Paris Everson Contracting Officer Technical Questions

1. Extent of Work paragraph 1.1.2 of each of the asbestos abatement specifications references estimated quantities but none are provided. Please provide estimated quantities of hazardous material removal.

Response: VA to provide surveys as an attachment to this Amendment.

1. Please provide the results of the hazardous materials survey.

Response: VA to provide surveys as an attachment to this Amendment.

1. There is no specification for the open office area furnishings. Please confirm that these items are furnished and installed by the VA and confirm whether the office furniture will be prewired for power and telecommunication Response: VA expects office furniture and office systems to be provided from the equipment supplier through activation funds with plug-in connections. Systems will not be “Hard-Wired” to junction boxes but will be plugged into wall-mounted and/or floor mounted power and data outlets.

1. windows with spandrel panels are we covering with one long shade or are we breaking the window shade up? for Example w8 will the architect accept a 96 x 50 window shade or do they want a 50 x 50 and a 26 x 50 Response: See specification Section 12 24 00, Paragraph 2.6.B.1. Break the shade up

1. is there a specified manufacturer that is spec'd for this project?

Response: No.

1. we did not see a window shade fabric selected is there one?

Response: See specification section 12 24 00, paragraph 2.1.A.

1. The One-Line Diagram, Drawing E-002, indicates that the feeder between the 400A Manual Transfer Switch and the exterior mounted 400A Trystar Docking Station is to be installed in 2-3" conduits. On Drawing EP-102 this is shown as 1-4" conduit. Please clarify.

Response: Provide 2-3” conduits with conductors as indicated on E-002

1. Regarding Specification Section 26 05 19, Please confirm that the wiring method for all branch circuits is single conductors installed in conduit (Generally EMT) and that the use of metal clad cable is prohibited.

Response: Conduit and single conductors are required by the VA specifications. Please check with the local VA project manager if Metal Clad cable is acceptable.

1. The plumbing drawings indicate natural gas piping. Local state jurisdiction would require this work to be performed by pipe fitters in lieu of plumbers. Please confirm this work will be performed by the plumber.

Response: All work, including natural gas piping, shall be performed in conformance to applicable codes and AHJ requirements. Refer to current bid documents that show natural gas piping on M drawings not P drawings.

1. On mechanical drawing MH 101 at Col 9 below Line B.1 is a symbol “GLY-1” . This unit does not appear in the schedule. Is this unit new or existing? Please provide direction. The deductive alternates indicate providing chilled beam branches, valves capped for future connection. Is it anticipated the “Future” chilled beams will be installed in their present location as drawn? Please give direction if the future location is different. Please confirm the existing Fin Tube Radiation is fed with heating hot water and not steam.

Response: GLY-1 is the new glycol make-up system. Refer to note on MH101 of current bid documents. Yes, it is anticipated that “future” chilled beams would be installed in the locations shown on drawings. Yes, existing fin tube is hot water not steam.

1. New Data and telephone jacks and associated copper cabling will also be deducted. If the cabling is deducted how can we connect via new cabling?

Response: This is the same question as 12 below. Under the Alternate, the existing jacks remain and get new wiring, but no new jacks are installed. Under the base bid the existing jacks are demolished and new jacks and wiring is installed.

1. Connect existing telephone and data jacks via new copper cabling to new patch panels in IT room. Are they saying all existing locations get new cabling, but no new locations are to be installed?

Response: Yes, that is correct

1. Will the first floor slab be removed or portions of it?

Response: See Note on Drawing AD101. Slab removal is as required to for MEP and Structural work.

1. We looked over the documents on the RFP and did not see any indication of security equipment. While on site, we could only see two existing old cameras mounted outside next to one another, one looking at over all the parking area and one looking at the gate which needs to be replaced in order to get tied into VA security system. Please provide the scope of work, drawings or diagrams on where and how many cameras will be needed for this project.

Response: There is a new card access system included but no new security cameras. Existing cameras are to be removed and remounted per ES-101.

1. Please confirm that the qualifies Super can also fill in SSHO roles on site.

Response: Question and specification reference is unclear. Bidder needs to clarify.

1. Please confirm that the Contractor will not be required to meter VA-supplied utilities such as water, heat and power during their use in the contract.

VA Response: The General Contractor will not be required to meter VA-supplied utilities such as water, heat, and power during their use in the contract.

1. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project?

