Project Scope and Requirements for
Construction Project
Project No.: XXXXXX
Department of Veterans Affairs National Cemetery Administration
Design and Construction Service 06 February 2019 p
SCOPE OF WORK
DECORATIVE FENCE REPAIR
PUERTO RICO NATIONAL CEMETERY
BAYAMON, PUERTO RICO
A. Scope of Work. Furnish all labor, tools, materials, and equipment to erect a decorative fence at the
Puerto Rico National Cemetery (See Figures 1 - 3 below). The fence is intended to provide a barrier between the existing sidewalk along Highway 168 and the cemetery at Sections A, D, DD, and H; and also at Section V to separate the burial section from the Maintenance Area. See Figure 3 for approximate project location.
The existing fence was damaged during Hurricane Maria. A small portion of that fence remains (See
Figure 4; this section is to be removed); however, the previous fence was an aluminum fence. This project entails installing approximately 1,875 linear feet of fence along Hwy 168 and another 350 linear feet at the rear of Section V in accordance with the specifications referenced below. The new fence shall be galvanized steel, securely anchored in the concrete footing where the previous fence was located (see Figure 5).
The new fencing materials shall match as closely as possible the fence that had been previously installed (see Figure 4) shall meet the following requirements:
Style: Spear Point Picket, two rails at the top and one at the bottom, the fence posts shall be square and have a ball at top (refer to Figure 4)
Height: 72 inch
Rails and pickets shall be cold-rolled steel formed and welded tubing with a Grade A minimum tensile strength of 45,000 psi (310 MPa) conforming to ASTM A653 and have a G60 zinc coating, 0.60 oz./ft2 (0.18 kg/m2) in accordance with ASTM A653.
Posts shall be cold-rolled steel formed and welded tubing with a Grade A minimum tensile strength of 45,000 psi (310 MPa) conforming to ASTM A653, have a G60 zinc coating, 0.60 oz./ft2 (0.18 kg/m2) in accordance with ASTM A653, and have a powder-coated factory finish.
Components:
o Rails: 1-1/2 inch (38 mm) square, 16 gauge.
o Pickets: 1 inch (19 mm) square, 19 gauge.
o Posts: 2-1/2 inch (63.5 mm) square, 16 gauge
Gates: Existing gate (See Figure 6) shall be replaced in accordance to the specifications described here. New gate shall match design as closely as possible to the existing gate.
Fabrication:
o Fence Panels: Fabricated in standard length of 120 inches (3,048 mm). Comply with requirements indicated for materials, thickness, design and details of construction.
o Welded connections shall comply with AWS standards for recommended practice in shop welding.
o Components shall be accurately cut and drilled to receive hardware, fasteners, and accessories.
o Fence panel shall be capable of meeting structural test load capabilities for a commercial fence system referenced in table 2 of ASTM 2409.
o Fence panel shall be capable of meeting coating performance requirements in table 3 of ASTM 2409.
Finish:
o Materials are coated with galvanization, zinc phosphate, and architectural grade powder coat.
o Metal parts shall be assembled and finished individually prior to shipment.
o Galvanized steel fence components shall be cleaned with a non-petroleum solvent followed by the application of a sealing zinc phosphate coating.
o Immediately after sealing, a powder finish coating is applied by the electrostatic spray process. This consists of a thermosetting carboxyl polyester resin top coat with a minimum dry film thickness of 50 microns.
In order to anchor the new fence in the existing foundation, the remains of the fence posts from the previously installed fence will have to be removed by coring or drilling out the existing posts. The new posts should be placed back in these locations, if possible. These new posts will have to be concreted in place to provide a sturdy fence. If the previous locations of fence posts do not align with the needs of the new fence, the holes will have to be repaired and painted to match the existing footing.
