About this file
This document is an Amendment to a Solicitation for the Department of Veterans Affairs National Cemetery Administration, specifically Amendment 0001 to Solicitation 36C786269Q50013. The amendment addresses eight questions from potential quoters regarding a maintenance contract, primarily focusing on technical details for building systems at a cemetery location. Key clarifications include:
The solicitation involves maintenance of various HVAC and building management systems (BMS), including three RTU units and two boilers at the Administration building, and additional units at Maintenance and Committal locations. The contract requires a Delta Controls partner/Authorized System Integrator (ASI) to access proprietary software. The correct response due date is December 29, 2025, at 12:00 pm EST. The contract scope includes preventative maintenance, seasonal inspections, critical failure service calls during operational hours (7:00 am - 4:30 pm Monday-Friday), and approximately two Saturdays when requested. The cemetery will provide the awardee with necessary login information for software access, and any permanent equipment failures requiring replacement will be handled separately from this contract.

The following questions were received from Potential Quoters, along with the corresponding answers:
Question 1 – Is there a Delta system currently installed? If so, who manages it?
Answer 1 – Yes, there is a Delta system installed and working. The cemetery owns and manages it.
Question 2 - Delta indicates that there may be a Username and password associated with accessing the system for support and maintenance(BMS).
Additionally, it may be required to access the proprietary enteliWEB software. If this is the case, will this information need to be updated for the new contractor and who will secure/maintain the codes?
Answer 2 – The cemetery will provide the Awardee with all the log-in information and codes required to access software.
Question 3 – In reference to the boiler hot water systems, would the Contractor be required to maintain and or replace antifreeze in the piping to avoid boiler freezing/failure?
Answer 3 – The Contractor will not be required to maintain and/or replace the antifreeze in the piping; however, the Contractor shall be required to include a check of the antifreeze level as part of the annual/seasonal general inspection of the boilers and include a recommendation of whether it is needed. See SOW paragraph A.3.2.
Question 4 - Please provide model and serial numbers for rooftop units
(RTU).
Answer 4 – See Appendix A attached to this amendment. Appendix A was accidentally left out of the combined synopsis solicitation.
Question 5 - Would any documented and or visual pre-existing issues/problems/repairs be resolved prior to the contract start, or would they be addressed outside of the maintenance contract with a separate solicitation, or will they be inherited?
Answer 5 – See Statement of Work (SOW) paragraph A.2.2. It states that the contract shall include preventative maintenance inspection on all equipment listed in Appendix A, as well as labor for maintenance and/or recalibration of parts/materials necessary to keep equipment in good working condition, seasonal maintenance inspections on all equipment listed, all necessary labor for recalibration of materials needed to keep listed equipment in good working condition, peak performance maintenance for Delta Controls BMS for Administration building, and provide all labor for critical failure service call that may occur during cemetery’s operational hours, from 7:00 am until 4:30 pm Monday thru Friday, as well as, approximately two (2) Saturdays when requested by CO.
In the event of a permanent failure, any unrepairable damage that requires replacement of government owned equipment or parts not listed herein, will be acquired separate from this contract.
Question 6 - Does the Contractor/subcontractor need to have an authorized System Integrator (ASI) designation directly with Delta or can a Delta controls Partner/Representative be used for the monthly/annual maintenance, and would that satisfy the technical qualification for BMS and ASI?
Answer 6 – See SOW paragraph A.2.1. The Contractor/Technician must be a Delta Controls partner/Authorized System Integrator (ASI) to access Delta’s proprietary software (enteliWEB).
Question 7 - Who is the current supplier in reference to the Delta Controls partners/authorized System Integrator (ASI)?
Answer 7 – There isn’t a current supplier. The Contractor who installed it during the expansion project monitored it during the turnover process but is no longer responsible for it. The cemetery owns and manages it. If this information is needed during performance of the new contract, the necessary information will be provided to the Awardee at that time.
Question 8 – There appears to be a discrepancy in the response date between what the combined synopsis solicitation states and what SAM.gov reflects. Which one is accurate?
Answer 8 – The correct response due date is December 29, 2025 (12/29/25) @ 12:00 pm EST.
