Can the ESA/Coastal team please get an e‐mail PDF or CAD copy of the entire stream restoration plan set. This would allow us to print it, and take it to the field to best understand the project and then prepare an accurate cost proposal
A pdf as built survey will be provided via DoD SAFE. No CADD files available
0001 Amendment 0001 did not include an as‐built survey file. Can that be provided prior to award? As builts will be provided via DoD safe.

Task #2 asks that the contracting team re‐design approximately 100 linear feet to correct insufficiencies in the original design of Millennium Stream, beginning at the Ord and Wetzel culvert. The design shall take into consideration changes to the drainage area that have occurred since 2014, to further prevent erosion and flooding at the culvert and provide stabilization of adjacent areas. I thought I heard in the field meeting that this task will be design only and not construction? Is this a correct statement? If so, can you please elaborate on the deliverables for the retrofit re‐design? I assume that you would like a plan set prepared, with permit authorizations included? I assume the intention is to announce a future RFP for construction, implementing the approved plan to be developed in this proposal notice?
Task #2 ‐ is for design and construction for 100 linear feet of stream/pools. The deliverables will be a plan set and new as builts which will be included in a final report. Any work outside of the stream channel will not require a permit. Any instream work as part of a retrofit may require permitting.
KTR will not be responsible for obtaining permits but will be responsible for providing documentation to IEP for permitting, if required.

Task #1 ‐ During site visit it was noted that there is an immediate need to remove the material from the stream near Ord & Weitzel Road culvert. Please confirm that construction under this Cooperative Agreement (CA) will be confined to restoring grades of stream and plunge pool to permitted conditions in this area (culvert to 100‐ LF upstream) and no design is required. Will an as‐ built survey be required?
Task #1; Confirmed, the immediate need is maintenance to restore the 100 linear feet to as‐built specifications in the NWP 27 permit. No additional as built suvey will be required.

Task #1: We assume permit coordination will be minimal.
Is that consistent with government expectations?
Task 1 ‐ Yes, USACOE confirmed there is no permit requirement for maintenance activities under the NWP 27.

Task #1: During the site visit we discussed that there may be potential for placement of removed sediment at another location at ANC as long as Cooperator used own equipment to haul and place it. Was that determined to be possible?
Sediment and leaf litter may go to the spoils yard at
ANC.

Task #2: Our understanding after the site visit is that design of the plunge pool would be used to inform future Navy action at this site, but will not be constructed or permitted under this CA. This may consist of a red‐line change to the original design. It may also provide suggestions for an improved trash grate. Is that correct?
Task #2, the design of the plunge pool will be constructed under this CA, as it is included in the 100 linear feet. All changes will be red lined on the E&S plans. You may provide suggestions for a trash grate but no trash grate replacement is included in this contract. Any permitting required is the responsibility of ANC.
N/A Our understanding of the response is that there will be at least two construction mobilizations: 1) Task 1 stream maintenance and 2) Task 2 & 3 implementation after any necessary approvals and permits are secured. Is that correct? That is correct.
7 12/16/2020
Task 1 & 2: Please confirm that the original design CADD and PDF of as‐built survey for Millennium stream can be provided to the Cooperator.
A pdf as built survey will be provided via DoD safe. No CADD files are available.
0001 Amendment 0001 did not include an as‐built survey file. Can that be provided prior to award? No CADD file exists for the stream restoration. The as built will be provided via DoD Safe

Task 3: Will this task include design and implementation of a drainage field? Will the Cooperator be responsible for permitting and coordination with a civil engineer due to proximity to bridge?
Yes, this task includes design and construction of a drainage field, no regulatory permitting is required as it is considered maintenance. The cooperator will be responsible for coordination with a civil engineer and provide redlines to the E&S plans.
N/A Our team has determined that any work near Gifford Bridge carries significant potential risk. This is primarily because the nature of the problem is not well‐ understood. From the information provided and the site visit, it is unknown if the issue is the resutl of ground water seepage, clogged drainage holes, or increased hydrostatic pressure from other sources. If hydrostatic pressure has built up behind the wall, work in the vicinity could exacerbate the problem.
Likewise, a solution to stabilize the soil where the water exits the bridge retaining structure may not resolve the issue, and if undermined, could pose risk. For these reasons we request any additional information that can be provided to help clairfy the scope and the expected responsibilities of the Cooperator with regard to Task 3. Specifically, we have requested the as‐built documenation. Was the work installed in accordance with design? Is the Cooperator responsible to investigate the issue via traditional means such as geotechnical borings to determine the nature and extent of the problem and provide the best civil engineering solution? This will require significant civil engineering support and expertise. We request that the proposal due date be extended to at least 7 days after responses to this RFI are provided to allow adequate time to clarify the engineering scope and costs. This contract is not intended to engineer an entire redesign or address the root cause of the seepage. This is for a low tech solution to move the water away from the footers. Borings are at your discretion. The information provided is the entirety of the information available for the bridge.

Task 3: Can the design or as‐built for the Gifford Bridge be provided?
Yes, the file will be provided via DoD safe due to its size. 0001 We appreciate the design sheets that were provided. Upon further review, it appears a few sheets with additional information would be very useful. Can sheets S501, S502 and S521 be provided? No final as builts are available for the Gifford bridge. The sheets provided are all the Installation has on file.

All tasks: will any tree or shrub planting be required? If yes, will there be a warranty?
No tree or shrub planting will be required. The area will be required to meet all Sediment and Erosion control specifications.

Most in‐stream activities will require a pump around.
Stopping the pump can interupt work and may be inconsistent with requirements. Can a silent run generator be used to prevent noise impacts to funeral services but still maintain pumping operation?
Yes, you may use a silent run generator for the stream pump around, as long as workers stop their activity the pump may stay on.

During the site visit we were informed that work must stop during funerals. All machinery must be shut down and no noise is permitted. Normal weekday funeral operations are 9A ‐ 3P and 12P ‐ 2P on weekends. Please confirm that schedule is correct and whether weekend work is a possibility, if needed.
Contractor can work outside the 9a‐4p operations and weekend work is acceptable.

Was any post construction monitoring required for the Millennium stream restoration project? If yes, can the Cooperator be provided a copy?
Monitoring may have been required according to the permit, but no monitoring was conducted

Is there a Dig Permit process specific to ANC? If yes, can an overview of the requirements be provided?
Yes, a dig permit is required; Miss utility is not necessary.
The IEP will provide a utility map.
