1. 07/31/2020 08/25/2020 An Emergency Generator has a Specification Section and is depicted on the Drawings yet does not appear on the one-line drawing Sheet 165-E-601. Will the VA provide a revised one line electrical drawing that represents the emergency generator?

The emergency generator is currently shown on sheet 165-E-601. It is shown feeding MTS-165.

2. 08/03/2020 08/25/2020 Sheet 165-AS-702 (48 of 92), Item 29, the Furniture, Fixture, and Equipment Schedule denotes a Walk-In

Refrigerator is to be Contractor acquired and Contractor installed. However, there is no note 29 on the page.

Please clarify/confirm that there is/is not a walk in freezer that is to be contractor provided and installed. If there is, please provide specifications/details/location of said refrigerator.

Reference 165-AS-101 for Walk-in Refrigerator location near Break Room 102. Refer to

Specification section 11 41 21 for Walk-in

Refrigerator information.

1.27 Photographic Documentation; Will the VA require

the GC to hire a “commercial professional photographer” for this project or can the project superintendent provide photos monthly with the pay applications?

“professional Photographer” will not be necessary. However, the photographs (Digital) will need to be in focus and clearly depicting the subject matter. Digital photos shall be submitted with daily reports and reviewed by COR/CO.

6. 08/10/2020 09/03/2020 Project Specifications, Section 013526-13, paragraph 1.7

Site Safety and Health Officer and Competent Person:

For clarifications purposes and to make sure the GC is providing the required personnel that the VA will require for this project, please confirm that the VA will require a separate Site Superintendent, a separate SSHO and a separate Project Manager for this project? Also please confirm that all personnel for this project will NOT have any other job responsibilities for any other projects currently at the Prescott VA?

Daily reports shall list all personnel on site.

The GC is to provide Site Superintendent and a separate SSHO on project site during all construction activities. The Site Superintendent and the SSHO shall NOT work on any other job/ projects concurrently.

7. 08/10/2020 08/19/2020 Volume II, Attachment - Division Price Breakdown:

Will the VA please allow the awarded GC to provide this cost breakdown after bid date? At bid date, there is a tremendous amount of bid negotiations right up to the bid time which will change the price amounts on the breakdown sheet causing this information to be inaccurate. On a worse case scenario, will the VA allow the GC’s to submit this breakdown information 24 hours after the original bid date and time so the breakdown sheet will be a more accurate breakdown of the different divisions?

The solicitation requires proposal material, such as Division Price Breakdowns, to be obtained and completed in a manner sufficient to respond to the solicitation by the specified due date.

8. 08/10/2020 09/03/2020 Archaeological Monitoring: On a recent VA project the

VA will be doing the “inspections” for the monitoring services. Is the VA planning on doing the monitoring for the Warehouse project or does the GC need to hire a

Certified Archaeological Monitor to provide full monitoring services throughout this project?

The GC will need to provide an ISO Qualified

“Human Remains Discovery Protocol” (HRMDP)

& “Monitoring Plan and Discovery Protocol”

9. 08/11/2020 09/03/2020 The specs on this RFP on page 168 of 552 (01 91 00 –

18) state the following indicating that the Cx Agent will be procured on another contract.

C. Members Appointed by VA:

1. User: Representatives of the facility user and operation and maintenance personnel.

D. Member Appoint by the A/E:

1. Commissioning Agent: The designated person, company, or entity that plans, schedules, and coordinates the commissioning team to implement the commissioning process. The VA will engage the CxP under a separate contract.

We are specifically interested in that portion of the this work. Who would we talk to about that?

Commissioning will be provided by a subcontractor under the design contract.

These dimensions refer to panel layout and dimensions.

11. 08/13/2020 08/25/2020 Is the roof to be standing seam or ribbed screw down as shown on Det.7 on page AS-411? No weather tight warranty available on screw down panels.

The roof is to be ribbed metal panel. Refer to specifications for warranty information.

