Basis of Design Report (Bid Documents)

1. Project Need The West Virginia National Cemetery (WVNC) continues to expand and provide services for a growing number of visitors. Existing facilities are not adequate to accommodate future demands.

The existing Administration Building lacks storage space, employee amenities, ADA compliant parking, Honor Guard facilities and proper visitor restrooms. The entry drive currently serves as a cortege lane, Committal Shelter A is deteriorating, and Shelter B contains drainage induced issues. The proposed improvements will expand the Administration/Maintenance Building to provide proper service to both employees and visitors. The mission of WVNC will be supported through the construction of additional parking, dedicated cortege lanes and Committal Shelter construction and maintenance.

5. Site Design Existing features such as the stream and steeper slopes provided distinct boundaries for development. Consideration of these features required the installation of retaining walls, ADA ramps and alternative design solutions to embrace the existing character of the Cemetery. It is accepted that portions of the design contain slopes representative of existing conditions with design standards adjusted accordingly. ADA access is provided to all proposed structures.

The Bid Documents reflect previous design submission with additional detail to incorporate comments from the VA. The overall site layout and amenities did not change from the 95% submission.

Basis of Design Report (Bid Documents) June 3, 2019

5.1. Temporary Facilities

5.1.1. PIC / Administration and Maintenance Complex

Facilities for administrative services, maintenance offices, public restrooms, and the PIC are located north of the existing stream and will have direct access from Route 50. This area shall be restored to existing conditions upon construction completion.

Proposed/existing slopes and space requirements limited opportunities to provide an ADA compliant facility south of the existing stream.

To reduce cost, only entrance aprons and ADA parking will be paved, and remaining parking will be gravel. Parking is to be provided adjacent to the temporary facilities and will be reserved visitors and select cemetery staff. It was determined through an RFI that a total of 16 vehicle spaces and 3 utility vehicle spaces will be required. A gravel path connecting the entry road to the temporary structures will be provided to allow utility vehicle access which does not require access to Route 50.

Temporary cortege will be managed on the existing entry drive and/or within existing cemetery roadways prior to Committal Shelter B.

5.1.2. New Committal Shelter A

Committal Shelter B will be utilized during the demolition of the existing committal shelter and construction of new Committal Shelter A.

5.2. PIC / Administration and Maintenance Complex

The PIC will be integrated into the Administration and Maintenance Complex to provide a single comprehensive facility. A single facility will allow shared use of parking, reduce construction costs and limit the impact of proposed improvements on the site. The site design is influenced by the existing 10.2 percent grade of the entry road and the impact of this slope on ADA access, circulation and overall functional expectations.

5.2.1. Vehicular Improvements

Vehicles will enter the property from the existing entrance from Route 50 and continue to the cortege lanes, parking areas or the gravesites. The existing entry road will maintain its current alignment and grade. New curb and gutter will be provided adjacent to the cortege lanes and areas between and including the proposed parking areas to the west.

Basis of Design Report (Bid Documents) June 3, 2019

5.2.2. Parking

Existing parking consists of two (2) parallel spaces at the entrance to the Administration Building, nine (9) spaces opposite the entry drive, the maintenance yard and a gravel overflow lot accessed from Route 50. The current facilities do not meet cemetery needs and are not ADA compliant. The nine (9) spaces opposite the entry drive will be eliminated and the two (2) existing parallel spaces along the entry drive will remain for visitor use.

The SD review meeting determined that the 24 + 5 ADA (29 total) spaces specified in the Scope of Work may be reduced by six (6) spaces to a total of 23. ADA spaces listed in the Scope of Work exceed ADA requirements and were also reduced to recognized standards for specific uses. A total of one (1) ADA space will be provided for cemetery staff, one (1) for the PIC/Honor Guard and one (1) for visitors. A total of 20 + 3 ADA spaces are provided for the PIC / Administration and Maintenance Complex.

