Kellyann Bruno Contracting Officer #1 - In specification 230923-10 under 2.4A:1a Temperature sensors it indicates that these shall be thermistor type, but with no indication noted for the cosmetic features. In 2.6A:1 it indicates that thermostats shall have a polished or aluminum finish with setpoint range, temperature adjustment and external adjustment. Question is, are these features directed for the space temp sensors indicated under 230923-10(2.4A:1a)? Second part to the question is if so, does the temperature display need to be digital or analog? Personally never seen a polished or stainless finished sensor with digital display. Please provide model or part# if you have as reference.

Answer to question 1:

Specification 230923-10 under 2.4A:1a says:

“Thermistor type for terminal units and Resistance Temperature Device (RTD) with an integral transmitter type for all other sensors” In this mechanical design no terminal units were used, therefore the first part of the statement is obsolete. All wall temperature sensors shall be RTD type (wired, no wireless sensor is allowed).

The scope of mechanical package shall cover the performance. The room thermostat cover and color shall match the receptacles and light switches. These room thermostats are analog, and do not require stainless steel cover plate, since it is not in security rooms.

#2 - On drawing M-503 under detail #6, the BACnet Architecture is indicated which brings up the next question. There is a Portable Laptop shown which connects to what I assume is a Ethernet Hub. If this is an Ethernet Hub, is it connected to the owners LAN and would they want the BACnet Control System to be remotely accessed? Also, does the owner have any existing WiFi Router connections that are communicated back thru this Ethernet Hub?, and lastly, below the BACnet Network there is an indication of a Engineering/desktop workstation. Is this workstation to be provided for the project in addition to the Laptop?

Answer to question 2:

The detail is a standard VA detail and represents a high-level overview.

During the design the client was asking for a system resembling residential controls. Per the contract specifications, currently there is no requirement for either a portable operator terminal, or Bacnet engineering control center.

This facility does not contain a control room and the mechanical room is too small to carve an office out of it and to the projects understanding, there is no WiFi capability for the building controls to be integrated into, due to VA IT security protocols.

#3 - Drawing M-601 under Note 5 indicates a flow meter. Does this meter tie into the BAS? Same drawing note 6 indicates a temp sensor in the Buffer Tank. Is this sensor a stand alone temp sensor provide by the Buffer Tank manufacturer? Note 7 indicates a temp sensor shown in pipe. Is this just a temp sensor with thermometer guage to be viewed from floor or does this need to tie into the BAS?

Answer to question 3:

Sensors shown by keynote 5 & 6 shall be tied into the BAS system for controls. Sensor shown by keynote 7 is for operators’ information and verification and it can be a gauge that is easily readable for someone standing on the floor inside the mechanical room.

#4 - Does UH-1 need to be provided with a 2-way control valve like the ones indicated for the RHC units?

Answer to question 4:

Yes!

Reviewing this question, it was noticed that the UH-1 is missing from the flow diagram M-601; UH-1 shall be added to the flow diagram and the unit heater shall be provided with 2-way control valve as shown on detail 3 sheet M-502.

#5 - Drawing M-802 indicates three exhaust fans. Do they tie into the BAS? Same question for the Radian Gas Heaters on same drawing.

Answer to question 5:

Currently the Radiant Gas Heaters have integral controls, that are not connected to the building BMS system.

As for the exhaust fans and associated dampers, they are not connected to the building BMS system.

Both systems can operate as stand alone without connection to the BMS, however NCA can identify if they want alarm and/or control communication with the BMS.

#6 - Drawing M-803 Same question regard CF-2 & 3.

Answer to question 6:

Currently the Ceiling Fans are not connected to the building BMS system. Due to the committal shelter distance from the Admin Building, connection to the BMS system is not recommended.

#7 - Under specification section 230923 this is no indication of a specific control system being asked for. Does this mean the controls portion of the project is open to anyone who has BACnet?

Answer to question 7:

Yes! BACnet is the acceptable protocol for communication and all equipment installed shall be capable to communicate through this protocol. Controls contractor to perform all controls wiring inside conduit and program the system as specified in project document.

Given that the NCA specifications do not allow for identification of manufacturers, just performance requirements, and that the site currently does not have a controls provider, any manufacturer and installer who meets the project specifications is acceptable.
