Yolanda M. Ray Contracting Officer Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Program Contracting Activity Central (PCAC) SPECT/CT Site Preparation Project – Augusta, Georgia Request for Proposal: 36E77620R0031 Amendment Number A00003 April 14, 2020
1. The Magnitude of Construction on this project is $500,000 - $1,000,000. However, under Factor 1 – Past Performance, the Government is requiring that Contractors submit projects with a “minimum value of $1,500,000”. Can the Government please revise the minimum value of relevant past performance to $500,000 to be more in-line with the expected magnitude of construction on this project?
Answer: The Past Performance Magnitude is hereby changed from $1,500,000.00 to $500,000.00 - $1,000,000.00.
2. Due to the extenuating circumstances because of the Coronavirus (e.g. partially staffed offices, people trying to work from home, etc.), it is going to prove extremely difficult for Contractors to get their Customers to fill out PPQ’s for projects that don’t have CPARS completed on them. Would the Government be willing to accept previously submitted PPQ’s from our customers submitted in our response document?
Answer: Yes
2. Has a site visit been scheduled?
Answer: In Two-Phase Design Build, the contractor shall submit qualifications (SF330’s) based on the evaluation criteria in the first phase. A site visit will be scheduled and will be offered after the review of the most highly qualified candidates in Phase II.
3. Please, clarify the following statement on Page 6 of the Solicitation, Offer and Award docx. #A00002001 in the A.3 Price Schedule section “*PLEASE NOTE: Pricing will only be required for Phase II of the Design-Build process. NO Pricing is to be submitted as part of Phase I.” Is this a qualification only solicitation for Phase I at this time with that submission being due on 4-20-20 and will there be a new submission date issued for Phase II for selected contractors?
Answer: No pricing shall be submitted in Phase I, only qualifications (SF330s). There will be a scheduled site visit, question/answer period and submission date in Phase II for only the most highly qualified candidates.