Parking is provided in two (2) separate lots. The division of parking into separate lots is driven by the existing terrain, space limitations and construction costs. The lots include a “Lower” and “Upper” parking area.

· The Lower lot is located north of the Administration and Maintenance Complex and will primarily serve cemetery staff and the Honor Guard. No ADA parking will be provided in this lot due to the limitations imposed by the existing terrain, finished floor elevation and entry road slope.

· The Upper lot is located south of the Administration and Maintenance Complex and will be will be reserved for visitor and ADA parking. This location will provide visitors direct access to the PIC and is the preferred ADA access point due to the existing finished floor elevation. Existing slopes and associated construction costs limit the ability to locate all parking in the Upper parking area.

5.2.3. Cortege Lanes

Pursuant to the Scope of Work, the cortege lanes will provide capacity for up to 30 vehicles.

Locating the lanes east of northbound traffic will preserve the existing entry road alignment and will provide cemetery access during the construction process. Circulation patterns, functional requirements, construction cost and existing surface elevations limited opportunities to locate the cortege west incoming traffic.

Cortege lanes will be located on slopes of 10.2% due to the existing entry road design. It was determined during the SD review meeting this is an acceptable slope due to the area’s topography and the existing site conditions. Additional pavement and turfed area is provided to protect visitors from the proposed 3:1 slopes. Parallel double stripes will be provided to assist in car queuing.

Basis of Design Report (Bid Documents) June 3, 2019

5.2.4. Pedestrian Improvements

Sidewalks will be provided from the parallel spaces along the entry drive and from the Lower & Upper parking areas. An ADA accessible route will be provided from the Upper parking area to the main entrance of the Administration and Maintenance Complex. The existing parallel parking spaces will be expanded to allow for the crosswalk connecting the Administration and Maintenance Complex to the cortege lanes.

5.2.5. Landscape Improvements

Plant material is of native species and is designed to be simple and contained to reduce maintenance requirements. Landscaping includes foundation plantings to accent the building, to soften parking areas and to provide separation between the cortege lanes and the entry drive. A combination of rock and shredded hardwood bark mulch is used based on specific application and slope conditions.

5.3. Columbarium

Occupying the space of existing Committal Shelter A, the Columbarium is centrally located in the Cemetery and utilizes existing infrastructure. This location provides a level grade, existing parking, direct views from the main cemetery road and adequate space.

5.3.1. Niche Walls

Freestanding walls will be utilized to integrate the columbarium into the existing environment. There will be a total of four (4) wall faces within two (2) walls. Walls will be constructed of prefabricated concrete niches in accordance with NCA guidelines.

Walls are five (5) niches high and contain 200 niches per wall face. A total of 800 niches will be provided to allow for a symmetrical design. The 800 niches are 50 units greater than the minimum 750 niches identified in the Scope of Work.

Pillars will be faced with stone veneer similar in appearance to the existing sandstone finishes found throughout the cemetery (Committal Shelter B and Administration Building entrance). Engraved lettering will be 1.5” deep to be clearly visible and minimize future maintenance requirements.

Niche covers will be provided pursuant to NCA specifications and will be Government-furnished-Contractor-Installed. Torx head rosettes will be used to secure the niche covers.

5.3.2. Vehicular Improvements

The design will utilize the existing loop road (cul-de-sac) for circulation. No vehicular improvements are proposed.

Basis of Design Report (Bid Documents) June 3, 2019

5.3.3. Parking

It was determined in the SD review meeting that existing parking adjacent to Burial Section 2 along the loop road is adequate for the new Columbarium. Parking requirements within the Scope of Work were eliminated and no new parking areas will be provided.

5.3.4. Pedestrian Improvements

Access will be provided through existing sidewalks adjacent to the loop road and parallel parking area. Existing sidewalks are in poor condition and the flagstone pavers will be replaced with conventional concrete.

5.3.5. Landscape Improvements

The Scope of Work states that Columbarium landscaping shall be limited to trees and turf.

