About this file
This document is an Amendment to Solicitation 36C78625Q50142 for the Great Lakes National Cemetery Grounds Maintenance contract issued by the Department of Veterans Affairs National Cemetery Administration. The solicitation covers comprehensive grounds maintenance services for a 110-acre cemetery with approximately 33,921 headstones, including tasks such as mowing, trimming, edging, snow removal, headstone replacement, and additional maintenance services. Key details include Davis-Bacon wage requirements, monthly snow removal services from November through March, and potential future expansion to 117 acres in Phase 3 (estimated 2029), with an expected annual increase of approximately 2,500 headstones per year. The contract will require the contractor to provide all personnel, equipment, and supervision necessary to maintain the cemetery grounds with proper decorum and a professional appearance.
Pricing and service specifications include various Contract Line Item Numbers (CLINs) covering specific maintenance activities, with units ranging from acres to individual events. Notable requirements include maintaining the entire 110 acres, potentially aerating and overseeding up to 110 acres, performing headstone replacements, and conducting snow and ice removal with a zero-tolerance approach. The contractor will be responsible for providing their own infrastructure, including portable facilities, and must obtain approval from the cemetery director for any additional structures. The contract emphasizes maintaining a professional, well-maintained cemetery environment that honors the memorial nature of the site.

Subject: Great Lakes National Cemetery Sol # 36C78625Q50142 Questions
1. CLIN 0001: The SOW, Section A Table has 117 Acres of turf, but A.1.01 and the Pricing Sheet have 110-acres. Which is more accurate? 110 is the current acreage and the 117 is if, and when the Phase 3 area gets turned over. CLINS for phase three will be funded when the phase 3 area gets turned over.
2. Pricing Sheet, CLIN 0002: has 26,500 headstones but the SOW, Section A Table has 33,700 headstones. Which is more accurate? As of 3/19/25 there are 33,921. This amount will increase by aprox 2500 per year. Pricing sheet has been updated to reflect.
3. CLIN 0003: The SOW, Section A Table has 52,000 linear feet of edging, but the Pricing Sheet has 42,000. Which is more accurate? 42,000 is the current length. When Phase 3 is complete CLIN 3011/4011 incorporate mow/trim/edge as all inclusive.
4. Pricing Sheet, CLIN 0007: The Unit on this CLIN is EA and 5 quantities. Are we to price snow removal by the month and clear, without prior authorization, whenever there is snow in the months of November through March? Yes. If yes, we invoice for each month whether or not we clear snow. Correct? Yes. If not, how will snow removal work? The quantity of 5 enables the contractor to invoice and get paid each month vs. having to wait until end of snow season and bill one time for entire season.
5. Pricing Sheet, CLIN 0009: Are the Headstone Replacements Davis-Bacon wages also? Yes. Pricing sheet updated to reflect.
6. Pricing Sheet, CLIN 0008: Are certified payroll reports required for the Davis-Bacon work? FAR 52.222-8 in the solicitation calls for this but I would like to highlight it. They should be available upon request.
7. Pricing Sheet, CLIN 0011 & 0012: Is this for Phase 2 which is ongoing or a Phase 3? Phase 3 (estimated to be turned over in year 2029)
8. Pricing Sheet, CLIN 0010, Unit EA, QTY 3: Is this 3 x 2,000 headstones in each job for a total number of headstones FTA’d at 6,000? Yes, a total of 6,000.
9. SOW, A.1.1 - A.1.3. The unit of EA on the cost sheet for this CLIN is equivalent to an ACRE, correct? No. Unit of each constitutes- Mow 110 acres under SOW A.1.1 But, A1.1.11 “Mow, Trim, Edge additional expansion acreage” is priced per acre because we do not know at this time how many acres will be turned over during phase 3.
10. SOW A.1.12. Please confirm the expectation is to price 1 EA per occurrence to clear 1 mile of road and 1800 sq dt of walkways and one additional parking lot? What is the parking lot size? Unknown due to phase 3 plans are not finalized.
