About this file
This technical specifications document outlines the disposal and recovery services required by the Solid Waste Authority of Palm Beach County, Florida for Bid No. 27-01/AL. The Authority operates seven public used oil collection centers and two vehicle maintenance facilities that generate waste oil, oily water, antifreeze, petroleum contact water, and used filters requiring professional disposal and recycling services. The contractor must provide pickup and transportation services in accordance with all applicable state and federal regulations, with materials stored in tanks or drums at various collection points throughout Palm Beach County. Pickup schedules are specified in an attached service locations table and may be adjusted by mutual consent; the awarded vendor must respond to all site requests within 24 hours. Materials include uncrushed filters of all sizes and types that must be recycled, with the contractor responsible for providing 55-gallon drums or alternative approved containers for filter accumulation and shipment.
The contract pricing is structured as firm fixed pricing on an as-needed basis with no additional charges permitted for mobilization, labor, or materials—all costs including transportation, recycling, and documentation must be included in the bid price. Line 1 of the bid form for used oil designated for fuel blending and recycling is designated as revenue only, meaning the Authority anticipates receiving payment from the contractor for this recovered material. The Authority reserves the right to inspect vendor facilities and cancel the contract for regulatory non-compliance, and all disposal sites must be pre-approved by the Authority. Record keeping requirements mandate separate pickup tickets for each location detailing time, material quantities, and destinations, with all documentation submitted weekly to the Hazardous Waste Facility at 6161 North Jog Road. No Small Business Enterprise participation set-aside applies to this solicitation, and bidders must submit responses electronically through the Bonfire platform by specified deadlines.