Turf, benches and a watering station are the only landscape improvements provided for the Columbarium.

5.3.6. Additional Improvements

The proposed Columbarium will be inserted into an existing environment containing a loop road, retaining walls and flag stone pavers. The addition of new stone veneer to the existing wall and the replacement of adjacent flag stone walkways with conventional concrete will be provided. It was determined that the removal and reuse of existing walls stone veneer is not advised. Quality control and potential costs impacted the decision not to reuse the existing stone veneer.

5.3.7. Future Expansion

Space limitations require future expansion of up to 5,000 niches to occur at a separate location from the 800 niche Columbarium. It is proposed that future expansion occur southwest of Burial Section 5. This area contains gentler slopes and direct access to an internal roadway. Landscape screening of adjacent properties will be required.

5.4. Existing Committal Shelter A

This Shelter is to be demolished and replaced in an alternate location within the cemetery (see Section 5.5).

5.5. New Committal Shelter A

Located near the top of the Cemetery in the vicinity of the existing flag pole, this location provides a large area of gentler slopes with broad views of the Cemetery.

5.5.1. Vehicular Improvements

A dedicated drive is provided to allow for separation of service attendees and general cemetery traffic.

Basis of Design Report (Bid Documents) June 3, 2019

5.5.2. Parking

Parking spaces for 30 vehicles are provided as outlined in the Scope of Work. Parallel double stripes will be provided to assist in car queuing.

5.5.3. Pedestrian Improvements

Sidewalks will be located along the northeastern edge of the parallel parking and will lead to the Committal Shelter. All sidewalks shall be ADA accessible and consist of conventional concrete.

5.5.4. Prevailing Winter Winds

Prevailing winds were described as a critical element of design in the Scope of Work. The shelter is oriented with a solid wall facing northwest to block winds. Existing vegetation will help protect visitors from prevailing winds.

5.5.5. Landscape Improvements

Plant material is of native species and is designed to be simple and contained to reduce maintenance requirements. Landscaping includes foundation plantings to accent the buildings, to soften parking areas and to provide separation between the pull-off area and the cemetery road.

5.6. Expand Existing Maintenance Bays (Optional Construction Contract Line Item 002)

5.6.1. Wash Bay

A wash bay is to be provided through the expansion of the existing Administration and Maintenance Complex west into the existing slope. This location will symmetrically align with the existing retaining wall and maintenance bays.

5.6.2. Flammable Storage

The expansion of the wash bay will require the existing flammable storage be relocated.

Extension of the existing structure further westward is not an economically viable option due to the existing slopes and retaining wall. Therefore, the flammable storage will be relocated to the southern perimeter of the maintenance yard, east of the existing gate.

5.7. Cold Storage Building Improvements (Optional Construction Contract Line Item 003) Fine grading and the installation of a concrete apron leading to the building expansion will be provided. The two (2) existing pole barns will be relocated east of the existing Cold Storage Building.

5.8. Committal Shelter B Improvements (Optional Construction Contract Line Item 004) The existing Shelter’s parallel parking spaces and adjacent sidewalk is expanded south by ten (10) spaces.

Basis of Design Report (Bid Documents) June 3, 2019

5.9. Signage Improvements

An inventory of existing signage was compiled during a site visit on February 15, 2018. Existing signage impacted by the proposed improvements will be replaced or eliminated. New signs will match existing style of WVNC signage. Signage is based on VA Signage Design Guide, National Cemetery Signs, MUCTD guidelines and existing WVNC signage.

5.9.1. Directional Signage

Directional signs are provided at decision points throughout the cemetery. The road system of WVNC naturally guides visitors through the cemetery while limiting decision points. This reduces the number of required signs to successfully guide visitors through the cemetery.

