1. 1-31-19 2-19-19 Plumbing insulation specification section 22 07 00 Plumbing Insulation. This project has above slab storm drainage within the building but there is no insulation specification for this piping nor is there a listing of it in 22 07 00 3.01F schedule. Do you want this storm piping insulated?

Provide 1” thick Flexible Elastomeric or 1” thick Mineral Fiber on all interior Horizontal Storm Piping. Vertical storm piping need not be insulated.

2. 1-31-19 2-19-19 HVAC Insulation specification section 23 07 00 HVAC Insulation. 23 07 00 3.2 B. 4b. Concealed Return air duct: This specifies that all return duct at roof level, unconditioned areas, and in chases with external walls requires insulation. This structure has an attic area above the ceiling space. Will this return air require insulation?

The return duct shall be located in the conditioned space and therefore does not require insulation. Any duct located in the unconditioned attic space shall be insulated as specified.

3. 1-31-19 2-19-19 HVAC Insulation specification section 23 07 00 HVAC Insulation. Under alternate #1 the roof will be flat on the three patient wings: The specification listed above would require insulation of the return duct in these areas. Is this correct?

The return duct shall be located in the conditioned space and therefore does not require insulation. Any duct located in the unconditioned attic space shall be insulated as specified.

4. 1-31-19 2-19-19 I have been asked to put together a quote for the domestic hot water system for the project above. I didn’t get any information on the basis of design, are they looking to go tankless here? If so, since there is a mixing valve, is a volume water heater and storage tank an option or any other alt.? And lastly what would be the total gph domestic hot water demand?

Domestic water heaters shall be tankless type.

Basis of Design is Aerco Recon 1000.. Mixing valve TMV-1 is shown on the Contract Documents and should be sized for 8 gpm at 15 psi drop. Hot water Demand is 480 GPH.

5. 2-4-19 2-19-19 I am inquiring on the New Inpatient Mental Health Building that bids on 2-19. Looking to see if you have a list of model numbers and manufacturers for the plumbing fixtures, water heaters, expansion tanks, circ pumps etc.

We cannot provide you with this information. See the schedules and specifications.

6. 2-5-19 2-19-19 In the specifications (07 22 00 4 2.4D) it mentions composite nailbase and goes on to say thickness as shown. However, I only see a ½” substrate board. Just was wanting a little clarification for what is wanted on the shingle section.

The shingles are to be secured by nailing through the roof deck into metal deck.

7. 2-5-19 2-19-19 Specification sections 22 13 00 and 22 14 00 are a little contradictory regarding piping material requirements.

Can PVC piping be used both above and below ground for Facility Sanitary and Vent Piping and Facility Storm Drainage Piping? Please advise.

No PVC piping is allowed above grade. PVC is only allowed below grade for Sanitary Waste and Storm.

8. 2-6-19 2-19-19 Please confirm that this project will be tax exempt? No, this is not exempt of sales tax. Contractors are required to pay sales and excise tax. Offerors shall include all applicable taxes in accordance with FAR by Reference Clause 52.229-3 “Federal, State and Local Taxes.”

However, All bids received in response to this solicitation are presumed to reflect any tax benefit that may be offered by the State of Illinois. Please reference solicitation section Instructions, Conditions, and Other Statements to Bidders concerning Illinois State Sales Tax Exemption. It is the responsibility of the contractor to contact the State of Illinois in order to determine what tax breaks, if any, are available.

9. 2-6-19 2-19-19 What is the anticipated NTP date for this project?

79. 2-6-19 2-19-19 Solicitation pg. 13 of 54 - With this being a Low Price Technically Acceptable (LPTA) project and since competition is bidding as Joint Ventures in some cases, can we assume that the evaluating panel will look at the CPARs/PIPPRS scores of the prime as individual entities by themselves as well as their JV partners, and their affiliated firms under each JV partner (which might be 8a, MBE or other) who might have negative (anything under satisfactory) CPARs/PIPPRS, or have been disbarred through terminations through default on other VISN-12 or other VISN work.
