VA PHOENIX – REMODEL HALLS & WALLS, 1ST FLOOR MEDICAL CENTER, PHASE 1
PROJECT # 644-19-004
TECHNICAL QUESTIONS AND VA RESPONSE TRACKING SHEET
ITEM

DATE ANSWERED
QUESTION
GOVERNMENT RESPONSE
1.
Please confirm that the “High Impact Design” is the intent for the project based on the Pre-Bid Site Visit.
Yes. The High Impact Design” containing premium finishes is the primary objective of this design/build project.
1.
Please provide the manufacturer information and cut-sheets for the “Artificial Sky” skylights discussed as a desired component of the project in the Pre-Bid Site Visit.
The VA has no selected nor specially desired manufacturer for “Artificial Skylights”, nor is the Federal Government allowed to sole source a manufacture or particular product line.
1.
Is the wayfinding system to reside on the VA server/network or a virtual server?
The Wayfinding program must be contained within the VA Phoenix Server which runs on version .Net 4.7. If a virtual server is used the programing must still be version .Net 4.7 to allow for the kiosks to use the VA’s IT closets and existing data runs infrastructure.
1.
If required to be placed on the VA server, what server program are you running and what are the security protocol/requirements required to be able to install on the system?
The VA Phoenix server is on SCC Software Microsoft version .Net 4.7.X all prior versions have been divested. All user interfaces are via Windows 10 stations. For security this wayfinding system can have no access to the public intranet with off site updates. Once installed, the programming and database can only be updated on site under the IT’s direct supervision. The wayfinding data base must be a generic non-licensed model that can be self-maintained by VA’s Space Committee. Weekly we are moving staff and offices.
1.
For the Overhead P/A/Music system, please provide specifics for the requirements, ie: addressable paging locations, adjustable music volumes by location, expandability?
The hospital’s intercom system is the Dukane “Starcall plus”. The system is 70 volts with twelve 250 watt amplifiers using old school electro mechanical solenoids for activation. Our system can only do broadcast announcements through the entire hospital. Music or local area staff paging is not possible.
1.
Please confirm that the backbone for the interactive wayfinding system is to be installed in the proposed construction area only, but must be expandable to the balance of the project.
The wayfinding map will include all offices, clinics, and buildings in the VA Phoenix campus = 885,000 SF. This project will include the campus wide updateable wayfinding database. The interactive wayfinding kiosks for the project will only be installed in four locations within this Phase 1 scope.
1.
Please confirm all furnishings designed or illustrated would be VA Provided / VA Installed
The successful design build team by this solicitation will create all the furnishing designs and illustrations. The VA will directly buy the furniture pieces in a separate contract from furniture suppliers in the area.
1.
Please confirm that no work for wayfinding or other scope is to be considered on the exterior of the facility.
The way finding maps will depict all VA offices, clinics, in-patient on this 39-acre campus. All VA spaces will be mapped into the interactive wayfinding directly by this contract. This includes all the outlying buildings on the 39-acre campus. The VA will provide AutoCAD files of all the floorplans on campus. The wayfinding data team will need to visit each area to identify the VA group in each area. Monthly we are experiencing moves within the campus and do not have a perfect space planning map of who is where.
1.
Are we to address future interactivity of the contractors proposed design with future, currently not proposed projects in Phase 1?
Each future phase of construction will be via another contract for the awarded design build team. This first phases’ as-builds, finishes schedules, specifications, and design narrative will be shared with successive contractors to create a hospital with continuity of finishes and styling. The designers in this phase contract will end at the boundaries of the phase 1 scope.
1.
Please provide the maximum outage time for the coffee shop area and Gallery Entrance area, and any specific time frames the area must be open.
The Gallery Entrance cannot be closed entirely. Both this and the ED Waiting area must be built in phases allowing for a part of the waiting rooms to remain open for patient serves. The Coffee shop will be temporarily relocated into the adjacent corridor by the phasing plan in this project. The design and construction include installing power, water, and drains for the coffee shop to temporarily operate 25 yards West of its current location.
1.
Can the Eligibility and Information Stations in the Gallery Entrance be relocated to another part of the building during construction? If so where and what will the contractor’s responsibility be to relocate them.
VA Phoenix Hospital has no empty spaces to relocate any clinic or waiting rooms. We must compress the waiting rooms within the spaces we have while remodel work is taking place behind duct enclosed barriers and phase our way through project in spaces large enough that the hospital can still function performing patient care. Swing spaces are a luxury that are not available at VA Phoenix.
1.
Is the intent of Phase 1 to describe the process for the High Impact Design regardless of cost feasibility to your stated cost range, or are we to respond based on what could be anticipated to be accomplished based on the stated cost range using the High Impact Design as the example?
