agriculture and Land Stewardship, Division of Soil Conservation and Water Quality, for Bid No. 26-2 (also referenced as Bid No. 25-17). The document pertains to the Cal883229BN-North & Cal883229BS-South Nutrient Reduction Wetland Project located in Section 29, Township 88 North, Range 32 West, Calhoun County, Iowa. The project encompasses two concurrent nutrient reduction wetland construction initiatives: the North project requires approximately 31,200 cubic yards of earthwork and 16.6 acres of seeding, while the South project requires approximately 10,300 cubic yards of earthwork and 1.0 acre of seeding. Deliverables include excavation, grading, lift station installation with solar-powered pumps, water control structures, riprap placement, and seeding. Sealed bids were due by 3:00 PM CDT on May 20, 2026, with a public bid opening scheduled the same day. A non-mandatory pre-bid conference was held on April 24, 2026 at 10:00 AM at the Calhoun County Conservation Board in Rockwell City, Iowa. Construction must commence within 14 days of the preconstruction meeting, with a construction deadline of December 31, 2026, a seeding deadline for structures by May 15, 2027, and a buffer seeding deadline of June 30, 2027.
Bidders must submit a bid bond equal to ten percent (10%) of the bid amount, with the successful contractor required to furnish a Performance/Payment Bond equal to one hundred percent (100%) of the contract price. The estimated total construction cost range is $375,000 to $475,000 for the North project and $175,000 to $275,000 for the South project, with a combined potential award value between $550,000 and $750,000. The bid bond obligation becomes null and void if the proposal is rejected or if the proposal is accepted and the principal enters into the contract and furnishes the performance bond within fourteen (14) days of award approval. If the principal fails to meet these conditions, the principal and surety agree to forfeit the penal sum to the Division. Bidders must be registered with the Iowa Department of Inspections, Appeals & Licensing and the Iowa Management of Procurement and Contracts System (IMPACS). Non-Iowa corporations must provide proof of authorization from the Secretary of State to do business in Iowa prior to contract execution. No specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors are identified in this procurement.
