About this file

This document is an amendment to Solicitation 36C78624R0020 for the Department of Veterans Affairs (VA) National Cemetery Administration (NCA) to procure multiple contracts for the off-site manufacture, inscription, and delivery of granite markers in types G1, J1, L1, V1, and V5 to national, state veteran, and private cemeteries nationwide.

The amendment provides clarification on several aspects of the solicitation, including the contractor's timeline to fulfill orders, the process for accelerated requests, and changes to the technical evaluation criteria. It also responds to several questions from offerors regarding sample sizes and inscription requirements. The solicitation is a tiered set-aside for Service-Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, and Small Businesses. Offers are due by noon Eastern time on April 4, 2024, and the contract has a performance period of 26-30 calendar days per order.

The purpose of this amendment is to give clarification to items that may be unclear and reply to questions 1-5 Notes: 3 separate blank and inscription contracts are to be awarded: one for G1, one for J1/L1 and one for V1/V5.

- Section B.3, Para. 2.1-2.3, Page 8: Contractor has 26 days to successfully fill (complete and deliver) an order. The date count commences the day after the date of receipt.

- Section B.3, Para 7.5, Page 15: Accelerated Request (Casualties of War): Contractor will provide accelerated processing based on scheduled date of interment. Requests for accelerated processing will be at no additional cost to the Government. If the accelerated request requires expedited shipping, the estimated shipping cost will be forwarded to MPS for approval prior to shipping. Casualties of War orders are generated after the interment to generate a shipping order # with “INVOICING PURPOSES ONLY – DO NOT DUPLICATE” in the Remarks.

- Section E.4, Pages 65-66, Para 1.0 the paragraph starting Adequate competition s stricken as written and now states:

Katherine Iacovelli Contract Officer

A-V5 Rev- dtd 2003-06-05

RFP 36C78624R0020

3 Granite contracts for Blanks and Inscriptions

Notes, Questions, and Answers Continued

NOTES:

Adequate competition exists if one responsible, capable SDVOSB or VOSB submits a proposal with fair and reasonable pricing; or if two or more responsible, capable SB independently submits a proposal with fair and reasonable pricing.

- As mentioned in the RFP, the factors and subfactors and their order of importance are:

Factors: Past Performance, Technical and Price. Past Performance is the most important factor. Price is the least important. Technical subfactors are, Equipment, Methodology and Quality Assurance. Quality Assurance is the most important subfactor, all other subfactors are equal to each other. The order the Proposal Volumes, the Ratings Standards, and the information to be addressed are listed, have nothing to do with the Factors’/Subfactors’ order of importance.

- The sentence “The Government reserves the right to consider a response that offers more than the minimum and select that response if it provides a benefit to the government” has changed “response” to “offer”.

Questions and Answers

1) V1 sample size states 42” in length – this has been 13”x24” in years past. Which one will be required for the sample?

A) 13” X 24” is required

2) Is the V5 inscription for the samples the same as V1?

A) No

3) L1 sample size spec sheet states 12”x24”x3/4” – Is 12x18x3/4 the required size?

A) No, the 12” x 18” x ¾’ should be used

4) In the drawing section the V5 spec sheet is missing. I’m looking to verify the V top vs Oval top specs.

A) Please see Page 3 and attached as PDF.

5) Regarding the V1 sample, on page 62 using the V1 sample review form it states the size of the marker must be 13” x 24” x ¾”. However, on page 82 it is saying the sample must be 13” x 42” x ¾”. Could you please confirm the correct size for the sample?

A) Please see answer to question 1.

6) All samples state...

“GRIFFIN JR (refer to drawings for correct size of “r”)” The drawing shows Robert C Williams with no suffix. What is the proper size of the “R” in JR? I have attached the alphabet attachment where it does notate for marble and granite Niche Covers the sizing should be “small capital letters” is it safe to go by this standard for our sample submission?

A) Yes, the drawing has the correct information to address the question about the suffix.
