Contracting Officer AMENDMENT-0001, Solicitation 36C78621B0024 Fort Sam Houston national Cemetery - Renovate Historic Wall:

Contractor Questions & GOV Responses

1. SF1442 lists project range as between $500,000 and $1,000,000.00 which doesn’t seem sufficient. Does government have funds available if the project goes significantly over the listed range?

0. GOV Response: Bidders should bid the project at a fair and reasonable price they have estimated to complete the work in accordance with the SOW, Drawings, and all other solicitation attachment documents.

1. Plan VF-002 seem to indicate distance from face of wall and Edge of Winans Road pavement ranging between 3’-2” and 6’-9” (by scaling). It is not safe to build the wall along major sections of Winans road without some form of protection for workers such as Jersey Barriers. Jersey Barriers would require space on the existing roadway and require some form of road closure on that lane as the lanes are not very wide. There is little to no paved shoulder in many parts of this road and existing grades slope downward from edge of pavement to bottom of wall. Can portions of Winans Road adjacent to the wall be closed while work along the wall is in progress?

2. GOV Response: Protective barrier placement along Winans Rd is acceptable. If there is not enough room for the contractor to place the barriers along the roadway and still have enough space for the work to be done, then a traffic control plan will be required for review.

1. Specification Section 01 00 02-21 paragraph 1.27 states “the contractor shall have onsite, at contractor’s expense, a professional historical preservationist with a minimum of 10-years’ experience. Contractor shall submit qualifications and resume within 30 days of Notice to Proceed.” Please confirm requirement for contractor to provide a professional historical preservationist.

3. GOV Response: The professional historical preservationist is required. See item 4 below.

1. If a professional historical preservationist is required, please confirm preservationist is required to visit the site periodically (for example, once a week for several hours) and not be required to be onsite full time. Firms may be unwilling to dedicate their historical preservationist full time to the project.

4. GOV Response: The professional historical preservationist will be required to be present as need to document each 100 feet of Work on the Wall repair, see Specifications: 01 00 02,1.28.

1. ‘Concrete structure’ or ‘reinforced concrete retaining wall’ as designed (details 1-3/C-100) may not constructable as designed as the rubble rock (boulders) may be too large to fit within the wall width. Confirm contractor can fill the void between stone with masonry grout materials per section 04 05 16 Masonry Grouting in lieu of a formed concrete wall shown on C100.

5. GOV Response: See Sheet C-100, Details, 1, 2, and 3 for structural wall requirements and fitting of natural stone.

1. We assume no fabrication, cutting/sawing of existing rubble rock stone (boulders) to transform them into a thickness to fit within the designed wall system is intended or required for the performance of the contract. If that is not a correct understanding, please clarify by amendment to all bidders.

6. GOV Response: See Specifications: 04 42 00, 2.1.

1. Specifications are requiring “masonry contractor with minimum ten years of experience and which employs technicians with documented training and experience in the required masonry restoration procedures. Work must be performed by specialists with documented prior experience working on historic masonry facilities.” Can the above requirement be revised to ‘masonry contractor with ten years of experience with experience on historical projects?’ This would allow the masonry contractors who have built the cemetery walls on past projects to participate on this project.

7. GOV Response: The specifications do not require ten years’ experience, See Specifications 04 43 00, 1.4 for the accurate description of masonry restoration experience.

1. General note #10 on GI-003 indicates “THE CONTRACTOR SHALL APPLY FOR AND OBTAIN ALL NECESSARY PERMITS AND LICENSES AND SHALL COMPLY WITH ANY AND ALL FEDERAL, STATE, AND LOCAL ORDINANCES, LAWS OR REGULATIONS APPLICABLE TO PERFORM THE WORK.” Plan Sheet VF-005 Property Lines show the wall adjacent to Harry Wurzbach Drive to be well within the cemetery’s boundary lines (17’+ inside boundaries). As such, City of San Antonio Building Permit would not be required. If this is not a correct understanding, please clarify otherwise by amendment.

8. GOV Response: The City of San Antonio requires permitting for projects on a Public Right of Way.

1. Details 1&2 on plan sheet C100 shows a swale and Grass Sod, yet no new grades have been provided. If new grades are required at these locations (Winans Road), please provide grading plans showing the work required and its relationship with adjacent Winans Road.

