About this file
This file is a Solicitation Questions & Answers document for Puerto Rico National Cemetery Grounds Maintenance Services that addresses clarifications on contract requirements and operational procedures.
The document clarifies key service requirements across multiple contract line items (CLINs). For pest and disease control (CLIN 014), blanket and spot applications of insecticide or fungicide are performed on an identified/needed basis with COR confirmation prior to application, with localized termite treatment, broadcast applications for white grubs and army worms, and broadcast fungicide application for turf and landscape disease control. Mowing services include edge and trim work for all cemetery grass areas; base year, 1st and 2nd year estimate 4 quantities per year (1 quantity = 1 week of mowing) requested by COR as needed, while option years 3 and 4 estimate 52 quantities per year for year-round mowing. Power washing work includes approximately 1,738 square feet of maintenance building and back gate entrance sidewalk pavement, plus columbarium and shelter floor areas totaling approximately 9,477 square feet combined across multiple surface types. The contractor must bring materials and equipment onsite daily, maintain a minimum of 12 total dedicated employees including a site supervisor, and conduct soil testing once annually through a USDA-certified lab with results provided to the COR. The government will provide an on-site equipment cleaning area and water supply but will not provide designated storage, staging, or parking areas; contractors must include all necessary logistics in pricing. The current contract holder is Isonic Corp. under contract number 36C78625P50336. Pump maintenance applies to three A.Y. McDonald model #24750T32 pumps (7.5 hp, 230 volt/3 phase), and preventative maintenance shall follow manufacturer specifications. Chemical mixing is permitted on paved cemetery roadways with specific environmental and safety precautions including spill prevention, weather restrictions, and compliance with EPA, OSHA, and local regulations.