Signs will be standard two (2) post and panel signs, brown in color and contain one (1), two

(2) or three (3) lines of text. Standard letter dimensions for text reading “Public Information Center” has been modified to fit within the standard sign message area. Since the lower parking lot is not ADA compliant, the signage specific to for Visitor Parking will include an ADA symbol.

Directional signs are utilized to direct visitors to:

· The Public Information Center

· Visitor / ADA Parking

· Administration

· Columbarium

· Committal Shelter A

· Committal Shelter B

· Exit

5.9.2. Informational Signage

Includes a Visitor Information sign (NC-01.01A-M1) to replace the existing cemetery sign just south of the Administration Building. The sign will be located adjacent to the visitor parking lot and will identify cemetery regulations and hours of operation.

Sign will be standard two (2) post and panel signs, brown in color and comply with standard NCA dimensions and specifications.

5.9.3.Regulatory Signage Will be provided to designate ADA parking, restricted areas and for traffic regulations.

Signs will be standard two (2) post and panel signs, brown in color and comply with NCA requirements for low profile traffic signs. The “All Funeral Wait Here” sign was modified to include a directional arrow. This will help direct funeral attendees to the opposite side of the road where the cortege lane is located. This standard NCA sign was modified to include “Do Not Enter Sign” text to resemble existing cemetery signage.

Basis of Design Report (Bid Documents) June 3, 2019

ADA and stop signs associate with the temporary facilities will comply with NCA requirements for tall traffic regulatory signs.

5.9.4. Map “You Are Here” Signage

These signs are tasked with helping visitors familiar with the cemetery grounds and help to locate burial sections or niches.

Signs will be standard two (2) post sign with aluminum sign cabinet assembly containing a fiber reinforced sign panel. Details for NCA sign NC-02.or “Horizontal You Are Here” map shall be followed.

A total of two (2) of this sign type will be provided within the cemetery as follows:

1) Administration Building sign will include a map of the entire cemetery and shall include current location, administration building, cortege lanes, committal shelters, columbarium, roads with names and burial sections.

2) Columbarium Site Plan sign will include current location, columbarium section, wall numbers, niche locations and overall layout. Map shall provide information to allow visitor to locate a specific niche.

5.9.5. Construction Signage

A standard NCA construction safety sign (SP-24.04) shall be erected near the Administration Building. Exact location to be determined by Contractor and shall be in location visible to both visitors visitors and contractors. The days without accident shall be updated on a daily basis.

5.10.Drainage Improvements The West Virginia Department of Environmental Protection National Pollutant Discharge Elimination System Water Pollution Control General Permit provides guidelines to protect water quality and reduce flooding potential for stormwater discharges associated with development projects. The General Permit indicates that a completed project shall convey stormwater runoff in a manner that shall protect both the site and the receiving stream from post-construction erosion. Structural practices are to be employed to encourage infiltration and flow attenuation.

Velocity dissipation devices shall be placed at all stormwater outlets to provide a non-erosive velocity flow from the structure to a water course.

For the proposed cemetery improvements, all stormwater flows are conveyed through adequately stabilized channels and appropriately sized storm drain piping. Storm drain and channel outlets are stabilized with rock riprap or turf reinforcement matting to protect against erosive velocities. Vegetated swales, level spreader devices, and plunge pools are employed to provide flow attenuation and velocity dissipation.

Basis of Design Report (Bid Documents) June 3, 2019

5.11. Water Service Improvements

Pursuant to Scope of Work section 7.7.3.10., the existing waterline from the Administration and Maintenance Complex to the public water distribution line adjacent to Route 50 will be demolished and then replaced. The new water line will require a stream crossing and will be constructed by either open trench or boring methods. Open trench construction will require coverage under US Army Corps of Engineers Nationwide Permit 12 (NWP-12) and a 401 water quality certification from the WV Department of Environmental Protection.

5.12. Irrigation Improvements

As is typical throughout the existing Cemetery grounds, no irrigation will be provided.

