Electronic Security System
Scope of Work
Location of Installation:
Perimeter Door Alarm System
Customs House Building
200 Chestnut Street
Philadelphia, PA 19106
This document prepared by:
US Department of Homeland Security
Federal Protective Service (FPS)
701 Market Street – Suite 4200
Philadelphia, PA 19106
215-521-2107 Department of Homeland Security, Federal Protective Service
The contractor:
Will supply and install all hardware, connectors, wire, labor, scissor lift, etc. to provide a single, complete and functional Intrusion Detection System (IDS) upon completion of this project. The system must be working at a level of acceptability determined by FPS before it is considered complete and payment is made.
There are currently two separate alarm systems installed at this location. One of these systems is a Radionics D9112B1, with hardwired door contacts, and is integrated into the existing Casi-Rusco access control system. This system has been in place for over 10 years. The other system is a Radionics D9412G, with mostly wireless glassbreak detectors. This system has been in place for about 4 years. The intent of this project is to install a brand new Bosch D9412GV2 control panel. Also, combine the hardwired door contacts and access control integration that is on the Radionics D9112B1 AND the wireless glassbreak detectors (and related equipment) currently on the newer D9412G wireless glassbreak system. Install a new Bosch D1260 “ATM Style” keypad in the security office that will replace the existing Radionics D1255 keypads. Install two new 12vdc, 7ah control panel batteries in the new D9412GV2 panel. Provide a new high security cam lock on the new control panel and tamper switches as well, to detect the removal and/or opening of the control panel.
During this project, replacement of and re-wiring of the door contacts is required. Replacement of all request to exit devices (request to exit motion detectors, push button exit switches, etc.) is required. No existing relays, zone expander circuit boards, etc. shall be re-used – all shall be replaced with new devices. There are multiple overhead door contacts that must be considered, they will provide a challenge in selecting the right door contact for the application and also be installed in a way that prevents damage to them from truck traffic, trash dumpsters, etc.
Upon completion of this work, all access control doors must be integrated with the new D9412GV2 control panel. This means that with a valid card read, or an exit through an approved exit door, will not generate a false alarm when the alarm system is armed. This is not a new function; this is how the system in place currently operates.
Contractor will replace all batteries, in all of the wireless glassbreak detectors, while this project is being completed.
Upon completion and final acceptance, a 5-year warranty shall commence for both the wireless glassbreak system and the new devices brought over to that system. While the bidder may not have been the one to install either of the two systems, the warranty will provide the US Government the assurance that a one-call solution for service can be achieved without any additional cost, for a 5-year period that starts upon acceptance of the system by FPS.
GSA and FPS must approve all devices that will be seen (like the request to exit motion detectors), any junction boxes and the locations thereof, to ensure aesthetic appeal, PRIOR to installation. Any existing recessed door contacts shall be replaced with recessed door contacts. Any surface mounted door contacts that are currently installed should be replaced with recessed contacts, if possible. If this is not possible, due to construction limitations, a surface mounted door contact with a stainless steel protective shell, and armored cable, shall be installed.
Department of Homeland Security, Federal Protective Service The Contractor:
Will call upon successful award of contract Department of Homeland Security, Federal Protective Service Inspectors Cameron Oplinger at 215-521-2143 and Steve Skipp at 215-521-2107 to discuss the concept of the systems contained within the scope of work BEFORE beginning any work.
Will prepare a schedule of dates and times that the installation will be performed, including the anticipated completion date. This information shall be kept updated and the revised schedules provided to the Government as each update occurs. Fax all schedule information to 215-521-2168, and update regularly. Or email to cameron.oplinger@dhs.gov and steve.skipp@dhs.gov Will notify the contracting officer in writing if the system(s) proposed within this scope of work is not able to be installed as specified or will not function as specified BEFORE submitting any quotation. No extra fees will be paid for required parts omitted from this scope of work or labor required to make the systems work as intended. If a change order is necessary, all associated changes that might arise from this change must be accounted for, as no additional monies will be paid above the change order. (I.E. If issued a change order to add a door contact, the contractor must quote the door contact AND labor AND any add on devices to make this work)
The contractor will install DITEK (or approved equal) surge protection on each of the two phone lines. Surge protection must also be provided for the alarm system transformer.