12. 08/13/2020 08/25/2020 Roof pitch for panels is min. 1/2:12 and not 1/4:12 as shown on drawings.

There are manufactured metal panels available that meet slope requirements shown on drawings.

13. 08/13/2020 08/25/2020 Can PBU panel be used for liner panel? What gage? Reverse PBU panel may be used. Orient PBU panel so that more surface area faces the warehouse room. Refer to specification for gage.

14. 08/13/2020 08/25/2020 What is the weight and attachment of the exterior access ladder? Do we need support beams in the walls for attachment?

15. 08/13/2020 08/25/2020 What is the weight of the equipment on the roof? No weights are shown on the schedule. Can't find on mfg.

website either.

Submittals provided for review and approval should list weights. Equipment shown is basis of design, not final approved equipment.

CS-100 and 165-CS-101 and others. This leaves the parking area open between the gate and the building which does not make sense. Is there a change on this?

Reference 165-G-002 for full fence enclosure location.

17. 08/13/2020 Can we use preformed Safety Loops put in under the asphalt and use the integrated Liftmaster LOOPDETLM loop detectors?

A/E has no objections to the use of equipment that is equal to the specified equipment on Detail 1, Sheet CI-009.

18. 08/13/2020 08/25/2020 Do we provide the card reader? If so, what type model etc? If it integrates with the site security, who is responsible for integration? Spec says 5 cards. Is this correct?

Contractor shall provide and install the new card readers and integrate them with site security.

Coordinate manufacturer and model with VA.

20. 08/13/2020 09/04/2020 Plan sheet 165-T-601 calls for various types of fiber runs, OS1,OM3 which is not correct ?

OM1 is being utilized for the fire alarm system.

Confirm fiber requirements.

31. 08/13/2020 09/03/2020 Plans call for insulated 2 ½” wall panels as well as 5” insulated roof panels. Clearly shown on the details and called out as such are insulated roof panels with ribbed roof panels attached to the insulated roof panels.

In the specification section 13 34 19 Metal Building

Systems there are numerous clarification issues. There is not a section 07 4300 Roof and Wall Panels. See items below.

There is design criteria for roof and wall panels. in specs

13 34 19 that align with the drawings intent.

13 34 19 -2.4 D aligns with plans.

13 34 19-2.4 E is not in alignment with the requirements, as it does not contain the same verbiage as D. It is only calling out thickness, with no reference to two metal face sheets. Is the 0.0336” thickness referring to panels or raised rib roofing?

13 34 19-2.4F is written as if it is referring to standard steel building construction without ‘sandwich panels’ as evidenced by the instructions to attach insulation to inside face of roof panels. I believe this F is referring to the raised rib roofing panels, and calling out side laps which leads me to believe they did not include sandwich roof panels in this paragraph.

32. 08/13/2020 09/03/2020 We cannot seem to find the specific section for raised rib roof sheeting. This will have to be rolled out on site in order to meet the requirement of no transverse joints.

Also, no specs or requirements are found for ‘drysheet’ between insulated roof panels and raised rib roofing.

34. 08/13/2020 09/03/2020 There are no details for installation at joints of insulated roof panels. These are shown to be through screwed to purlins. I would assume the butt joints will break on a purlin. Do these purlins need to have wider flanges to accommodate the splices?

35. 08/14/2020 09/09/2020 As part of volume 1, it mentions that the work plan needs to be inclusive of a quality control plan, an understanding of the maximum allowable noise levels for different phases of the work, a safety plan, an archeological monitoring plan, a Storm Water Pollution Prevention

Plan and a traffic control plan. Are you asking for these plans to be part of the work plan? If so, the page count will be way over 30 pages and in some cases need to be created to this site specifically and will take longer to get than time allows, also, these are usually part of division 1 submittals and are provided after award. Can you please confirm how you want these incorporated in the work plan?