VA Response: The VA has experienced consistent and numerous negative issues working with Procore on Contractor requests among which include Procore generating numerous and repeated spam e-mail messages noting outstanding submittals and RFIs on items long closed out. The VA anticipates the same with this project. However, the VA will allow an attempt to use Procore in this project but reserves the right to request immediate suspension of the use of Procore should negative issues (including but not limited to that which is noted in this response) arise which prove cumbersome to the VA.

1. Please confirm Commissioning Agent will be provided by VA.

VA Response: VA will provide the Commissioning Agent under a separate contract.

1. Please confirm if it is the contractor’s responsibility to carry the Industrial Hygienist or will the government provide the hygienist during the abatement work?

VA Response: Yes, the General Contractor carries their own Industrial Hygienist. The VA Industrial Hygienist reviews all paperwork the General Contractor submits for the abatement from their Industrial Hygienist, etc.

1. This is regarding the casework finish color. The spec asks for Woodbrush color finish. Midmark and Neocase only offer their own finishes and would not be able to meet that specific color. Under the assumption Midmark or Neocase get approved, would it be possible to substitute one of the attached Midmark or Neocase finish colors?

Response: The only reference to the color “Woodbrush” is in the Division 9 finishes schedule for the elevator cab. Colors listed are considered basis of design. In conformance to Section 09-06-00 SCHEDULE FOR FINISHES, paragraph 1.2 and subject to the acceptance by the VA, equivalent colors by other manufacturers will be acceptable.

1. We need to know where the 8' chain link fence w/ barbwire is going on project.

Response: There is a gate on Niagara Street that is being removed and replaced by fencing. It is called out by a note on the CD101 plan (“Remove and dispose of existing gate. Do not remove until new fence is ready to be installed.”) The Harwood site must be secured and the physical security fence complete and intact around the full perimeter at all times. Do not remove gate or any portion of the fence until the new section is ready to be immediately installed.

1. Is the ProPress method of connecting pipe, valves and fittings be an acceptable alternative in specification 23 21 13 Hydronic Piping?

Response: No, the VA DOES NOT allow friction fittings (Pro-Press or any other name) in hydronic heating/HVAC systems and applications.

1. Please advise why the gas piping is shown on the HVAC drawings and not on the plumbing drawings?

Response: It is our understanding that this is preferred by the AHJ.

1. Specification section 23 74 13 Packaged, Outdoor, Central Station Air Handling Units, Part 2.1, B-2 (page 6) identifies the rooftop unit to be installed on a roof curb. Furthermore, detail D2 on drawing AS503 identifies a curb beneath the RTU.

1. Does this rooftop unit sit on a curb?

Response: RTU-1, RTU-2, and RTU-3 are to be installed on dunnage. Refer to drawing SF102.

1. If so, please provide a specification for the rooftop unit curb.

Response: RTU-1, RTU-2, and RTU-3 are to be installed on dunnage. Refer to drawing SF102.

1. Please confirm that specification section 23 09 23 Direct Digital Control System for HVAC, is, in fact is an extension of an existing Johnson Control system. We believe this may be a mistake.

Response: The existing Johnson Controls system (Metasys) is located at the main campus of the Providence VA Medical Center. There is presently no Metasys BMS at Harwood itself. This contractor shall provide all hardware and programming required at Harwood to provide a complete and working Johnson Controls (Metasys) DDC system at Harwood that can be controlled and monitored seamlessly through the existing main Metasys BMS front end located at the main campus. The Metasys system to be installed at Harwood must be a complete package with full graphics, trending, etc. that match the existing system’s standards and naming conventions, and that operates as an extension to the existing system at the main hospital. Refer to section 230923 including attachments A and B.

1. DRWG MH601/MH602: After review of the mechanical schedule there are no specific make or model #s listed on many of the scheduled equipment items. The specs do not provide any additional information as well.

Response: Per VA practice, specific manufacturers and model numbers are not listed for all equipment. Many pieces of equipment do list a “basis of design” model.

1. Our door/ hardware contractor have a question in regards to the deduct alternate. Only one frame, door and hardware set is noted to be included in the deduct. Are we assuming the other openings shown within the fit up will be bid at a later date?

Response: There is one new door, frame, and hardware set in a new partition part of Deduct Alternate # 1. All other doors shown within the boundaries of the deduct alternates are existing to remain. All doors outside of the boundaries of the deduct alternates (including door No. 1-24) are included as part of the work to be provided whether or not the deduct alternate is taken.
