| Can we use the Past Performance of our Prime Subcontractor in lieu of the Prime Offeror? | Past performance information should demonstrate the contractor's ability to execute similar project through historic performance. | |
| As the General Contractractor, can I stack my bond on top of the subs bond to add up to the entire bond required | No, the entire bond amount must be supplied under the prime contractor's name. | |
| The architectural sheet AE104 indicates roof drains between gridlines A.8 & 4.1 with a low point of 26’-10” while the structural sheet SF102 indicates the roof drains at gridlines A & 4.5 with a low point of 26’-3-1/2”. Please advise as to which is correct. Thank you. | ||
| In order to include interconnecting (programming) with the existing system, we need the distance between the new transfer switch and the existing generator DMC. Please let us know where this information can be obtained. | ||
| Is GE approved for the gear as a manufacturer for the project Construct Warehouse - Des Moines or it is only Eaton? | We really do not want GE. Is there anything from a techinical standpoint we can use to disqualify them as a manufacturer? Either now or during submittals? | |
| Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate? | Iowa requires that sales tax be paid on materials only. A tax exemption certificate will be provided to the successful offeror. | |
| Will the Government provide comprehensive written badging requirements for the project if badging is required. | Badging will not be required. | |
| Where will the designated parking area be for workers accessing the construction site? | Contractor parking will be limited to the staging area only. | |
| Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? | No, the VA has already contracted with submittalexchange.com for these services. | |
| Does the Government have a fire alarm servicer that they currently work with? What is the name and | This contact information will be provided after award. | |
| contact information of the person or persons that will need to be coordinated with for security and | ||
| fire alarm and suppression systems work and/or disruptions? | ||
| Has the work area been checked for asbestos, lead-based materials or other hazardous materials? If a report is available, can GCs have a copy? | No hazardous materials are anticipated in the project area. Areas in building 2 to be altered were constructed in 2010 and no materials are present in the new construction site. | |
| What is the Governments’ policy if asbestos products are encountered during construction? | If asbestos containing material is found, do not disturb the material and contact the COR for instructions. | |
| Will VA pay for any material or compaction testing that may be required for this project? | No, these services are the responsibility of the GC. | |
| Are there any LEED requirements for this project? | No | |
| Will GC include a fee to locate underground utilites before demolition of the site work and building areas? | Yes, private utility location is the responsibility of the GC. Iowa One-Call must also be contacted prior to digging, but cannot locate on the campus because all utilities here are "private." | |
| Is the VA aware of any utility fees that GC will be required to pay to tap into? | None are expected. | |
| How is the VA expecting to work through the closure of the street? | The phasing plan shows how work will be sequenced to avoid a full closure of VFW Circle. | |
| Due to current potentially significant tariffs being placed on the importation of building materials such | Contracting to answer - my recommendation is no adjustments after proposal submission. Any cost increases like this should be handled through the claim process. | |
| as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and | ||
| before award will the government consider a price escalation on a contract value for products such | ||
| as steel or wood should the executive branch levee tariffs effecting such materials? Most of these | ||
| materials would still have been Buy American compliant as the tariffs would increase pricing on all | ||
| steel or wood materials, regardless of origin. | ||
| What size are the dock levelers in the staging area? | ||
| Size | ||
| operation | ||
| weight capacity | ||
| Can we get a division 11 spec on the dock levelers? | ||
| Can I get some spec for the high-speed door in the connection hallway? Door 1090C | ||
| The project is currently bidding on Memorial Day, is the VA expecting to change the deadline? | Yes, answered in site visit. | |
| Are columns to be painted? | ||
| What are the specifications for Quarry Tile #1? | ||
| What are the specifications for PT-1 and PT-2? | ||
| With the 365 performance period, including the demolition and site upgrades. Is the VA willing to | Not at this time. | |
| extend the duration on this project? | ||
| Are there any weather delays expected on this project? | I'm not opposed to a winter shutdown. With a potential award in September, this may be necessary because a lot of the sitework will not be possible if the weather turns wet early like it did last fall. | |
