About this file
This is a Procurement Specification document for PIP-II Linac Warm Front End (WFE) Vacuum Roughing Pumps, prepared by the Fermi National Accelerator Laboratory (FNAL) on June 30, 2025. The specification requires a subcontractor to provide seven multi-stage dry roots pumps with specific technical requirements, including a 500 l/min pumping speed, ultimate total pressure ≤0.03mbar, NW25 minimum inlet port, gas ballast, analog and digital I/O for PLC-based controls, 1-phase 110-120V or 208V power, noise level ≤55dB, air-cooling, NRTL-certification, and a 5-year or longer service interval.
Additional requirements include 350m pump cables, necessary controllers, communication cables, power cables, and connector kits. The pumps must be new, cleaned according to Ultra High Vacuum (UHV) procedures, oil-free and dust-free, and capable of operating with cables up to 90m long. Vendors must provide operation manuals and at least three references of similar projects for laboratory or governmental entities within the last five years. Acceptance testing will occur within 14 days of delivery, with nonconformances managed by the PIP-II QA group. The procurement is part of the Proton Improvement Plan Phase 2 (PIP-II) project at the Department of Energy's Fermi National Accelerator Laboratory.

1. SCOPE
This specification covers roughing pumps for the PIP-II Accelerator Warm Front End (WFE).
2. REQUIREMENTS
The subcontractor shall provide roughing pumps with fully functional pumping, control, and readback.
Required elements, at a minimum, shall include the following:
1. (7) Multi-stage dry roots pumps
2. 350 m Pump cable
3. Controllers needed for operation of #1
4. Control/communication cables needed for proper system function
5. Required power cables
6. Connector kits for cables (Fermilab will terminate cables)
The subcontractor’s proposal shall conform to the requirements identified below. ANY VARIANCES
MUST BE CLEARLY IDENTIFIED IN YOUR RESPONSE. Failure to identify variances may result in disqualification with no further consideration for an award.
1. Pumping speed: 500 l/min (30 m3/h) or larger
2. Ultimate total pressure: ≤0.03mbar
3. NW25 minimum inlet port
4. Gas ballast included
5. Analog and digital I/O for PLC-based controls as well as ethernet or serial communication for general controls and monitoring are required.
6. Power: 1 phase, 110-120V or 208V
7. Noise level at ultimate pressure: ≤55dB
8. Air-cooled
9. NRTL-certified
10. Low maintenance: 5 years or longer service interval
11. Vacuum-wetted surfaces must be oil-free and dust-free.
Fermi National Accelerator Laboratory 5
12. Roughing pump shall be cleaned and packed according to Ultra High Vacuum (UHV) cleaning and handling procedures. They shall arrive ready for UHV use.
13. Lower power consumption of operation is preferred.
14. All equipment shall be new (not used/refurbished).
15. Pump cable shall be supplied in a spool(s) 350m long. Fermilab will cut to length.
16. Pump cable shall conform to ED0014355 Cable Criteria.pdf. Pump cable and connectors shall conform to ED0014371 PIP-II Standard Cable and Connector List OR be approved by Fermilab.
Alternatively, vendor may submit their cable and connector specifications (type, part number, etc.) and Fermilab will identify and/or provide suitable replacement cable. The replacement cable may be drop-shipped to the vendor for performance testing at the vendor’s request.
17. Pumps shall be able to operate with cables up to 90m long. Vendor shall identify maximum cable length for proper pump function in their response. While spooled cable with connector kits is preferred, pre-terminated cables will be considered (lengths will vary; Fermilab will provide a list upon request).
18. All manuals required for operation shall be provided.
3. DELIVERY AND ACCEPTABILITY TESTING
Acceptance criteria shall include inspection and powering upon arrival, within 14 days from receipt of deliverables. Nonconformances will be recorded as required by the PIP-II QA group. The corrective action for nonconformances will be determined in conjunction with the PIP-II QA group.
4. PREVIOUS EXPERIENCE
Please provide at least three prior references of similar size and scope projects for laboratory or governmental entities within the last five years.
