Work shall include temporary freezer and refrigerator space, along with the construction of a room for dry storage in order to facilitate the construction of the new freezer and refrigerator spaces/units.

1. REPLACEMENT: Replacement shall be a complete system replacement to include all new freezer, thaw box and refrigerator panels (enclosure system), evaporators, condensing units, refrigeration systems/units, refrigerant lines, defrost units, electrical switches/wiring, lighting/light fixtures, alarms, controls, thermostats, gauges conduit & wiring, piping, fire suppression, demolition, floor leveling and any associated controls programming and equipment for the following 8 items/spaces (Reference SOW Attachment 1-Site Plan & SOW Attachment 2-Plan and Elevation Views):

• Refrigerator #1 (32 degrees to 36 degrees) – BN16A

• Refrigerator #2 (36 degrees to 40 degrees) – BN16B

• Refrigerator #3 (68 degrees to 74 degrees) – BN9A (Pharmacy Cache)

• Refrigerator #4 (36 degrees to 40 degrees) – BN25

• Thaw Box (32 degrees to 35 degrees) – BN16F

• Freezer #1 (-8 degrees to 0 degrees) – BN16E

• Freezer #2 (-12 degrees to -8 degrees) – BN16D

• Mechanical Room BN17/BN28

2. PHASE 1 DESIGN & CONSTRUCTION:

Contractor shall set up the following (Ref Blue Highlighted Areas on SOW Attachment 1 – Site Plan):

- NFS Temporary Refrigerator Storage @ Back-Dock Level (ramp & covered) Equivalent to Refer #1, #2 & #4 space

- Pharmacy Temporary Storage in the Back-Dock Area, keyed only to Pharmacy Equivalent to Refer #3 space

- NFS Temporary Dry Food Storage BN10A within BN10 Approximate size as indicated on SOW Attachment 1 – Site Plan / ref old wall location Include new walls (match existing tile walls) Include new lighting & sprinkler head adjustments Include HVAC modifications (supply/return) and balancing Include new metal door from BN10 to new Dry Storage space Include new metal door from new Dry Storage to adjacent corridor BN35 Include new metal door from BN10 to adjacent corridor BN35

Include asbestos abatement of above ceiling piping & reinsulate (ref SOW Attachment 3 – Asbestos Survey)

Contractor shall be responsible for sizing, providing, setting up and maintaining temporary refrigeration and freezer storage in the “back dock” area of the hospital for all impacted foods and pharmaceutical items during the construction phase of work. Contractor shall provide means of access for VA NFS & pharmaceutical staff at the basement floor level.

Provide covered ramps and pathways as need to facilitation loading and unloading of goods by VA personnel. Pharmacy requires lockable refrigeration space separate from the NFS space that does not have to be at the back-dock level, but in the back-dock area. Contractor shall be responsible for the continuous (24-hour/7-Days a week) operation of the temporary refrigeration and freezer units until the new permanent units are fully functional and accepted by the VA. Contractor to provide for monitoring and alarms of the temporary units in the Boiler Plant (Building 3, Room 9). Additionally, the Contractor shall construct a new room within BN10 to be called BN10A. This new space will be for NFS Temporary Dry Storage so that they can vacate BN16 and BN16C. A new wall shall be constructed in the same place where an old wall has previously been removed (readily visible). The new wall shall match the existing walls in the kitchen area and shall be water tight as “cart washing” will be occurring in the space just outside this room. The lighting needs to be replaced and the sprinkler heads will need to be adjusted. There is asbestos above the BN10A location and shall be abated and the piping reinsulated. BN10A will need supply and return to support the space and the impacted area will need to be tested and balanced. Three new metal doors shall need to be installed along with door hardware. Install one 3.5’ door from the corridor to the Cart Wash area. Install one 3’ door from the corridor into the new Temporary Dry Storage room BN10A. And install one 3’ door in the new wall from BN10 to BN10A Temporary Dry Storage. The temporary storage units must be in place and functioning properly for a minimum of 48 hours prior to the VA moving their items into the new temporary units. The VA will need 48 hours to move items into the new storage units, then the contractor will be allowed to move to Phase 2 of Construction and start demolition of the existing units. During this phase the Contractor’s Design Team shall collect the information needed and proceed with the design of the new freezer & refrigerator systems/units, but no demolition is to occur until the temporary units and dry storage space is completed and the VA has vacated BN28, BN17, BN16, BN16A, BN16B, BN16C, BN16D, BN16E, BN16F, BN9A and BN25.

3. PHASE 2 DESIGN & CONSTRUCTION:

Once the VA has vacated and turned over BN28, BN17, BN16, BN16A, BN16B, BN16C, BN16D, BN16E, BN16F, BN9A and BN25 (Ref Red Highlighted Areas on SOW Attachment 1 – Site Plan) the contractor shall proceed with demolition and completing the design and construction of the new freezer and refrigeration units/system once approved.

4. DESIGN & DESIGN SUBMITTALS: Reference specification provided for Request for Proposal to Design Build. Contractor’s designers (Design Build Team) shall work with NFS, Pharmacy and Engineering staff to design a new Dry Storage room in BN10 and to design a new state-of-the-art refrigerator and freezer systems to meet their needs. First, provide the design for the new Dry Storage room in BN10 for review and approval for Phase 1 Construction. For Phase 2 Construction, the design effort to include, but not limited to, mechanical, plumbing, fire suppression, architectural, electrical and any other disciplines required to support an adequate design of the new refrigeration and freezer systems. The new lay out of the boxes shall be comparable to their current size but also include at a minimum 100 additional SF of storage (freezer and/or refrigeration) space within BN16.

Provide design, wiring, controls, alarms and associated work for continuous monitoring of the new system at the Boiler Plant, Building 3, Room 9. Provide a new temperature monitoring station to replace the existing one in the BN20 corridor, just outside room BN16.

Each box shall have a lock in switch alarm that alarms locally in the hallway and at the Boiler Plant. Design and new layout shall incorporate access space for maintenance.

Support equipment shall be located in mechanical room BN17, with expansion into BN28 if needed. Design will need to incorporate making BN17 accessible from the back-dock area.

Provide for appropriate clearances and make any necessary room or door adjustments as needed to provide for the equipment installation, layout and maintenance. The new condensers shall be water cooled type. Accessible isolation valves shall be added to the chilled water supply and return lines above the floor in BN17. Additionally, provide isolation valves so that the VA can isolate individual racks/condensers for maintenance and repairs to minimize unnecessary down time. Provide a water leak detection system and a refrigerant leak detection system in BN17 and tie it into the front-end building management system in the Boiler Plant. The designers shall develop 35%, 95% & 100% (Final) plans and specifications for review and approval by the VA. Design submission shall include cooling load calculations stamped by a Profession Engineer. Design drawings shall include all demolition, temporary refrigeration/freezer units and new work and in sufficient detail to provide for a thorough review by the VA.