| The manufacturer, Kalwall Corporation, is requesting the following information regarding the Blast Loads requirements for this project: | This information is considered sensitive but unclassified. It may only be distibuted to parties with a need to know and after the signing of an NDA. This information cannot be posted on FBO but will be granted to the successful offeror after NTP. | |

Second Set
| Question | Sheet Reference | Response |
| Note 5 states that equipment designated as “new” is to be provided by the VA. | QF101 | Items 18-21 on the equipment schedule are to be contractor furnished and contractor installed. |
| Tag #20 for dock doors is listed as “new” on the equipment legend, but not shown on the equipment floorplan. | QF101 | QF101 has been updated to indicate equipment 'Provided By'. |
| Are these dock doors to be provided by the VA or the contractor? | QF101 | QF101 has been updated to indicate equipment 'Provided By'. |
| The dock leveler, crash rails, and rapid roll up door are also shown to be provided by the VA. Is this correct? | QF101 | QF101 has been updated to indicate equipment 'Provided By'. |
| Also, for the equipment that the VA is providing, is the general contractor responsible for installation? | QF101 | QF101 has been updated to indicate equipment 'Provided By'. |
| We would like to know if you are going to be bidding this project, or do you have a list of Electrical Contractors who plan to bid it. If yes, please let me know. | See interested parties section of solicitation on FBO.GOV. The VA does not know which electrical or general contractors intend to submit proposals. | |
| On Drawing EP101 each of the branch circuit schedules call for Rigid Galvanized Steel conduit to be used. By using Rigid conduit this increases the cost of installation due to it takes more labor to install and material costs are more expensive. Is this truly the design intent to have all conduit ran in Rigid? | EP101 | As specified in 26 05 33, EMT conduit is acceptable. |
| On Drawing EP101 each branch circuit is called to be #10 but the ground is called out to be a #12. This is a violation of the NEC Article 250.120 (B). All the grounds listed in these schedules should be #10, not #12. This has a cost impact on the project. | #12 ground conductor is acceptable. | |
| On Drawing E501 it shows that there is a spare 400 amp breaker in 1W-3 that is suppose feed new 400 amp panel in Warehouse 1017. There is no spare breaker in SWBD 1W-3. | The 400A breaker should be installed in SWBD 1w-2. Capacity has been confirmed | |
| On Drawing E501 it shows that there is a new 400 amp breaker in 1W-3, has it been confirmed that there is room for this new breaker into the existing switchgear? | The 400A breaker should be installed in SWBD 1w-2. Capacity has been confirmed | |
| On Drawing E501 it shows that there is a new 400 amp breaker in 1W-4E, has it been confirmed that there is room for this new breaker into the existing switchgear? | Space for this 400A breaker has been confirmed. | |
| On Drawing E501 drawings show us tapping into the existing incoming feeder from the transformer ahead of the main breaker, has it been confirmed that there is space to perform this tap in this location? Is this legal by the NEC? How many sets of wire are being tapped? (you cannot just tap (1 or 2) sets wire per the NEC). | Provide tapping ahead of main breaker in 1W-3 | |
| What type of wire is going from 1W-3 to the new 500 amp enclosed circuit breaker? | See below. | |
| What type of wiring system is to be used from the new 500 amp breaker to the Fire Pump Room, you cannot use pipe and wire due to elevation changes and climate changes and environments, are we to assume this needs to be MI cable, due to the fire rating requirements. RHHW is not allowed to be used due to all the different elevation changes. This feeder must maintain a 2 hour fire rating. What size is the feeder for this? This feeder must meet all the requirements of Article 695.6 (A)(2) The structure in which these conductors are supported by must carry a 2 hour fir rating as well. Please review this design issue, the outside structure, how do you penetrate into the Vault from the top and back out of the vault out the side? | MI cable is not required. The primary fire pump feeder does not require protection from fire within the BLDG 1W Room W5 electrical room. It is anticipated the conduit path will exit Room W5 directly to the roof. If the feeder does not exit direct to the exterior at the roof, the feeder must be protected from fire in accordance with NEC Article 695.6(A)(2)(d) for any interior path from Room W5 to the exterior (Reference Key Note 7 on Drawing EC101). This may be accomplished with placing the conduit path in 2-hour shaft construction or enclosure by concrete. The fire pump feeder does not require protection from fire for the path exterior to the building to the fire pump room. The exterior path along the roof and the pipe rack is not exposed to potential damage from fire or structural damage and is compliant with NEC Article 695.6(A)(2)(c) without special fire protection. |
Refer to VA conduit roof penetration detail # SD260533-05, Feeder size: provide 3#3 & 1#8 GND from 1W-3 to ECB, from ECB to FPC-1(fire pump controller), and FPC-1 to FP-1 fire pump.