Please properly discuss all areas identified for this factor in the response to Factor 1, to include references and descriptions for the plans identified. However, a full plan is not required to be submitted at this time. The actual plans are to be submitted as submittals after award.

36. 08/14/2020 08/19/2020 In Volume 3, does the government only want the EMR for the subcontractor tiers or do we need to have them attachment 16? Or is attachment 16 only for the prime contractor?

Please see section 2.7 “Proposal Requirements”, part B. “Proposal Format”, chapter F, sub-chapter

(f), paragraph 6 of the solicitation. The prime and all known subcontractors shall submit their EMR and Attachment 16.

37. 08/14/2020 09/03/2020 Will the dirt pile be removed by the government or is it the responsibility of the contractor? If it is the contractor's responsibility, where is it be moved to?

Dirt pile will be removed. This will not be the contractors responsibility.

40. 08/18/2020 08/25/2020 The Building Fencing, plan documents, appear to have the fencing stopping at the Gate; the plans do not show fencing to continue toward the building, right of the gate, as you enter into the building compound. Does the fence continue in a straight line to the corner of the building or should it follow the curve of the Asphalt paving?

41. 08/18/2020 09/03/2020 Vehicle restrictions, indicates no more than 2-5 permits will be provided. It will take a lot more than 5 additional vehicles to construct this facility. Please confirm that the

42. 08/18/2020 09/03/2020 The Soils Engineering Report indicates that there is approximately 4.5’ to 6’ of loose fill that will be required to be removed and replaced with proper moisture and compaction. Will this be paid for as a unit cost, in addition to our lump sum proposal. Would the

Government include an allowance for the anticipated amount of removal and replacement of these soils?

Please confirm what directive the Government wants the

General contractor to include in our cost proposal.

The GC shall be responsible for all excavation and dirt work. Include cost in proposal.

Uniform Collateral Load shall be 7 psf, in addition to the dead load of the material shown on the plan.

Bollards north of the pallet racks are meant for protection of equipment charging stations. Refer to 165-EP-101 for more information.

There is no specification section 07 43 00 in the specifications Volume I. Please provide the complete specification section 07 43 00 for use in completing our proposal for the New Warehouse facility.

Warehouse for future use by the VA?

The existing warehouse is not in scope. Not part of this project.

This scope is outside of the current projects limits and appears to cross multiple existing utility lines, go under an adjacent fence and across a main access point to the adjacent building.

Please provide information on the existing drive surface/asphalt which will need to be removed and replaced as well as traffic control requirements, and tie in details at the existing XFMR. There will also need to be a shutdown to tie in service, is any temp power required during this time as the items powered by the existing

XFMR is unknown.

Coordinate all shutdown and temporary power requirements with VA.

138. 08/27/2020 09/09/2020 According to specification section 23 09 23-6, “The general contractor of this project shall directly hire the control system integrator in a contract separate from the contract procuring the controls contractor administered by this section of the technical specifications”. Who is the systems integrator contractor? We have installed control systems on previous projects at this VA center so trying to determine who they are using to integrate our control system. Additionally, it is important that the

“system integrator” is capable of interfacing our devices in the case we are awarded the project. Let me know if you need additional information or have any questions.

AZ Controls is the campus systems integrator. If

Az Controls is not used to procure the controls, they will be needed to be hired to integrate the building controls with existing campus wide controls systems.

165-AS-701 does not call out liner panel on any walls.

Can you show me on the plans which walls are to get liner panel?

Reference Wall Type 2 (Exterior) on sheet 165-G-

010 and wall type locations on sheet 165-AS-101.

Wall types 2A and 2B can be seen on the plan south, west, and north walls of the warehouse space along the exterior of the building.

701 calls for wall protection up to 48” per the finish floor plan legend.

Corner guards are also shown on this sheet. we would like to confirm if the VA will provide project specifications for this scope, or if we are to bid using only the description listed on the room finish legend?
