The following will be evaluated:

Price:

Price analysis will be conducted to determine a fair and reasonable price. Price may be compared against the Independent Government Cost Estimate (IGCE) or against the average mean of the offers received to determine reasonableness.

NOTE: Offeror’s price proposal shall be detailed to include, but not limited to, Material, Equipment, Labor, profit, and bonding costs to determine Cost realism using attachment “S02_Attachment-6_Contractor Cost Estimate Worksheet”.

The lowest priced technically acceptable offeror's price proposal will be awarded the contract. If all price proposals are considered high, the Government reserves the right to request revised proposals from offerors who submitted proposals by the solicitation due date and time.

Technical Qualifications:

Proposals will receive either an ACCEPTABLE or an UNACCEPTABLE rating for each of the rating factors.

Technical acceptable/unacceptable ratings

Rating
Description
Acceptable
Offer clearly meets the minimum requirements of the solicitation
Unacceptable
Offer does not clearly meet the minimum requirements of the solicitation

Technical capability will be evaluated to determine the extent to which it demonstrates a clear understanding of all features involved in performance of the requirements identified in the SOW. The offer should not simply restate the Government’s requirements, but it should describe, in detail, how the Offeror intends to meet the requirements.

At a minimum, offerors shall provide the following information:

d. Technical Sub-Factor 1: Experience on Similar Contracts (Company):

i. The Offeror will be evaluated on extent of an Offeror’s successful experience and proposed team’s experience (key subcontractors) on projects of similar type, scope, magnitude and complexity as compared to the work that is required under this RFP. The following are the minimum requirements that are key to successful contract performance to demonstrate experience on similar contracts.

d. Offerors shall provide sufficient project details with their technical proposal to demonstrate experience with at least three (3) projects, each similar in size, scope, and complexity as the RFP with at least one project with final construction value of at least $1M. Each contract submitted must have been satisfactorily completed, or if not yet completed, must be marked by satisfactory progress. The Government will not consider a project that is less than 70% complete or an effort that concluded more than 5 years ago.

· The Offeror shall explain how and why the Offeror considers submitted projects to be similar to the RFP project. Provide a brief description of each project, describe its scope of the work, total dollar value of the contract at the time of award and at the time of completion.

· Provide the name, address and telephone number of the owner. In the case of a federal, state or local government project, provide the name, address, and telephone number of the contracting officer.

e. Offerors shall list the prime responsible firm and individuals (president, owner, etc.). Offerors shall include in their technical proposal the number of years they have been in business, their business size standard.

f. Offerors shall provide a list of all proposed subcontractors and individuals proposed as consultants, including telephone number, address, and name of contact. Subcontractors shall be listed with their roles and responsibilities and tasks they will perform. Offerors shall list the percentage of work to be performed by each subcontractor. If they are performing portions of any Contract Line Items (CLINs), list the percentage of each CLIN they are performing. Offerors shall list and describe the subcontractor(s)’ experiences with performing similar services as described in this SOW.

e. Technical Sub-Factor 2: Experience (Key Personnel & Project Team):

i. The Offeror will be evaluated on the basis of the extent of experience and level of technical competence of the KEY PERSONNEL. Offerors with a higher level of experience on COMPARABLE CONTRACTS and/or a higher level of technical competence may be more favorably rated.

ii. The Offeror’s Key Personnel experience demonstrating as many of the following items described below may be rated more favorably.

e. Demonstrate experience managing and constructing projects of similar scope and size.

f. Demonstrated experience working on existing buildings, modifying and tying into existing mechanical and electrical systems.

g. Project management experience including client reporting, SharePoint systems, CPM scheduling, implementing and maintaining a Quality Control Program.

h. Clear and complete organization chart.

iii. The Offeror will be evaluated on the basis of the extent of experience and level of technical competence of the PROJECT TEAM. Offerors with project team members with a higher level of experience on COMPARABLE CONTRACTS and/or a higher level of technical competence may be more favorably rated.

f. Technical Sub-Factor 3: Proposed Construction Schedule:

i. The Offeror will be evaluated on the clarity and logic of submitted preliminary schedule for this project. Offerors shall provide a proposed project schedule in either a bullet pointed narrative form or bar graph. All scheduled items shall show a start date and a completion date. The schedule shall indicate specific tasks with dates for each step of the process including but not limited to document submission, mobilization, and estimated start and completion dates. Offerors shall provide a narrative specifying how allowances have been made for reasonably anticipated adverse weather days (based on historical projections) in which work tasks may be limited and holidays when work is not allowed.

ii. The schedule will be evaluated on the basis of technical merit and approach to complete the project within the specified project duration. The Offeror will also be evaluated on its realistic narrative description of proposed phasing and sequencing of work which demonstrates an understanding of the interrelationships of the major elements required for this project. Offerors demonstrating a clear, realistic schedule may be rated more favorably.

Past Performance:

Past performance will be evaluated for quality, schedule (i.e. recent), price control, business relations, management of key personnel and relevance (i.e. experience in providing services similar in size, scope, and complexity as described in the SOW). If no past performance information is readily available (FAR 15.305(a) (2) (iv)), the Offeror’s past performance will be evaluated neither favorably nor unfavorably.

NOTE: The Contractor shall provide sufficient project details with their technical proposal to demonstrate experience with at least three (3) and not more than five (5) projects of similar size, scope, and using similar materials and methods over the past five (5) years. Each past performed contract information submitted must have been satisfactorily completed, or if not yet completed, must be marked by satisfactory progress. The Government will not consider a contract that is less than 50% complete or an effort that concluded more than 5 years ago. Contractor shall provide customer points of contact for each project listed. Offerors shall us the solicitation attachment named (Business Management-Past Performance Questionnaire).

A Responsibility Determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. The Government will research information and data bases to aid in establishing contractor’s responsibility and ability to perform. The databases include, but are not limited to Experian, PPIRS, EPLS, VetBiz and SBA. If the Contracting Officer (CO) is not able to determine responsibility, a request for Certificate of Competency (COC) will be submitted to SBA.

(d) Alternate offers.

(1) When an offer includes foreign solicitation in paragraph (b)(2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on use of equivalent domestic construction material.