The project is being solicited with a budget of $1M to $2M. The finishes plan must respect these boundaries. There are no available monies for modifications to above these levels. After bid submissions, the VA will consider descoping if our budget cannot bring in all the work in the Phase 1 areas. For this solicitation submit your bid for the entire scope of work.
1.
| Please provide the priorities of this project from high to low, ie: | |
| a. | Interactive wayfinding |
| b. | Terrazzo flooring |
| c. | Artificial skylights in the hallways |
| d. | Ceiling modifications |
#1 Terrazzo Flooring
#2 Ceiling Modifications #3 Interactive Wayfinding #4 Artificial Skylighting the hallways
1.
Please confirm it is your intent that the existing oak handrails remain as part of the completed project
The existing oak handrails will remain in the final project. VA Phoenix spent a small fortune on these handrails, then 3 years ago had them all sanded and refinished. These handrails will be incorporated into the new finish plan. Our patient are greatly dependent on handrailing for their mobility down the long hallways. We have found that during construction the handrail removal must be phases so that at least one side each hallway always has a handrail for patient use.
1.
Please provide any information you can regarding patient load, by hour, in the areas affected by construction
Each week day 2,500+ out-patients have appointments and treatments at VA Phoenix. Between the week day hours of 08:00 to 16:00 there are of patients and staff walking down building 1’s central corridor. Usually 10 to 30 people at any moment in that corridor.
1.
Please confirm that the wayfinding system will be mapped for the entire campus, but only installed in the areas of construction shown
Yes - Correct
1.
Please confirm that the wayfinding system must be expandable in future projects
The future phases will add more electronic wayfinding kiosks or wall mounted stations. However, the campus directory and wayfinding maps will all be created with this initial phase 1 contract. The database must be created in a way that local VA staff can update the maps and directory as clinics relocate and personnel move to occupy different offices.
1.
Please describe how the VA intends for future updates to the wayfinding software to be installed/maintained, ie: service contract, VA personnel, etc.
Future updates to the wayfinding database must be able to be performed by VA employees directly into the virtual server that hosts the program. There will be weekly adjustments made to the way finding with each office move.
1.
Will an additional round of RFI’s be allowed for contractors selected to propose on Phase 2?
There will be a separate time period idenffiyed in phase II.
1.
As the answer to some of these questions may generate additional questions, we respectfully ask for the RFI period to remain open for 1 week following the publication of the RFI responses.
See Solicitation on FBO.gov for all dates.
1.
If a teaming agreement is used between the Prime Contractor and D-B-A-E, will separate experience provided from each be acceptable for this Factor?
The Government will recognize the validity of contractor team arrangements; provided, the arrangements are identified and company relationships are fully disclosed. Yes, separate experience is acceptable.
1.
Is the VA requesting only DB project examples? Or will DBB projects of similar scope and magnitude also be accepted?
Unclear on which criteria this is asking about. From the FBO.gov:
Subfactor A: Offeror’s Previous Design/Build Experience – The offeror will provide a list of at least three (3) to a maximum of five (5) contracts that are similar in scope and magnitude and within five (5) years of project completion. If submitting as a teaming arraignment the prime will provide number of years and projects they’ve completed together. Also, a team will be evaluated for its proposed interactivity between team members that are presented on the proposal. Offerors failure to provide at least three (3) contracts may result in a negative rating for this factor.
Past Performance – The offeror shall provide recent (within five (5) years of project completion) and relevant experience as well as the quality rendered of the projects provided. If D-B experience is not applicable, the construction contractor and the A-E firm should submit recent and projects to the applicable portion of the project, construction or design respectively
1.
Can CPARS on relevant projects (other than those listed in Factor 2A) be submitted for this Factor?
Please follow Factor 2A.
1.
What are the current traffic patterns for area of construction? What areas are off limits for alternate paths and go around travel?
There are no VA restrictive areas adjacent to these in scope spaces. VA expects the Design Team to present several options that allow the construction to be phases as well as allow patients access to Eligibility and Emergency Department and still have ADA access from one side of the hospital to the other. VA expects a lot of phases of construction.
1.
What network connectivity will be required for accessing the electronic way finding data usage, updating directories, and modifying/updating the database?
The Wayfinding database must be updateable through Windows 10 VA work stations. The system will not be allowed a tie in from the commercial internet into the server. It should be planned to be set up on a VA network using a virtual server behind a DIA VLAN for protection and have Mcafee and Windows updates automatically pushed out the server. DIA VLAN will controlled traffic (ACL’s) as opposed to a production VLAN where most traffic is allowed. VA Phoenix is on SCC version .NET 4.7.X
1.
Are the limits of construction provided in the Statement of Work finalized or will connected alcoves be added to provide continuity of flooring and finishes?
