1. In reviewing the document S02_A achment 1_817CM3020A_Storage Bldg SOW Crown Hill NC.pdf, it states that the contractor shall provide all design drawings, shop drawings, and cer ficates as well as calcula ons prior to the beginning of construc on. This implies that design responsibili es are part of the contractor’s scope. However, the SF 1442 reads like a design/bid/build and does not men on design. This has led to some confusion, and we want to ensure we are fully aligned with the project's expecta ons.

Response: The scope of work includes design as required, therefore this would be a design‐ build contract. Concept level architectural plans/eleva ons will only be provided. NCA does not have a design for the storage building.

2. Statement of work para 1.5.1 men ons availability of as‐built drawings of exis ng cemetery site condi ons. Moreover, during the job walk, there was a men on of as‐built drawings for exis ng administra on building. Would you please provide as‐built drawings of exis ng site condi ons and of exis ng administra on building to assist GCs in developing accurate design for new storage building?

Response: Yes, asbuilts will be provided (Amendment)

3. Statement of work Appendix C "Storage Building Conceptual Design Drawings" is blank/missing. Can you please provide a copy of Storage Building Conceptual Design Drawings, if they are available?

Response: An amendment will be published including Appendix C

4. Are we doing anything to the exis ng gate openers? It is men oned on your list but it was not addressed in mee ng.

Response: Yes. Refer to SOW, 1.4.1. CLIN 1. Install New Pedestrian Gate and Replace Vehicular Swing Gate Arm and Motors.

5. Will there be landscape around the new storage building?

Response: Yes. Refer to SOW, 2.5. Landscaping. Landscaping shall consist primarily of groundcover. Turf will be used to restore exis ng turf at edges of the development. All slopes within the project limits or impacted by the project development shall have plan ngs to provide 100 percent vegeta ve cover one year a er plan ng.

6. Can we use an 8'W x 7'H flush garage door w/number pad to auto open?

Response: No. The concept design has one (1) double hollow, insulated metal door and one (1) roll up metal door (no windows) with access control.

7. How wide do you want the drive to the storage building? I would recommend 1' wider than door opening on each side for a total of 10' asphalt and curbs.

Response: Yes, 10’ asphalt and curb is acceptable.

8. What are the overall dimensions of the building? What is the front extension overhang to columns? Depth of front extension? Is that part of overall dimension?

Response: Overall dimensions of the storage building are 24’‐8” x 28’‐5”. Front extension is an addi onal 10’‐9”. Roof overhang dimension is 3’‐6” around en re perimeter of building. An amendment will be published including Appendix C

9. APPENDIX C; Conceptual Drawings was not published in SAM.GOV. When will the Department of Veteran Affairs publish APENDIX C?

Response: An amendment will be published including Appendix C

10. Sergeant Construc on would like to visit project site the week of June 17th. Please confirm best date and me.

Response: An organized site visit was held on June 3rd, 2024.

11. Solicita on block 2 states that this project is an IFB. However, the Statement of Work outlines that this is a design‐build project, which implies that this solicita on should be an RFP.

Please confirm that this solicita on is an RFP and please clarify which type of RFP it will be: Best Value or Lowest Price Technically Acceptable.

Response: This is not a design‐build project. Please see the revised Scope of Work a ached to the solicita on amendment.

12. Where will power be pull from (storage building lights & for vehicle gate) and what size of service is in place?

Response: The Admin Bldg Main Distribu on Panel is 225A, 208/120V, 3 Phase to exis ng 100A LPS subpanel (also located in the Admin Bldg) feeds the exis ng main gate operator (20 AMP).

The new circuits for the storage building from exis ng 60A CSP branch panel with 4 spares located in commi al shelter storage room. New installa on in 2022. See asbuilt sheets E1‐601 & E2‐601 for one line diagrams and panel schedules.

13. Please clarify if the new man gate (CLIN‐1) will require a sidewalk. If yes, please clarify the extent of sidewalk onsite and offsite (from man gate to admin building, from man gate to street, etc.). Please note that there’s no city sidewalk at street; thus, the termina on of offsite sidewalk is unknown. Please clarify the extent of sidewalk at man gate.

Response: The new man gate does not require a side walk. The opera on of the man gate will be for emergency entrance by NCA employees only. The surface ground cover shall remain turf.

14. Please clarify if the new man gate (CLIN‐1) will require access control similar to vehicular gate or if the man gate will be manually locking/non‐locking type.

Response: The new man gate shall be manually locking only.

15. Please clarify if geotechnical tes ng needs to meet VA requirements as per SOW or if the geotechnical tes ng/report need to meet the requirements of the Army Corps of Engineers (more stringent requirements).

Response: The geotechnical tes ng shall meet VA requirements as per SOW.

