RE: Lead Paint Building Materials Inspection Report, Harwood Building, Veterans Affairs Medical Center, Providence, Rhode Island
VAMC Project: Renovate Harwood Center for Research VAMC Project Number: 650-333
Dear Mr. Webster:
Axiom Partners, Inc. (AXIOM) performed a building materials survey in the Harwood Building (herein “the building”) to identify lead-containing paints (LCPs) prior to building renovations.
The scope of work included the collection of lead paint readings from various painted components on the interior and exterior of the building. An experienced Inspector, Mr. Peter Del Sette, Jr.
performed the survey on May 19, 2017.
LEAD PAINT INVESTIGATION
The lead paint survey was performed to identify lead-containing paints (LCPs) in the building components for compliance with governing regulations for lead in construction. The purpose of the lead survey was to identify representative interior and exterior building components coated with LCPs prior to the renovation project.
AXIOM utilized a Portable X-Ray Fluorescence Analyzer (XRF) to perform the lead paint survey.
The XRF is a hand-held instrument that contains a radioisotopic source and operates on the principle of X-ray fluorescence.
AXIOM used a NITON Model XLp300 which analyzes surfaces quickly, accurately and non-destructively. Surface levels of lead are measured in milligrams per square centimeter (mg/cm2).
This unit can measure the concentration of LCP on surfaces as little as 0.01 mg of lead/cm2.
Testing performed on various painted components revealed that only a few of the coatings contain lead in detectable quantities. A complete listing of the testing results can be found attached to the report, however, the paints listed in Table 1 were found to have significant lead content.

Based on the lead testing results, AXIOM does not expect that lead abatement will be required unless surfaces with lead paint are to be sanded, blasted with abrasive or cut with a saw.
If hand scraping or abrasive removal is performed, collection of paint chips/abrasive materials and proper disposal may be required (see below). Worker safety requirements should also be evaluated.
WORKER SAFETY - Note that the selected renovation contractor may have specific worker monitoring requirements to satisfy the hazard communication requirements set forth by OSHA
Mr. David Webster Lead Paint Testing Report July 6, 2017 Harwood Building Page 3 VAMC, Providence, RI regulations. Specifically, contractors and subcontractors should be required to comply with OSHA regulations including 29 CFR 1926.62,Lead Exposure in Construction: Interim Final Ruleand 29 CFR 1926.59, Hazard Communication for the Construction Industry. AXIOM recommends providing lead testing data with the selected renovation contractor.
DISPOSAL OF LCPS - The current interpretation of the EPA’s Resource Conservation and Recovery Act (RCRA) requires that waste generated during projects where LCPs are present and will be disposed are tested for the toxicity characteristic of lead in the waste stream. Toxicity Characteristic Leachate Procedure (TCLP) testing is performed to determine whether the waste (construction/demolition debris) must be classified as hazardous because of its lead content or if it can be disposed in a conventional construction and demolition (C&D) landfill. The regulatory limit for lead toxicity is 5.0 milligrams per liter (mg/L) using the EPA reference Method SW846- 7420 for Atomic Absorption Spectroscopy (AAS). Since there are significant lead painted materials that are present, AXIOM recommends TCLP waste stream testing for lead prior to disposal of C&D debris containing lead paint.
LIMITATIONS AND EXCLUSIONS
1. This investigation did not include assessments for the presence of asbestos (prior report was issued regarding asbestos materials in this building), pesticides, herbicides, urea-formaldehyde or Radon, nor any air quality monitoring, or any chemical analyses of soil, surface water, or groundwater at the Site. Furthermore, this study did not include any subsurface exploration, testing or assessment for wetlands.
2. No attempt was made to check the compliance of present or past owners of the Site with Federal, State, or local laws.
3. Testing for lead paint was performed by one or more experienced Industrial Hygienists. It is intended only to satisfy the requirements of OSHA regulations including 29 CFR 1926.62, Lead Exposure in Construction: Interim Final Rule and 29 CFR 1926.59, Hazard Communication for the Construction Industry. This investigation was not performed by an EPA HUD1 or state accredited/licensed lead inspector, which is often required for residential structures where children under the age of six reside.
Please call us if you have any questions or require our assistance.
Sincerely, Peter Del Sette, Jr. Randal D. Ames Inspector Principal/Project Manager