9. GOV Response: Surface grading is to maintain existing drainage slopes. See Survey Sheets VF-001 through VF-005.

1. Please revise plan details 1-3/C100 to include the following missing information:

9. Top of grade Winans road side (New Grading Plans have not been provided)

9. Top of grade at Winans Road cemetery side

9. Top of concrete footing

9. Width of wall

9. Height of wall from top of concrete footing

10. GOV Response: See survey sheets: VF-001 – VF-005. The existing surface drainage grading is to be retained. The existing grades are shown on the Survey Sheets noted above. The Wall and commensurate footing positioning are referenced to Match the Existing Wall and blend to be continuous. The Wall width and height are to Match Existing, see Sheets C-100, Details 1, 2, and 3.

1. Please identify where the access to Winans Roadside of the wall will be provided.

11. GOV Response: Access to Winans Road will be via the “iron gates” in the Wall on Winans Road.

1. How long does the application process take for the security badges? Can the application forms be provided pre-bid?

12. GOV Response: The unescorted access request takes 2 – 4 weeks. The COR will coordinate the request for the six month limited pass. The awarded contractor will fill out the forms and submit to the COR 6 weeks prior to work stating on the wall along Winans Road.

1. Some plan details refer to the masonry cap as precast and some plan details refer to it as cast stone. Specifications are for cast stone. Confirm cast stone caps are intended as used on previous project on site.

13. GOV Response: The Wall is to have Cast Stone caps, See Specifications 04 72 00 Cast Stone Masonry.

1. Specification section 01 00 02-13 paragraph 1.13 indicates that “contractor shall secure the services of a registered professional land surveyor.” Paragraph 1.14.E lays out extensive survey requirements which seem outside of the scope of this project. These include the following survey items: Lines of each addition, elevations of bottoms of footings, lines and elevations of sewers and of all outside distributions systems, lines of grave lot documentation, lines of elevations of all swales and interment areas, lines and elevations of roads, streets, lines and elevations and location of top of pre-placed crypts, lines and elevations of grade over pre-placed crypts, Northing/Easting coordinate locations and elevation depth below finished grade of all water, sanitary, storm, gas and irrigation structures, directional fittings, control wire, and lines. If professional surveying services are required, please confirm the scope is only to ensure wall placement as shown on plans.

14. GOV Response: The scope of the Project Surveys are designated in Specifications 01 00 02. This survey data will be referenced for several aspects of the Work.

1. Please confirm that the wrought iron gate in the stone wall along Winans road will be available for contractor use.

15. GOV Response: These gates will be available for access along Winans Road.

1. Specification Section 01 32 17 calls for the use of a Network Analysis Schedule using Microsoft Project 2003 or later. Previous projects with the VA including the Washington D.C. office have allowed the use of Oracle P6. Please confirm that the use of Oracle P6 is also acceptable for use in this project.

16. GOV Response: Provide schedule using Microsoft Project as required.

17. We do not find temporary roads indicated on the drawings and there doesn’t seem to be any space to construct temporary roads. We assume the use of existing roads is intended/ acceptable. If this is not a correct understanding, please clarify otherwise with a temporary road plan by amendment.

17. GOV Response: The Contractor Staging Area for the Project is shown on Sheet GI-004. Also see, Specifications 01 00 08, 18, General Requirements.

18. Stormwater Pollution Prevention Plan notes on GI-003 reference submitting a Notice of Intent and SWPPP requirements per Texas requirements. The state of Texas does not require a SWPPP plan / NOI when the disturbed area is less than 1 acre. As this project is less than 1 acre, we assume NOI and SWPPP is not required, but SWPPP measures as shown on the designed drawings (silt fence) are required. If this is not a correct understanding, please clarify by amendment.

18. GOV Response: Due to the extent of length and the gross construction access areas, the Stormwater Pollution Prevention Plan are to be provided by the awarded contractor.

19. Please provide as-built utility drawings (including water and irrigation) so that bidders are aware of any existing utilities in the vicinity of the walls being renovated.

19. GOV Response: The contractor is to verify the existing utility locations. See Sheet GO-003, General Note 4 and Sheet C-100, General Note 4.