11. SOW, Para B.1 (b): In what condition will this area be provided? Bare ground, rocked base, etc. Will there be water, electricity, restrooms and other infrastructure in the area that the contractor can connect to, or will the contractor need to provide/maintain a generator, transport water in and other needed infrastructure? Can the contractor add fencing and construct semi-portable facilities to house equipment or procure mobile facilities? It will be a rock base. No water, no electricity, no restrooms or other infrastructure for the contractor to connect to. Any portable facilities must be approved by cemetery director and will be at the contractor’s expense.
12. B.2 Will be current government provided contractors restroom still be made available? No.
13. A.1.08: Is there room in a spoils yard for the contractor to store crushed limestone base material for stone setting, or will the contractor be required to haul their material in? There will be an outdoor, onsite, designated area for contractor to store base material for stone setting.
14. A.1.08: Will the contractor be allowed access to water for the cleaning of headstones? Yes.
15. A.1.09: Will the government provide a place for breaking headstones? Yes If so, where? Spoils shelter area out of site of the general public.
16. SOW, Para “General Requirements” states that there are “exception in specific CLINs” referring to normal cemetery hours. Which CLINs have this exception? It would be advantageous to the NCA to have CLINs x007, x008, x009, x010 and x012 have this exception. As stated in “general requirements” (b) Contractor may make a written request to the Contracting Officer Representative (COR), in advance, to work outside of the normal work hours when needed to carry out the specifications of this contract. CLNs 0008 and 009 require the COR to be on site for headstone setting verification so this is an exception that would require approval each time its requested outside normal hours.
17. Executive Order 14026 was rescinded by President Trump on 3/14/25. How does this affect the minimum wage for a Laborer, Grounds Maintenance or other worker? Is it still $17.75 per hour or the base amount that is listed in the Wage Determination which, in this case is very similar, to $17.74? The wage rates incorporated into the solicitation will be active until such time that a modification to the base contract is made (ex. Exercising an option) at which time the newest wage rate (accomodating the rescinded EO 10426) will be incorporated.
1. CLIN 10 FTA’s – This is listed as “EACH” are you wanting a price per headstone or per event (doing all 2,000 3 times per year)? A price per event / Quantity of 1 = 2,000 Headstones, Quantity of 2 = 4,000, Quantity of 3 = 6,000.
1. Should CLINs 11 and 12 have a unit of acre instead of each since page 10 say this will be paid per acre? Phase 3 Cemetery expansion will be modified and incorporated into the contract upon completion.
1. How many upright headstones are there? As of 3/19/25 there are 33,921. How many flat markers? No Flats. A.1.2 States approx.. 33,700 HS, however the price sheet shows 26,500 HS. Adjust to Aprox 34,000.
1. Page 5 in the SOW says the annual increase of headstones will increase by approx.. 2,500 per year. If there will be an increase, can the price sheet option years be updated to reflect this increase? Yes, option year pricing is required and the 2,500 per year increase is an estimate. The base year will be 34,000 – option year 1 = 36,500 – option year 2 = 39,000 and so on…
1. Are there flat markers? No. If so, how many?
1. Will the entire 110 acres need to be aerated? Yes
1. Will the entire 110 acres need overseeding? Up to but not to exceed 110 acres. This will be communicated to the vendor in advance by the COR and determined by the needs of GLNC.
1. Snow removal – What constitutes the completion of a snow removal? Completion is constituted when all snow and ice is removed from all areas described within (A.1.7 Snow removal & Ice Mitigation). Does the Government expect the contractor to continue to do snow removal until the snow stops falling or does the contractor come out and do a complete job and if another service is needed, the contractor does another service. Please explain what a service entails and how invoicing will be done – does a service of each mean 1 full day = each OR does a complete cycle (touching all areas once) mean each? Snow Removal and Ice Mitigation will begin November 1 to March 31st (5 Months)=(Quantity 5). Upon completion of all services for the month of November, the vendor would then invoice for a quantity of 1, leaving a balance of 4 for the remaining 4 months.
1. Will the COR notify the contractor of when to start a snow service or does the government want the contractor to do this service without notification? The COR will not contact the vendor to initiate services. The zero-tolerance trigger will require the vendor to initiate action to abate all snow removal and ice mitigation.
