AMENDMENT 0001

Solicitation Number: 36C78624B0008 Project Description: 852-MM22-009, In-Ground Cremation (IGC) Section 1GJ Expansion, Jefferson Barracks National Cemetery

The following Request for Information (RFI) questions have been submitted to the Contracting Officer regarding this solicitation. The questions and responses represent all questions submitted to the Contracting Officer prior to the deadline established in the Solicitation. The following questions and responses are provided for bidder’s information and use.

RFI 1. Confirm that the 26” oak tree is the only tree requiring removal from the work area and all other trees that are evident in aerial photographs (including on Sheet GI001) have been previously removed.

Response: Yes, confirming that there is only one (1) tree that needs to be removed.

RFI 2. Is tree protection (6-foot fence) required on adjacent trees immediately outside of the construction limits?

It wasn’t clear which trees needed protection based off the drawings.

Response: Tree protection is required to trees as identified on plan sheet CD101.

RFI 3.The VA Master Specifications lists a tall fescue blend as the sod and seed type with an asterisk to “match existing used on cemetery project site.”
Is that tall fescue blend listed in the manual still the preferred sod/seed for that area of Jefferson Barracks National Cemetery?

Response: Yes, correct – the tall fescue blend listed in the manual is the preferred product for the area.

RFI 4. Is there an excavated fill pile on site for use by the Contractor to use as suitable backfill if there is not enough suitable fill taken from the site during initial excavation?

If not, is there a soil/fill specification or preferred vendor in the area that the cemetery approves?

Response: No, there is no excavated fill pile on site for use by the Contractor; and No, the Cemetery does not any preferred or approved vendors in the area. Specification 31 20 11 has been revised to provide additional information on requirements for Fills. See 2.1.A for additional information.

RFI 5. Is there a required method for screening and approving excavated soil before backfilling the site to finished grade?

Response: Screening shall comply with specification section 31 20 11 requirements. Approval of excavated soil utilized for backfill shall meet the requirements identified in 31 20 11, 2.1.A and will require approval from the COR prior to placement.

RFI 6. During the site visit, it appeared that the grade and contours more closely matched the desired finished grade in the plans than those of the topo map that showed existing conditions.

Was the grading done before or after the survey of that site?

Who completed the survey?

Response: Site was recently stripped, grubbed, and rough graded. Topo map does not reflect new site conditions.

RFI 7. Specifications - Table of Contents refers to Appendix A “Geotechnical Report” and Appendix B “MU Existing Soils Report.” Can these reports be provided?

Response: Appendix A “Geotechnical Report” and Appendix B “MU Existing Soils Report” attached.

RFI 8. Is it intended for the awarded contractor to purchase and import fill and topsoil for the job; or should we plan to use only what is onsite?

Response: The Government owned material (fill and topsoil) is not and cannot be used, bidders are required to incorporate the cost of purchasing such material in the bid cost.

RFI 9. Is there an ‘Onsite Dumpsite’ available for exported soils?

Can surplus excavated soils be disposed of at onsite dump area(s) or will this material be required to be hauled off site?

If material is to be disposed of on-site, please provide location of disposal.

Response:No, there is no ‘Onsite Dumpsite’ for Contractor’s use.
No, surplus excavated soils cannot be disposed of onsite, spoils/trash will be required to be hauled and disposed of off-site as specified in the solicitation.

RFI 10. Drawing Number CS501 Detail 3 (Gravesite Monument Marker): Note #2 indicates “Concrete to Extend Below Frost Depth” and the depth from ground surface to the compacted gravel base is indicated to be 4’0” (4 feet); however, the concrete monument call-out indicates the concrete is to be 1’6” long. Please clarify the length of the concrete monument.

Response: Concrete to extend 4’-0” (4 feet).

RFI 11. Drawing Number CS501 Detail 3 (Gravesite Monument Marker): Do the Bronze Domed-Top Monument Markers need to identify the grid numbers (i.e., 101 through 125)? Are there any other requirements for marking of the grid numbers?

Response: Bronze Domed-Top Monument Markers do not need to identify the grid numbers; they will need to include text engraving “National Cemetery Gravesite Grid Monument” per detail 3/CD501 and include a 1” dia. Circle centered in the monument and a field stamped cross hairs for alignment as noted in the detail.

SPECIFICATION CHANGES:

31 20 11 Earth Moving (SF): Update definition and requirements for Fills. See 2.1.A.
