About this file
This document is an addendum to a Request for Qualifications (RFQ) issued by the St. Johns River Water Management District in Florida for Hydrologic, Hydraulic, Hydrodynamic and Environmental Modeling and Analysis Services. The addendum responds to questions received regarding the RFQ, clarifying that respondents should submit one proposal that includes all the disciplines they are interested in, with the information for each discipline organized into separate folders. Due to file size limitations, separate PDF files for each discipline may be required. The response due date remains 2:00 pm on April 18, 2023.
The contract opportunity is to provide services in support of the District's various programs, including Minimum Flows and Levels Determination, Minimum Flows and Levels Prevention and Recovery, Central Florida Water Initiative, North Florida Regional Water Supply Planning, Central Springs and East Coast Water Supply, and Alternative Water Supply Development Projects. The District is seeking environmental and professional engineering firms licensed in Florida with expertise in one or more of the following four disciplines: Hydrologic Modeling and Analysis, Environmental Assessment, Independent Scientific/Technical Peer Review and Expert Services for Environmental Assessment, and Independent Scientific/Technical Peer Review and Expert Services for Groundwater, Hydrologic, Hydraulic and Hydrodynamic Modeling and other related services.

DATE: April 6, 2023
TO: Prospective Respondents
FROM: Wendy L. Cox, Procurement Director
SUBJECT: Addendum #3 to Request for Qualifications 38414 - Hydrologic, Hydraulic, Hydrodynamics and Environmental Modeling and Analysis Services
This addendum has been issued due to the following questions received regarding the above referenced solicitation. A response to each question is provided.
1. Question: If a firm wishes to submit qualifications for all four disciplines, are four complete packages required to be submitted, or may anything be consolidated?
Response: Respondent should submit one proposal that includes all of the disciplines the Respondent is interested in. Respondent must include all of the required information for each discipline and should place it in a specific folder for each discipline. This provides a neat and organized response for the District’s Evaluation Team to review.
Please note, since Demandstar has a file restriction, it may not allow one large PDF file. It may require separate PDF files for each discipline.
2. Question: If we want to submit on more than one discipline, do we provide one proposal that includes multiple disciplines or separate proposals that each discuss one discipline?
Response: Refer to the response above for Question 1.
3. Question: In the RFQ, Section 4 Preparation and Organization of Submittals on page 10 states “4.
Respondent is encouraged to include as much pertinent data and information under each section as necessary to ensure proper evaluation of its qualifications. Each section shall be evaluated separately on its own merit.” When uploaded our SOQ to Demandstar, does the District prefer one PDF which contains all of the required information for each discipline? Or would the District prefer us to upload each discipline as its own separate PDF?
Response: Since Demandstar has a file restriction, it may not allow one large PDF file. It may require separate PDF files for each discipline.
NOTE: The response due date for this solicitation remains as 2:00 pm, April 18, 2023.