6. Architectural Design The existing Administration/Maintenance Complex exhibits the architectural qualities of the region. In keeping with the design theme, new structures and modifications to existing structures seen by the public will carry on the current design language of the Administration/Maintenance Building. The design includes wood shake siding, gable roof configurations and punched window openings.

6.1. Temporary Facilities

Temporary facilities for staff and visitors will be ADA compliant and will include parking, lighting, power, telecom, heat, air conditioning, gravesite locator and restrooms. Temporary facilities shall be phased to allow cemetery operations to continue without interruption during all phases of construction.

During the CD-50% design review it was determined that the maintenance trailer should be combined with the temporary administration facility proposed along Route 50. A subsequent RFI determined the spatial requirements for this facility, which included 6 offices, 4 open office work stations, 2 public restrooms, 3 staff restrooms, break/lunch area, data room and storage. The temporary facilities will utilize existing furniture which will be relocated by the contractor.

In keeping with existing conditions, it was determined during the design review meeting that a standalone trailer not be provided for the Honor Guard.

6.2. PIC / Administration and Maintenance Complex

The improvements to the existing Administration / Maintenance Building include the addition of new spaces, as well as the renovation of existing spaces. Renovations to the Administration / Maintenance Building include new partition walls, new ceilings, floor finishes, doors, as well as new lighting and plumbing fixtures throughout the complex.

Current operations require the addition of a Public Information Center (PIC). The PIC will have a lobby, men’s and women’s restrooms, and family restroom. It will house the Gravesite Locator.

It will also house space for the Honor Guard. The renovation of the spaces on the east side of

Basis of Design Report (Bid Documents) June 3, 2019 the building will include the Cemetery Director’s office, open office, supply room, and the new PIC lobby and reception area.

The center of the building will be rebuilt to house the PIC restrooms and Honor Guard space adjacent to the PIC lobby. The PIC lobby, gravesite locator, and restrooms will be separated from the staff by lockable doors.

A door separates the newly rebuilt Maintenance spaces of the building, which include a maintenance foreman’s office; men’s locker room with shower; women’s locker room with shower; multipurpose room for operations, lunch area, kitchenette, and storage; storage closet for cemetery staff uniforms; janitor room with mop basin; and boot and raincoat area, with boot wash station on the exterior of the building.

An RFI for data room area requirements to be 10’x10’ or a little smaller considering space limitations. A data room measuring 10.5’x7.5’ has been provided as part of the design.

6.3. Existing Committal Shelter A

This Shelter is to be demolished and replaced in an alternate location within the cemetery (see Section 6.4).

6.4. New Committal Shelter A

A new Committal Shelter is to be constructed to replace existing Committal Shelter A, which is slated to be demolished. The new Committal Shelter A is 24 feet by 24 feet as identified during the Schematic Review. It is to accommodate funeral attendees and 1 casket; and have space for seven (7) Honor Guard personnel to stand. A 79 SF storage room is included on the west side of the building, which will also serve to protect the occupants from the strong westerly winds.

6.5. Expand Existing Maintenance Bays (Optional Construction Contract Line Item 002) A new Vehicle Wash Bay is to be constructed to the west of the Existing Maintenance Bay. The Wash Bay is longer than the existing maintenance bay to accommodate a truck with plow and spreader. Electric overhead door, pedestrian door, and an oil/water separator will also be part of the new wash bay. The oil and water separator is located in the lower parking lot to provide easy access for maintenance.

With the addition of the new Vehicle Wash Bay, the existing Flammable Storage and Pesticide/Herbicide Storage space will be relocated. The new location will be across the maintenance yard, so that the existing retaining wall remains, as well as allows for vehicle clearances in front of the vehicle bay doors.

6.6. Cold Storage Building Improvements (Optional Construction Contract Line Item 003) The existing Cold Storage Building will be renovated to include electric operated overhead doors throughout the building.

Basis of Design Report (Bid Documents) June 3, 2019