20. Reference details 1-3/C100 which indicate Grass Sod on the outside cemetery side of the stone wall. Is this depicting new grass sod required on the outside cemetery side of the wall? If yes, how far is the new sod required from the wall?

20. GOV Response: The sod is to extend four feet beyond the Wall towards Winans Road.

21. Please identify the onsite location contractors can use to store existing stone and parapet materials. This area needs to be of significant size to accommodate required work 21.GOV Response: The Contractor’s Staging Area is shown on Sheet-GI-004.

22. Is Historical Wall Repair Experience required to perform this project?

22. GOV Response: See contract documents for experience requirements: section 01 00 02

23. Are we to dispose/abate of any asbestos, lead, mold, or other hazardous material as part of this project? If so, provide appropriate hazardous material site survey report.

23. GOV Response: Hazardous materials are not anticipated on this Project. If any are encountered follow the prescribed procedures in Specifications 01 00 02, 1.7, A.; and notify the COR.

24. What will the ICRA level be for this project?

24. GOV Response: A infection control risk assessment is not required for this project.

25. Are there any proprietary and/or required subcontractors/vendors required for the General Contractor to use as part of this project?

25. GOV Response: There are no proprietary suppliers, vendors, contractors, or subcontractors stipulated as part of the Project.

26. Is there any work associated with this project that is required to be performed after-hours?

26. GOV Response: There is no work associated with the Project which is required to be performed after regular hours. See, Specifications 01 00 02 General Requirements for necessary coordination and approvals.

27. Per the solicitation the General Contractor is required to submit the Contractor Price Estimate Worksheet. The worksheet lists all 48 Divisions. We believe only Divisions: Division 01 General Requirements, 02 Existing Conditions, 03 Concrete, 04 Masonry, 31 Earthwork, and 32 Exterior Improvements will be associated with this project. Will there be additional work not seen in the Construction Drawings or Specifications we will be required to perform under the other Divisions?

27. GOV Response: Bidders should only fill in the divisions of work with detailed prices leaving the unused divisions of work lines blank.

28. Due to the demands of the project, would it be permissible to have sections of Winans Road temporarily blocked-in order to facilitate the project?

28. GOV Response: Protective barrier placement along Winans Rd is acceptable. If there is not enough room for the contractor to place the barriers along the roadway and still have enough space for the work to be done, then a traffic control plan will be required for review.

29. We would like to confirm the magnitude of the project at 500K-1M.

29. GOV Response: Yes, the magnitude of the project is 500K-1M.

30. Is it required for a professional historical preservationist to visit the job site periodically or on-site full time.

30. GOV Response: The professional historical preservationist will be required to be present as need to document each 100 feet of Work on the Wall repair, see Specifications: 01 00 02,1.28.

31. It is our understanding that there are an average of 15 funeral services a day according to the spec. We can work closely with the Director’s Office; however, what will constitute a “delay”?

31. GOV Response: The services to Committal Service shelter will be move to the other shelter when work is being performed near the one shelter near the norther wall. It is the contractor’s responsibility to provide a schedule for that work and adhere to the schedule. If it becomes necessary to revise the schedule for work in that area, the contractor shall work closely with the Director and the reschedule.

32. How will delays be handled?

32. GOV Response: It would depend on the delay and a solution will be made based on the circumstances.

33. How will we be compensated for delays regarding downtime for: (1) equipment; (2) crews; (3) GCs (general conditions)?

33. GOV Response: It would depend on the delay and a solution will be made based on the circumstances.

34. What is the deadline for the Government’s acceptance/rejection of submittals? Generally, it is 7-10 days.

34. GOV Response: Response to submittal will normally be 14 days.

35. What construction activities may begin prior to an approved SWPPP?

35. GOV Response: No construction activities will begin until an approved SWPPP has been accepted by the Government. The Contractor shall fully comply with all aspects of required permits.

36. Based on our site inspection, it appears that at least three areas of the wall need to be engineered. This will be included in the price; however, will the Government require the Contractor (KTR) to submit its engineering to either the Government or Cox Design Associates (A/E) prior to the commencement of work on the engineered portions of the project?

36. GOV Response: The Contract Documents depict the work to be included in the bid.

See Specifications: 01 00 02, 1.2 Statement of Bid Items.