All the doorways and recessed alcoves from the main floors depicted in the scope diagram are a part of this scope. The design will include floor sloping transitions from the 3/8” to ½” higher terrazzo finish floor height to the finish floor heights of the adjacent floors with a shallow enough slope for wheel chair front tires, walkers, and shuffling patients foot falls. Also some doors will be required to have the bottom sweeps trimmed to clear the terrazzo flooring.
1.
Have there been any asbestos, lead, or hazardous material tests or reports performed in the past within the limits of construction?
There have been asbestos testing performed in the hospital. The hallway walls contain trace amounts and have all been encapsulated. This project will not remove any hallway asbestos containing materials but design to keep those surfaces contained. The flooring has been abated and is free of ACM. The interstitial ceiling fire retardant spray is free of ACM. The design team will be provided the complete existing survey.
1.
What are the requirements for working personnel to gain access at this VA campus?
The prime contractor’s site superintendent must be present when any construction is in progress by this contract. The workers will wear temporary access badges provided by the VA. Contractor personnel after dropping their tools off must park off campus as the campus is 250 parking places short. There are two off site VA campus with VA bus shuttles available every 15 minutes.
1.
What are the parking requirements at this VA. The lots look very full, where will contractors be able to park?
See question 28. After 15:00 VA shift change half the parking lot will become open. Second shift workman may park on campus after 15:00 and through till 07:00 the next morning.
1.
What area(s) are available to store and acclimate materials on or at the job site?
A location on the VA campus grounds will be designated for the General Contractor.
1.
What area(s) are acceptable for construction debris dumpsters or will debris removal dumpsters be provided?
In the site designated for the GC will be enough space for a 40 yard dumpster that is procured and funded by the GC as part of their general conditions.
1.
What is the make, model, locations, and quantity of the existing overhead paging system and components? Where and what type or future audio link will be required in the Gallery?
See the response to question #5.
1.
Does the VA possess data to support the Planning to gain the knowledge of the current hospital business operation trends, times of operation, volumes, visitors, etc? These travel patterns and operational trends could change monthly, seasonally, and with previous relocation of clinics or departments.
The hospital has 2,500 patient a day here for appointment and 2,000 employees. Nearly all of them walk down the building 1 central corridor at least once a day starting at 07:30. The Emergency Department sees 250 to 400 patients per day. ED’s morning have light patient activity, by 16:30 there will be 25 patients in ED waiting room until 22:00. For ED early mornings are the lightest census. The Eligibility Waiting area has on average 12 veterans during daylight work hours.

- Is the Statement of Work Submittals Design Narrative Report 35% require the design build team to provide and recommend alternatives? Was the final design decision made to install the high impact “terrazzo” design? Will we be required to provide 3D illustrations depicting several recommended finish options and styles or are we to apply “high impact concept” interior finishes per the Scope of Work / 1.) Extent of work?
High Impact finishes are the objective of the project. To make the budget the VA will consider less square footage with high impact finishes with a blend of low impact finishes to obtain the best value for the VA’s funds.
1.
Specification 00 11 21-4 B1. A. 3. Will the design review submissions be at 30% and 90% per specification or at 65% CD’s (Construction Documents), 95% CD’s, 100% CD’s, Final CD’s per the Statement of Work Submittals? How many Hard copy sets will be required and does size “C” refer to ANSI C 17”x22” or ARCH C 18”x24”? Would DVD-ROM be acceptable media format for electronic review submission package files?
At design submissions all the products described in the question are what will be delivered to the VA. With each submission will include four 18” x 24” printed plan sets along with the DVD Rom for stakeholder reviews.
1.
What existing structures are to be removed per Specification 01 00 00 -2 Section 1.3 Paragraph C? What is the construction of SPEC CT project? Section 1.5 – Are these security requirements and physical barriers required during the Halls and Walls project?
The intent of the scope is to not remove any of the building supporting structure or wall lines. However, if the designer has recommended approaches that require moving existing wall lines to meet an architectural approach to “Open up the space” will be considered if affordable. The VA does not understand the question about these specifications. These specs are about scope bid items and security requirements.
1.
None
1.
The rendering for the High Impact Concept seems to have a terrazzo tile system and a non-terrazzo wall base. The statement of work calls out for a poured terrazzo flooring and cove base. Can a terrazzo tile system be used with a non-terrazzo wall base?
Terrazzo floor system with a terrazzo cove base is desired by the VA. The VA will consider a deductive alternate for a non-terrazzo wall base as a cost savings measure. However, the substituted cove base must be durable material.
1.
If we do not have CPARS to provide in the proposal, will you be looking into our CPARS to review the ratings? What do we provide in the Factor 3 Past Performance section?
Will it Just be a list of the references to past performance, and CPARS if available?