16. If sidewalk is required from man gate to Admin building, this sidewalk will have to cross one of the exis ng roadways. Due to ADA requirements outlined in SOW, this sidewalk will have to transi on to 2 ADA ramps, which will require demoli on and patching of exis ng roadway.

Considering that the government is asking to bore under the roadway for new electrical, please confirm it is acceptable to demo and patch exis ng roadway to install 2 new ADA ramps in the new sidewalk from man gate to Admin building.

Response: There is no sidewalk required from new man gate to Admin Building.

17. Please clarify what kind of materials will be stored at the storage facility (hazardous, flammable, etc.) to enable us to properly design this storage building.

Response: The materials to be stored are non‐hazardous, non‐flammable materials. This is an S‐ 2 non‐combus ble storage.

18. Concept drawings for storage facility show popout columns at the side of the building, but the concept floor plan does not show these popouts. Considering that the new storage facility should match exis ng admin building and the admin building does not have these popouts, please confirm to ignore limestone popout columns shown on the eleva ons and bid flat side walls as per the floor plan.

Response: Yes, ignore limestone popout columns on the north, south, and west eleva ons.

These eleva ons shall be flat side walls. East eleva on shall have limestone veneer columns.

19. Please clarify if a drainage swale will be required to divert/retain onsite stormwater runoff from the new storage building roof.

Response: No, a drainage swale is not required to divert/retain onsite stormwater runoff.

20. Storage building concept drawings show a man door in the rear of the building. Please clarify if a sidewalk is desired to access this door or if a 5’x5’ landing will be sufficient.

Response: No, a sidewalk is not required/desired to access the pedestrian door. A 5’ x 5’ landing is acceptable.

21. The tle page of SOW for Storage building has a rendering that shows an area to park/turn around the maintenance cart. Please clarify if this is desired as there’s no men on of this area anywhere else in SOW.

Response: No, a park/turn around area is not required as shown in the rendering on the cover of the SOW.

22. In reviewing the document S02_A achment 1_817CM3020A_Storage Bldg. SOW Crown Hill NC.pdf, it states that the contractor shall provide all design drawings, shop drawings, and cer ficates as well as calcula ons prior to the beginning of construc on. This implies that design responsibili es are part of the contractor’s scope. However, the SF 1442 reads like a design/bid/build and does not men on design. This has led to some confusion, and we want to ensure we are fully aligned with the project's expecta ons.

This project is not intended to be a design‐build. A revised SOW has been included in Amendment 0003 which clarifies the requirement.

23. We just need to know where will power be pulled from (storage building lights & for vehicle gate) and what size of service is in place?

See ques on 12.

5.2.4. Roads & Walks: Illustrate the location, alignment and dimension of all roads, curbs, walks, parking and paved areas. Road centerlines shall be indicated with true bearings and by stationing on centerlines if found or available. Curves shall be described by designating the points of curvature and tangency by station. All curve data shall be included as well as the locations of radius and vertex points. Double lines shall be used to designate road curbs. Note the type of pavement for all highways, streets, roads, walks and other surfaces. Note the legal and common names of roads. Show the direction of travel on existing one-way or restricted roadways.

Illustrate existing parking lot striping and handicapped designated parking spaces, aisles and ramps.

5.2.5. Contours Crossing Roadways: When crossing roads, contour lines shall clearly illustrate crown, grade, and height of curbs. Spot elevations shall be shown on approximate 50-foot centers along the centerline of roads, edges of roads and at the bottom and top of curbs.

5.2.6. Ownership and Jurisdiction: Identity the owner, or organization with jurisdictional responsibility, for all adjacent properties, roadways, easements, ROW, restrictions, covenants, etc.

5.2.7. Future Modifications & Improvements: Report all known proposed modifications to the property and adjacent properties to the Contracting Officer. Illustrate future modifications and improvements (i.e.: street widening, sewer or easement extensions, adjacent development, etc.)

where appropriate, and as directed by the Contracting Officer.

5.2.8. Prominent Site Features & Structures: Provide the location, dimensions and elevations of all prominent site features including buildings, fences, gates, walls, pavement areas, signs, ramps, drainage facilities, and monuments. Illustrate all other prominent landscape features such as gravesite spoil and borrow areas, excavations, rock outcroppings, overhangs, faults, springs, and steep slope areas. Where slopes exceed 25%, contour intervals of two feet will be considered.

5.2.9. Surface Elevations: Spot elevations shall be provided on an approximate 50-foot minimum grid pattern, and at all other appropriate locations where site features, structures, or utilities require greater detail to illustrate existing conditions. Provide spot elevations (to the nearest tenth of a foot on pavements) at the top and bottom of abrupt changes in grade.

