About this file

This appendix is a budget and cost per mile proposal form for the Utah Department of Transportation's Request for Proposals for Intercity Bus Service covering two routes: Blanding and Vernal. Offerors must complete separate budget matrices for each 12-month contract year (2027 and 2028), detailing direct operating expenses (wages, salaries, fringe benefits, fuel, lubricants, tires, repair parts, and other direct costs), administration costs (wages, salaries, fringe benefits, services, utilities, insurance, and miscellaneous items), and other capital items (lease and rentals, capital expenses, interest expenses, and other items). Each offeror must calculate the fully allocated cost per mile by dividing total net operating expenses by projected route miles for each route and contract year. Cost evaluation will be based on the two-year average proposed gross cost per mile, with scoring calculated using a formula that awards maximum points to the lowest proposed cost and adjusts other offerors' points proportionally. Failure to complete the budget matrix will result in disqualification.

All proposed gross cost per mile rates must be all-inclusive, incorporating direct operating costs, administrative overhead, capital and lease expenses, marketing, public timetable printing, and GTFS-Realtime feed maintenance; UDOT will not reimburse separate line-item invoices for marketing or administrative overhead. Annual contract reimbursements for net operating expenses are capped at the total annual budget established in the executed agreement and are funded exclusively through Utah's finite annual FTA Section 5311(f) formula grant apportionment, with no state funds contributed. Awarded offerors will submit invoicing reflecting net operating expenses calculated as actual gross miles driven multiplied by the approved rate per mile minus generated revenue from fares and donations.

APPENDIX B: PROPOSED BUDGET AND COST PER MILE

NOTICE TO OFFERORS — PROGRAM FUNDING LIMITS & PRICING

1. Annual Grant Budget Ceiling: Services under this contract are funded solely through Utah’s finite annual FTA Section 5311(f) formula grant apportionment. The State of Utah contributes no state funds to this program. Annual contract reimbursements for net operating expenses (gross cost per mile × actual revenue miles, minus actual collected passenger fares) shall not exceed the total annual budget cap established in the executed agreement.

2. All-Inclusive Rate Structure: The proposed gross cost per mile submitted below must be an all-inclusive rate incorporating all direct operating costs, administrative overhead, capital/lease expenses, marketing, public timetable printing, and GTFS-Realtime feed maintenance. UDOT will not reimburse separate line-item invoices for marketing or administrative overhead.

3. Cost Evaluation Formula: Cost evaluation points will be calculated using the following formula: Offeror's Cost Points = Max Cost Points × (Lowest Proposed Cost Per Mile for Route / Offeror's Proposed Cost Per Mile for Route). Cost scoring is evaluated on the 2-year average proposed gross cost per mile across contract years 2027 and 2028.

Offerors are required to complete the budget matrix below by providing their proposed Cost Per Mile for this route. Failure to complete this matrix will result in the Offeror being disqualified from consideration for this route.

The contract will be awarded and structured based on the gross rate per mile. However, the awarded Offeror will submit invoicing that reflects net operating expenses (calculated as the actual gross miles driven multiplied by the rate per mile, minus any generated revenue).