In cases where wires are exposed, they must be protected with a “protective shell” to encase the wire from vandalism, weather, etc. Extreme care must be taken to ensure aesthetic appeal.
Will insure and mount all devices in accordance with manufacturers printed directives while meeting UL standards, NEC Codes, etc.
Will provide electrical work/service necessary for any device in this scope of work that requires power. Contractor will coordinate all of their electrical work with GSA.
The Contractor will fully program and fully test all aspects of all systems installed and all systems that they integrated this system with.
Will fully and adequately instruct all personnel on the operation of all systems installed.
Department of Homeland Security, Federal Protective Service The Contractor:
Will install system in accordance with all codes and standards set forth by, but not limited to, The National Electrical Code, BOCA, Underwriters. Laboratories, Local Jurisdiction Having Authority, with a minimum of shielded plenum wiring using plenum or riser wire as required by code/standards. All wiring will be concealed and of a gauge no less than 18 with 4 conductors and copper stranded in composition.
All patching, painting, etc. necessary as a result of this installation, or in the event of an accident (like drilling thru a wall by mistake) must be handled by the winning bidder. No additional monies will be paid for repairs, patching, painting, etc.
Must label each and every door contact. Each door contact must be labeled to show the device number on the visible section of the contact when it is installed. This label should be large enough to be seen from a walking position without the use of a ladder.
Each wire/cable/etc. shall be properly labeled as it enters its termination location on the head end. This is for long term troubleshooting purposes. If wire numbers are used, a true wire legend must remain on site with a full description of each device, where it is going, and where it terminates.
An experienced security equipment installation company must install the systems contained within. This is defined as a company who has been installing electronic security equipment and has an association with and/or follows the installation standards presented by the National Burglar Fire Alarm Association (NBFAA) and the state chapters of same (I.E. – Penna. Burglar and Fire Alarm Assoc, PBFAA). Must install this system as if it were a UL Listed Burglar Alarm System for commercial facilities, even though this installation will not need a UL Certificate. In other words it must be installed in such a way that it would pass the inspection process for a UL Commercial CCTV System.
Contractor will take guidance only from the contracting officer or the contracting officers representative (COR). These individuals will be introduced to the contractor prior to the start of the project. The contractor must document all changes in writing, to the contracting officer, and get acceptance prior to making changes. No additional fees, monies, etc. will be paid NOR will any claims be filed by the contractor for any changes not specifically approved by the contracting officer in writing.
This equipment, while maybe not of the contractor’s choosing, must be warranted for a total of five (5) years.
Once the job is completed and before the final payment will be processed, the contractor must complete all forms issued by Department of Homeland Security, Federal Protective Service along with, “as-builts” depicting the location of each specific device for any and all devices covered in this bid, or if it is integrated with something in this bid, to include wiring paths, junction boxes, etc. Must do a final walk through of the system with a Department of Homeland Security, Federal Protective Service Inspector to ensure system is complete and acceptable before final payment to vendor will occur.
For a list of vendors who are capable of performing this kind of work, consider consulting the list of Pennsylvania Burglar and Fire Alarm Association (PBFAA) Members. By being a member of the National Burglar and Fire Alarm Association (NBFAA), these companies agree to abide by the bylaws of this voluntary organization, including employee training at the NBFAA National Training School (NTS). http://www.alarm.org/about/memdir/pa.htm Other sources include traditional “phone book” yellow pages, such as http://www.yellowpages.com/?From=qpitlp http://www.bigyellow.com/ This is a list of possible sources, from GSA Schedule # GS07F7820C, which is held by Bosch, and includes labor, Bosch equipment, etc.
