1. The Price Schedule details the interment of an estimated 16 (Columbarium Cremains), but we do see corresponding details within the Statement of Work that speaks to the processes involved or the work standards / expectations for this work. Can the contracting team please provide interested vendors with this information?
Gov’t Response: See attached SOW update
21 Nov 19
1. Water - There is no water except irrigation water from April to October. Washing the facilities as required with the water provided, is not possible because it will be muddy & possibly toxic.
Gov’t Response: The water quality was tested and found to contain no toxic substances, or metals that would stain concrete or headstones. Any water that is needed outside of the availability from the irrigation district will need to be provided by the contractor.
2. The newly planted trees will die without water through the winter. Water will need to be trucked in immediately. Professionals estimate up to a possible 70% loss of trees.
Gov’t Response: The plant material will not be accepted by the Government until there is proof that the plants are growing and vigorous. At the time of acceptance by the Government, the 1-year warranty period and a 90-day minimum establishment period will commence. This is not anticipated to be any earlier than June 2020. Any dead or declining plant material will be replaced and warrantied by the installing contractor for a period of 1 year.
3. No restrooms or facilities to provide employees and funeral attendees with clean water for personal hygiene. Some funeral attendees may be traveling from a distance expecting bathrooms.
Gov’t Response: VA leadership determined that restrooms would not be necessary. The scheduling office will alert visitors that there are no restroom facilities at the cemetery.
4. No parking - People will park on the Elm Street shoulder (borrow pit) or on the grass and sprinklers. West End Cemetery will take the brunt of this during funerals and should not be expected to provide parking or restroom facilities. Portable toilets for contractors are one thing, for veterans funerals is another.
Gov’t Response: The funeral procession is not to park outside of the cemetery. The road width is 20’ wide and will accommodate parked cars on one side of the road while leaving a “pass-through” lane. The contractor will be expected to direct traffic for funeral processions and work with the funeral homes to instruct people how they should navigate inside the cemetery. For very large services cars can be parked in the grassed field for future cemetery development.
5. No Storage Facilities - All equipment must be removed from site daily. Would portable Conex type facilities be allowed?
Gov’t Response: (Please revisit the Statement of Work which has been revised since the first solicitation. There are significant changes based on contractor feed-back.) An approximately 25’ wide by 90’ long fenced contractors storage yard has been added to the site development for storage of contractor equipment and materials. The Contractor may place one (1) Conex 9’x20’ storage container and one (1) COR-approved job site trailer in the designated Storage Yard for use directly related to the implementation of this contract. The Contractor shall provide a rented portable chemical toilet(s) for their employees in the Contractor storage yard.
6. We realize the cemetery is to be a beautiful resting place for our Veterans, but all the stipulations for hiring "certified" leaves very little room within any realms of the budget for the people to do the work of burying our Veterans.
Gov’t Response: Because this cemetery is to be a National Shrine, certifications to operate equipment and apply pesticides as require by regulatory agencies are mandatory for the health, safety and welfare of the contractor’s employees, and visitors. Certifications for landscape maintenance and irrigation management are also a necessity to ensure that the landscape is maintain by knowledgeable people. The contractor is given the opportunity to have personnel trained and accredited within a reasonable time frame after award of the contract.
