Room entrances must be accessible only through locked internal hallways. The contract is structured as a Firm Fixed Price Purchase Order with payment through the Information Processing Platform (IPP). The Government will pay only for room charges and is exempt from federal and local taxes (Tax Exempt #B239641). All additional charges—including telephone, internet, premium TV/movie services, room service, restaurant charges, hotel bar/honor bar charges, laundry, gratuities, parking, excessive cleaning, smoking fees, and pet fees—are the individual responsibility of Coast Guard members. Contractors must comply with FAR 52.204-7 (SAM Registration) and FAR 52.212-4 contract terms and conditions, and submit invoices before uploading to IPP.

STATEMENT OF WORK

U.S. COAST GUARD – TEMPORARY BERTHING FOR TEMPORARY DUTY MEMBERS

SEATTLE, WA

1.) Scope of Work:

a. The US Coast Guard is seeking a block of rooms for short term berthing for Coast Guard personnel within a 10 mi radius of Lumen Field, 800 Occidental Ave S, Seattle, WA 98134.

b. The period of performance will be: JUN 10-JUL 8 2026

c. EsƟmated Total Nights will be 28 during the period of performance.

d. Total number of esƟmated rooms are 70 during the period of performance

e. The following room types and dates are required single or double occupancy King or Queen dependent on requirements. 33 Single Rooms and 37 Double Occupancy Rooms.

f. This contract shall be a Firm Fixed Price Purchase Order (FFP) and payment of services will through IPP. Contractor must meet the requirements in FAR 52.204-7, SAM RegistraƟon, and FAR 52.212-4 contract terms and condiƟons.

2.) Requirements:

a. All rooms shall be non-smoking rooms.

b. Room cancellaƟon deadline – 24 hours before day of stay.

c. One Hotel is preferred; however two hotels will be accepted.

d. Double occupancy rooms require two full or queen beds. Single room occupancy require one king or queen bed.

3.) RegulaƟons and standards:

a. The contractor shall ensure that all lodging faciliƟes provided shall meet the following standards:

b. Hotel Facility shall meet the Hotel & Motel Fire Safety Act of 1990 and be listed on the Hotel-Motel Master List.

c. Hotel Facility shall minimally meet the requirements of Three Diamonds for the American Automobile AssociaƟon (AAA), or a ClassificaƟon of Moderate First Class from Travel Weekly.

d. Hotel Facility room entrances shall be accessible only by internal hallway(s). Facility internal hallway(s) shall have locked exterior doors, accessible by key-holding facility guests only. Internal hallway(s) shall be accessible by the facility lobby. The facility lobby shall be manned by a front desk aƩendant, 24 Hours Daily, seven days a week. Rooms will be clean and well maintained upon each member’s check-in date. The hotel will not house members in rooms where loud noise is conƟnuously present throughout the evening (ex. Highways, live music, construcƟon, etc.).

4.) Allowed Contract charges:

a. The Government will only pay for the hotel rooms.

b. The Government is exempt from Federal taxes and local taxes. US Coast Guard Tax Exempt #- B239641

c. The Government will not pay for any addiƟonal charges. The following are examples of what the Government will NOT pay for:

1. Telephone

2. Premium TV/Movie Service

3. Internet Service

4. Room Service

5. Restaurant Charges

6. Hotel Bar/Honor Bar

7. Laundry

8. GratuiƟes

5.) Personally charge services:

a. Contractor shall make sure alternate arrangements have been made for any charges other than that of the room charge in Contract Line Items Numbers.

b. Individual Coast Guard members will be solely responsible for any other valid charges including:

1. Telephone

2. Premium TV/Movie service,

3. Internet service,

4. Room service,

5. Restaurant charges,

6. Hotel bar/honor bar charges

7. Laundry service, Parking,

8. GratuiƟes

9. Excessive Cleaning/Smoking

10. Pet Fee