5.2.10. Underground and Overhead Utilities: Locate all overhead and visible underground services, utilities, utility poles, light standards, irrigation systems (including sprinkler heads), sewer manholes and inlets, fire and water hydrants, valve boxes, etc. Locate and indicate the type and size of all visible pipes and other utility system elements. Identify the visible system source or origin, the direction of flow, out-fall, noted or obvious pressure level, etc. Locate the invert and inlet elevations of all manholes, catch basins, inlets, culverts, and headwalls, where it is safe and practical to do so.

Note: The Surveyor, or the CONTRACTOR, shall alert the Contracting Officer of the need for underground utility survey, by a professional utility surveyor where design conditions appear to warrant additional detail.

5.2.11. Trees & Shrubs: Locate and identify all freestanding trees of 3” caliper and larger by botanical and common names and by trunk caliper. Locate all trees of 15” caliper within wooded areas. Illustrate the perimeters of all shrubbed and wooded masses, ground cover, and plant beds.

Describe the predominant vegetation located within these outlines, if known. Indicate the height and diameter of freestanding shrubs. Identify turf and lawn areas. Locate major hedge lines and delineate trunks sizes and locations.

5.2.12. Water Bodies and Flood Plains: Illustrate all watercourses and bodies, including any flagged wetlands defined by the CONTRACTOR. The CONTRACTOR shall provide the Surveyor with information and illustrate the limits of any 100-year flood plain areas, as delineated on FEMA maps, on the final survey drawings.

5.2.13. Location Of Borings and Grave Test Pits: The Surveyor shall locate and stake in the field, and illustrate the location of all borings and test pits on the final survey drawings.

APPENDIX B. CRITERIA FOR SUBSURFACE (GEOTECHNICAL) INVESTIGATION

1. The purpose of subsurface investigation for the project is to determine the suitability of the proposed site for construction of the new cemetery and associated development.

2. A site reconnaissance will be made by a licensed geotechnical engineer to locate any surface conditions which would indicate specific areas of concern toward building the proposed structure(s). The geotechnical engineer shall be responsible for obtaining all necessary clearances from the Department of Veterans Affairs and all agencies and utility surveyors having facilities in the vicinity of the work.

3. Make subsurface test borings in a quantity and location to be determined by the CONTRACTOR. These locations will be staked in the field and elevations marked. A digital site plan will be utilized for the report and other exhibits.

4. Borings shall be carried to a depth as determined by the CONTRACTOR based upon site specific conditions.

5. The CONTRACTOR shall perform Standard Penetration Test in accordance with ASTM- D1586.

6. Laboratory examination/verification and testing shall be made of the representative portions of the samples to establish moisture content, density, Atterberg limits, grain size and distribution, unconsolidated triaxial compression and unconfined compressive strength as applicable to the soil type encountered.

7. Chemical analysis shall be performed to determine if site conditions exist which might be detrimental to buried concrete, steel, cast iron, or ductile iron, such as the presence of sulfates or carbon dioxide.

8. Soils Report: The results of the subsurface investigation and related testing, together with interpretations, discussions, and foundation recommendations shall be presented in the form of a detailed soil report. Foundation and soils investigation shall be conducted in conformance with chapter 18 of the IBC. The report shall include items noted in IBC1802.6 and the following at a minimum:

a. A boring location plan showing the exact location of each boring with reference to the project.

b. Boring profile showing:

i) Ground elevations.

ii) Classification of soils encountered with depth.

ii) Detailed description of any fill material encountered.

iv) Ground water elevation at least 24 hours after boring is completed.

v) Rock classification and elevation of bed rock (if applicable).

vi) Number of blows required for each 6 in.

c. Comment on applicable foundations to support the proposed structure and determine the allowable soil bearing value at the recommended depth. Discuss the influence of water table on design values. If deep foundations are recommended, include the allowable skin friction and bearing values for the acceptable deep foundations.

d. If the use of deep foundations is warranted, recommendations shall include installation and testing requirements. Potential construction problems associated with deep foundations, suggested installation methods and equipment shall also be discussed. Criteria for lateral load shall be discussed in the report.

e. Recommend the value of active and passive soil pressures on structures retaining earth including both segmental and cast in place retaining walls.

f. Determine depth required for protection from frost.

g. Site excavation methods, equipment and difficulties anticipated during excavation shall be discussed. Include expansion and consolidation volume percentages. Report recommendations to address compaction, trench backfill, sub-surface drainage, unstable cut slopes, setbacks, construction during wet weather, and trenches.

h. Recommendations for site improvements, pavement cross-sections, walkway cross-sections, ground water control, and treatment of in-place soils for the support of slab on grade.

9. Perform tests as required to comment on the control of ground water during the construction phase and for the completed building. Provide specific methods and conceptual layout for any dewatering that may be required to facilitate construction along with order of magnitude estimates for dewatering.

10. Include within the report any other factors, e.g. underground utilities, which could influence the design of the proposed construction.