| Interior Elevation Note #2 on sheet AE402 refers to sheet AF601 for the room finish schedule and legend. That sheet does not appear to be included in the plan documents provided for this project. There appears to be a lot of finish information missing from the plan set. Can sheet AF601 or a schedule of finishes be provided? | AE402 updated to indicate sheet AI601. | |
| Can 2.5" copper water supply be replaced with 4" ductile iron pipe? | Contractor to match domestic cold water size per plumbing drawings. Material shall meet VA specification. | |
| What I have is a question on the Mechanical…. Diffuser and Register schedule …tag S3. Which this tag is on plan sheet MH101A | Answered in prior addendum | |
| The tag DL-S-EL…. There is no such Titus model. Just wondering if there is a typo error and what the correct model is ? I could pick a drum louver but there can be quite a bit of pricing difference. | ||
| Our biggest concern is about the spec sections and how there is 2 sections(034100 and 034500) referencing one product(insul wall panels). With these panels having arch finishes it is our belief that they should only be specified under an architectural precast/prestress spec section. 034100 could/should be deleted in its entirety. | 03 41 00 does not exist in the Specifications. 03 45 00 is Precast Architectural Concrete. | |
| a. They both list an insulation type(which is different) and talk about exterior finishes | ||
| i. It would be our recommendation that you eliminate one of the sections(preferably 034100) and update the other (034500) with better clarification of the following: | ||
| 1. 3.7.A Finishes section | See SJ100, SJ103 and AE202 for precast panel requirements. | |
| a. Need to list a PCI Plate number and finish for color and texture | ||
| b. If a thin brick formliner is to be used for the panels then it needs to be specified with size and pattern of the brick look | Sheet AE2.02 notes color to match existing campus buildings. All colors to be selected by architect. | |
| i. There is some discrepancy about this on the dwgs…. | ||
| 1. Detail 3 on A3.02 talks about modular brick formliner | Sheet A3.02 updated - "modular' deleted. | |
| 2. Detail 4 on A2.02 shows dimensions for a “Norman” sized brick formliner | Correct. | |
| 1. 2.10.A Insul Panel Accessories | ||
| a. This should list the types of insul allowed(preferably both XPS and EPS) | See SJ100, SJ103 and AE202 for precast panel requirements. | |
| b. Should list an overall R-value for the panel and then allow the precaster to develop the most efficient 10” panel config for each of us) | See SJ100, SJ103 and AE202 for precast panel requirements. | |
| i. The most common 10” panel section is a 4-3-3 with EPS foam this panel would achieve approx. R-15 | See SJ100, SJ103 and AE202 for precast panel requirements. | |
| c. There should also be some language about the insul wythe connectors and whether or not the ties are allowed to be metallic or not. | ||
| i. The trend is to not allow metallic ties and require non-conductive wythe connectors…but this should be specified in this area. | Non-metallic ties acceptable. | |
| 3. In existing spec section 034100 it lists a 4 mil vapor barrier under 4.8.B | ||
| a. We would not recommend this. There is not a need for a poly vapor barrier in std insul panel construction. These are generally only used in freezer type projects. | No vapor barrier needed in insulated panels. | |
| 4. There is reference to all different types of steel connections from stainless to black to galvanized. | ||
| a. The sections that are not required should be removed from the 034500 spec. | ||
| i. With all connections being unexposed and buried there should not be a need for anything but std black steel connections. | Agree. | Standard black steel connections acceptable. |
| 5. There is also a reference to epoxy coated rebar. This is not used in anything except for horizontal deck conditions where they are exposed to weather(ie the topping of double tee ‘s) this requirement never exists in the wall panel world and would be terribly expensive. | ||
| a. We would recommend removing any language that talks about epoxy coated anything | Agree. | Any reference to epoxy coated rebar has been eliminated. |
| What size are the dock levelers in the staging area? | See drawing SC103. | |
| Size | Spec Section 11 16 00 added. | |
| operation | ||
| weight capacity | ||
| Can we get a division 11 spec on the dock levelers? | Spec Section 11 16 00 added. | |
| Can I get some spec for the high-speed door in the connection hallway? Door 1090C | Spec Section 08 33 23.13 added. | |
| Hardware group 8 references a spec sectio 08-7115. Please provide this section. | 087100 pg 19 | Reference is unclear. If 08 71 13 Automatic Door Operators is the intent, the spec section has been added. |
| We’ve encountered a discrepancy between the plans and specs for the Geofoam product to be used. | Note B on SB101 and SB102 shall govern in this case. Minimum allowable bearing pressure of geofoam to be 2600 psf. Density to be as required to meet bearing pressure requirement. | |
| Note B-SB101 states that geofoam shall have an allowable bearing pressure of 2600psf and min. density 2.85pcf. | ||
| Spec section 312323-2.1A1 states that geofoam shall have a min density of 0.90pcf. | ||
| There are discrepancies in floor finish selection between AI101 and AI601 | Refer to AI 101 - First floor finish plan for flooring material selection | |
| Spec section 10 44 13 – Fire Extinguisher Cabinets is given in the project documents, but no FECs are shown on the plans. | Yes, surface mounted FECs are acceptable. Provide at all locations where extinguishers are shown. | |
| There are nine fire extinguishers shown on GI1.01&GI101.2-Life Safety Plan, but no FECs shown. Are these all to be surface mounted? |
