About this file

This is a Performance Work Statement (PWS) for a temporary sewer line bypass system at the U.S. Coast Guard Academy in New London, Connecticut. The contractor must furnish, install, operate, and ultimately demobilize a temporary above-ground HDPE piping system that will divert flows from a failed primary force main sewer line. The temporary bypass will route approximately 600 linear feet of piping from an existing sewage lift station to a discharge manhole near the sail loft, utilizing a 25 HP Goulds pump capable of delivering 600 gallons per minute. The system must maintain continuous and uninterrupted utility service with no more than one service interruption per month during the operational period, estimated to last approximately 365 days from award through Spring 2027.

The contractor must supply all labor, materials, tools, and rental equipment including composite hoses, flanged fittings, gate valves, air valves, and road crossing assemblies. Key personnel requirements include at least one State Licensed Plumber on the crew and a dedicated Project Manager serving as the single point of contact for the Contracting Officer. The contractor must complete a mandatory pre-bid site visit on June 24, 2026 (1200-1400 EST), submit written questions by June 26, 2026 (0800 EST), and provide a quote by July 3, 2026 (0800 EST). Post-award deliverables include a Draft Contractor Project Plan due within 10 business days of award and monthly progress reports via email. All work is classified as maintenance under the Service Contract Act (SCA) wage requirements. Standard working hours are 0700-1700 EST, though emergency repairs may occur outside these hours with Coast Guard approval.
