B.3 PERFORMANCE WORK STATEMENT
3.1. INTRODUCTION
The Department of Veterans Affairs (VA) Service and Distribution Center (SDC) provides enterprise-wide acquisition support, supply chain logistics management and execution, facilities management, and medical equipment maintenance services for the Department of Veterans’ Affairs (VA)
3.2 Objectives
This services requirement is to provide Material Handling services, and related warehouse services in support of the SDC warehouse operations located in Hines, Illinois, and will result in a firm fixed price (FFP), Indefinite-Delivery, Indefinite Quantity (IDIQ) contract. The contractor shall ensure oversight of all contract workers in addition to providing sufficient material handlers to accommodate the varying services outlined in this PWS. These services are essential to ensure that the SDC achieves the agency’s core mission of caring for our nations Veterans.
3.3 Scope
3.3.1 The Contractor shall provide management and personnel to perform material handling services and warehouse support services at the SDC facility. The services include, but are not limited to, the following: physical receipt of incoming materials in the form of both parcels and freight; the placement of materials into assigned warehouse locations; the selection, packing, and shipping of materials to fulfill customer orders; and the loading/unloading of outgoing materials onto the appropriate vehicle. There are two operations within the 350,000 sq. ft. SDC warehouse facility:
a. Enterprise Distribution Operations Section (EDOS) is a storage-focused warehouse operation that provides a storage place and distribution for various supplies, such as, but not limited to, flags, forms, x-ray film, and publications. These items are shipped to veterans and various organizations across the United States.
b. Healthcare Equipment Distribution Operations Section (HDOS) is a faster pace, Just-in-Time warehouse operation supplying health care commodities, for various programs such as the Continuous Positive Airway Pressure (CPAP) program.
3.3.2 The projected labor categories for the tasks listed in this PWS are On-Site Representative(s), Shift Lead(s), Material Handlers, Quality Assurance Specialist(s) and Inventory Specialist(s). The estimated and historical number of Full-Time Equivalents (FTE) are anticipated to range from 22-30 FTEs; 10 FTEs for EDOS and 12-20 FTEs estimated for HDOS. PWS section 6.0 provides a detailed description of these labor categories and the CLIN structure for this requirement. Overtime may be required for up to 640 hours per year all for HDOS. Hours of Operation and Overtime guidance are included in this PWS under section 4.4.
It is anticipated that only one On-Site Representative will be necessary to oversee both operations, with each operation requiring a separate Shift Lead. Both the EDOS and HDOS will require material handlers to perform similar tasks as listed within this PWS. Material handlers may cross over and support either area when the need occurs.
Placement of orders for this requirement are contingent upon several factors, including receipt of funding and the Government’s continuation of work.
3.3.3 Current and Historical Data.
3.3.3.1 EDOS is an existing requirement. FAR 52.222-17 Non-displacement of Qualified Workers is not required since the previous contract was awarded in accordance with 41 U.S.C. chapter 85, Committee for Purchase from People Who Are Blind or Severely Disabled (FAR 22.1203‐2 Exemptions (a)(2)). The current requirement will end on November 30, 2020, and the current contractor will be responsible for all services through November 30, 2020. It is anticipated that the first task order for the EDOS requirement will be issued with a performance start date of December 1, 2020, with a possible 30-day Phase-In period, if required.

The current EDOS requirement requires the contractor to use a government furnished GSA fleet vehicle to perform daily mail runs to Hines Post Office, and to the Ronald McDonald House to deliver and pick up mail. This will require the contractor to obtain liability insurance since they will utilize a government vehicle. Terms and conditions applicable to this requirement are VA Directive 0637 May 2013 and Handbook 0637 VA Fleet Management Program (https://www.va.gov/vapubs/search_action.cfm?dType=2), and FAR clause 52.228-8, Liability and Insurance which will be included in the solicitation and resultant contract.
3.3.3.2 HDOS is a new requirement; therefore, there is little historical forecasting data available. The tables below provide an estimated overview of these operations.

3.4 Phase-In Period
The awardee may be required to use a 30-day transition period to become familiar with the warehouse procedures, as well as to hire and train the material handlers so the awardee can become familiar with performance requirements in order to commence full performance of services. It is anticipated that the phase-in period will occur no later than November 1 through November 31, 2020. However, due to agency demands, a phase-in period may be required earlier, or not at all. The phase-in services are not the same as the Material Handling Services that are required in section 6.0.
